CALL TO ORDER The Lake Advisory Committee meeting was called to order by chair Stroh on Wednesday, September 17, 1997 at 6:40 p.m. Members present: Marianne Breitbach, Kate Haggerty, Jody Stroh, Paul Trapp and Rick Warner. Others present were Water Resources Coordinator Lani Leichty, Dave Smith, Scott Donaldson, Tom Moore and Don Nelson. Members absent: Tom Kearney and Doug Larson. II. CONSIDER APPROVAL OF MINUTES OF MEETING - The first item on the agenda was to approve the Minutes of the meeting for August 20, 1997. MOTION BY HAGGERTY, SECONDED BY WARNER TO APPROVE THE MEETING MINUTES OF AUGUST 20,1997. MOTION PASSED UNANIMOUSLY. III. SHADY BEACH TRAIL ACCESS DISCUSSIONS Present were Donaldson and Smith the property owners adjacent to the Shady Beach Lane access. Moore and Nelson, representing the Sportsman's Club, were also present at the meeting to offer their views regarding this access. Stroh and Leichty explained what recommendations the LAC had made in the past in reference to the access. Smith had several questions about regarding what criteria was used by the LAC in establishing the original recommendation in the Lake Access Study that this access be classified as a "winter access". The members explained that location, past use, and other criteria was considered in making the original recommendation. The adjacent property owners expressed the following as concerns in leaving the access open to the public as it is currently: . The volume of traffic using the access . Location of the access . Enforcement of the hours as designated on the sign Smith showed the committee a traffic count on Beach Lane that he took from January 10, 1997 to February 28, 1997. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER the total number of vehicles using the access was 6,375. This averaged out to be 265 vehicles per day or 11 per hour. They would prefer that the access be vacated and that a different access location to the lake be found within the City. If this is not possible they would like to see an electronic gate installed which would open and close at a specified times. Nelson mentioned that the Sportsman's Club is concerned about the possibility of closing another lake access. They would agree to this being classified as a winter access, but would like to improve it by grading and widening the entrance. Discussion followed as to whether or not it would be legal to gate a City street and if a "lane" has the same legal status as a City street. Another question raised was whether the DNR has any restrictions regarding winter accesses. It was agreed upon that additional information would be gathered and brought back to another meeting when both parties would be invited back for discussiop. IV. SEDIMENT SAMPLING STUDY STATUS Stroh reported that the Watershed District had approved the revised milfoil budget which included the addition of the Sediment Sampling Study. Leichty mentioned that he would be helping Steve McComas take the samples on September 18, 1997. V. NOMINATION OF CHAIR AND VICE-CHAIR POSITIONS MOTION BY HAGGERTY, SECONDED BY TRAPP TO ELECT KEARNEY AS CHAIR AND WARNER AS VICE-CHAIR. MOTION PASSED UNANIMOUSLY. VII. CONSIDER CHANGE IN MEETING DATES Debate occurred as to whether there was another date during the week that would work better than a Wednesday night. After discussing the different options it was decided not to change the date at this time. VII. NEW BUSINESS A. Haggerty asked the committee if they would consider looking into the possibility of changing the night time speed limit on the lake to 25 mph. Bass boats traveling at 25 mph ride level, but at 20 mph the bow rides high in the water. Stroh mentioned that she would like to see the speed limits be permanent, not just from Memorial Day to Labor Day. The committee will check into what the speed limits are on other lakes in the metro area. B. Leichty passed out a memo from Jane Kansier regarding dedicated lake access for the joint use of the owners of the lots. Warner asked if the City wants the lakeshore loaded with docks? Staff will check to see how other Cities have handled this issue and review plats around Prior Lake to see how many have waterfront dedicated to the respective lot owners. VIII. ADJOURNMENT MOTION BY WARNER, SECONDED BY BREITBACH TO ADJOURN THE MEETING AT 8:14 P.M., MOTION PASSED UNANIMOUSLY. Respectfully submitted, ~~tJ-1 Lanol Leichty Recording Secretary 1997 PRIOR LAKE/SPRING LAKE SEDIMENT SAMPLING PLAN GOAL: ACTION: STRATEGY: OBJECTIVE: SAMPLING RATE: To determine if sediment nitrogen has a limiting factor on the growth of eurasian milfoil in Prior Lake and Spring Lake. Take sediment samples in the littoral zone in areas of both dense eursian milfoil growth and sparse or no eurasian milfoil growth around the lake to develop a lake soils nutrient map. The lake soils nutrient map will be compared to eurasian milfoil infestation maps to see if there is a correlation between nitrogen quantities and eurasian milfoil densities. Manage the growth and spread of eurasian milfoil through best management practices that include proper fertilizer use and improve knowledge of eurasian milfoil biology. Sediment samples will be taken at the locations shown on the attached map for Upper and Lower Prior Lakes. Four (4) samples will be taken in Spring Lake.
