CALL TO ORDER The Lake Advisory Committee meeting was called to order by chair Stroh on Wednesday, July 16, 1997 at 6:40 p.m. Members present:, Marianne Breitbach, , Kate Haggerty, Doug Larson, Jody Stroh, Paul Trapp and Rick Warner. Others present were Water Resources Coordinator Lani Leichty, Scott County Sheriff Bill Nevin and Steve McComas of Blue Water Science. Members absent: Tom Kearney. II. CONSIDER APPROVAL OF MINUTES OF MEETING The first item on the agenda was to approve the Minutes of the meeting for June 18, 1997. MOTION BY STROH, SECONDED BY LARSON TO APPROVE THE MEETING MINUTES OF JUNE 18,1997. MOTION PASSED UNANIMOUSLY. There was not a quorum present at the June meeting to approve the meeting minutes for May 21, 1997. MOTION BY WARNER, SECONDED BY HAGGERTY TO APPROVE THE MEETING MINUTES OF MAY21, 1997. MOTION PASSED UNANIMOUSLY. III. SURFACE WATER ORDINANCE REGULATIONS Scott County Sheriff Bill Nevin was present to talk about surface water enforcement that the County has been doing on Prior Lake. Mr. Nevin stated that he thought the existing ordinances were working quite well. He did mention that a speed limit on the lake during the week would help, but that this was a remote possibility happening. Candy Cove was referred to as a trouble spot, especially during the night, due to a lot of activity in this secluded bay. Larson mentioned that noise from PWC's was a problem on the lake because the exhaust is out of the water most of the time when they are jumping wakes. Nevin said that they would use their decibel meter on a test case to see what the noise limit was on a PWC when jumping wakes. Haggerty asked if the BWI problem was diminishing on the lake. Nevin said that it's hard to tell, they can't stop boaters unless they have a reasonable cause. Sheriff Nevin will send City Manager Boyles a monthly breakdown of citations and warnings issued on Prior Lake for this boating season. IV. 1997 MILFOIL TREATMENT PROGRAM Leichty mentioned that he presented the revised milfoil budget to the Watershed District at their July meeting and that they wanted more information on the proposed plan for sediment sampling. Steve McComas talked about the nutrient requirements for native and exotic aquatic weeds and the threshold limits for optimum growth. At this time there has been little work done on the correlation between exchangeable ammonium in lake sediments and the reaction of eurasian milfoil to this nutrient. This map will then be overlayed with the eurasian milfoil map to see if there is a correlation between the two. Leichty and McComas will get together and form an action plan that will then be taken to the watershed for approval. Members indicated that they would like a copy of action plan once it is complete. V. NEW BUSINESS Leichty passed on to the committee the most recent activities regarding the proposed annexation areas and the outcome ofthe incorporation public hearing. VI. ADJOURNMENT MOTION BY HAGGERTY, SECONDED BY TRAPP TO ADJOURN THE MEETING AT 8:05 P.M., MOTION PASSED UNANIMOUSLY.
