January 12, 2012 Meeting Minutes
Attending: Chair Pat Dougherty, Janine Alcorn, Linda Ringstad, Woody Spitzmueller,
Councilmember Ken Hedberg, Staff Liaison Randy Hofstad, Chief Bill O’Rourke
Absent: Betsey Jader, Gina Gertner
Meeting called to order at 4:05 pm by Chair.
November minutes were approved as amended - unanimous
Approval of Agenda: - unanimous
No presentations or public hearings.
First order of business was the election of new committee chairperson and vice chairperson. Woody
Spitzmueller having served 3 years as the committee chairperson was not eligible, under the committee
bylaws, to continue in that role. By unanimous vote Pat Dougherty was elected chairperson and Linda
Ringstad was elected vice chairperson with terms beginning January 2012.
The committee reviewed the results of the community survey, conducted by the CSAC, of residents
Health and Safety issues. The issues which were of primary concern to residents will be proposed to
the city council for committee action during the coming year. The committee recommendations till be
presented to council at the 23 February meeting. The material will presented will include a review of
CSAC activity, review of survey results, and then propose 2012 issues of concern to residents for
action.
The health and safety issues included in the CSAC survey were identified by identifying issues of
broad community concern using High School students, Rotary Club members, Club Prior seniors and
local business people. The issues of concern to this broad group of residents, who responded using
hand writer paper survey forms, were used to create a electronic survey open for six weeks.
Participation in the electronic survey was solicited using the various city media: email, web site and
cable tv. The issues of concern to residents of the final electronic survey affirm the survey results of
the larger Decision Resources (DR) survey the city conducted this fall. The results of the DR survey
showed high level of community satisfaction with police, fire.
The CSAC presentation to council in February will include some committee background and
accomplishments. There will be 2 charts – one for past issues and objectives; and one for proposed
2012 issues for committee action. Issues surfaced by the CSAC survey are: Property Crimes, Violence,
Protecting our Children, Substance Abuse Prevention, Traffic/Driving Safety, Water Quality and Other
(a final catchall category). Property crimes show up as concerns on both surveys
Chief O’Rourke intends to write article on distracted driving which the committee will use this as
CSAC objective. The committee discussed adding a health related issue to the 2012 committee
objectives. It was decided to ask for guidance from the council as to committee role. Question was
raised by 2030 Vision element Safe and Healthy Community. Supporting efforts in the community as
water quality is becoming a collaborative effort.
