CALL TO ORDER The Lake Advisory Committee meeting was called to order by chair Stroh on Wednesday, May 21, 1997 at 6:50 p.m. Members present:, Marianne Breitbach, Kate Haggerty, Tom Kearney, Jody Stroh, and Rick Warner. Others present were Water Resources Coordinator Lani Leichty. Members absent: Doug Larson and Paul Trapp. II. CONSIDER APPROVAL OF MINUTES OF MEETING The first item on the agenda was to approve the Minutes ofthe meeting for April 16, 1997. MOTION BY HAGGERTY, SECONDED BY WARNER TO APPROVE THE MAY 16, 1997 MEETING MINUTES. MOTION PASSED UNANIMOUSLY. III. 1997 MILFOIL TREATMENT PROGRAM Stroh mentioned that the 1997 milfoil budget was approved by the watershed district at their May meeting. Lee Ann Schutz, editor of the Prior Lake American, was to be present at this meeting to interview the LAC members regarding this years milfoil program. Haggerty mentioned that Ms. Schutz would interview the members at a later date. The lakeside demonstration project schedule was discussed along with timing of placing articles in the newspaper. IV. ORDINANCE RECOMMENDATIONS The next item of business was to review Burnsville's wetland ordinance. A majority of discussion centered around permanent monumentation of the wetland boundary and requiring a buffer strip around the wetland for new development. Kearney brought up the idea of requiring swales along the rear property lines of lots abutting lakes/wetlands so that runoff along side property lines would not discharge directly to waterbodies, but would be slowed down by swales running parallel to the water body edge. The benefits of a swale versus a buffer strip were discussed. Also, the issue of having easements over the buffer strips was brought up. If there are easements over the buffer strips the City could easier enforce the protection of keeping them in their natural state. Leichty was asked to look at existing ordinances to see if they covered grading in enough detail and to talk to Jane Kansier to see what would be the best way to proceed if changes are made to the ordinance. 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. The LAC members went to the location to view the access. It was noted that there was a row of large trees on the east side of the access lane that should be left alone. Also, along the east side it was noted that the mature trees had several large branches overhanging the adjacent house. The question was brought up if this was a City liability if these branches were to ever fall. The west side of the access was delineated with posts and cable along with a row of young evergreen trees. After discussing the options available the LAC thought it would help from a safety standpoint to remove the first large tree on the east side of the entrance and to move the first post over to the east property line. This would allow for easier ingress/egress from the access. MOTION BY KEARNEY, SECONDED BY BREITBACH TO WIDEN THE ENTRANCE TO THE SHADY BEACH SPORTSMAN'S ACCESS BY REMOVING A LARGE TREE AND MOVING THE NORTHEAST POST TO THE NORTHEAST PROPERTY CORNER..
