April 12, 2012 Meeting Minutes

Meeting called to order at 4:05 pm by Chair.

No presentations or public hearings.
Committee discussed the 2012 survey issue relating to driving safety. The first objective needs to be
broader in scope, and not only related to high school students. It should include all drivers, young to
old. Randy advised the committee that the PLPD will be focused on Distracted Driving behaviors
during the middle of April. The Prior Lake E-news and Facebook web site will highlight this campaign
and city employees will be advised to avoid distracted driving. A distracted driver may drive 100 yards
during a 5 second lapse of attention while using a illegal device. The state of Minnesota has banned the
use of any internet enabled device or texting while driving a vehicle. The campaign to stop distracted
driving in the state of Minnesota is supported by the Optimists and ISD 719.
CSAC plans to get the word out using city media and handouts at the upcoming Lakefront Days and
Community Fest this fall. AAA Minnesota is also helping to publicize the campaign to stop distracted
driving.
Linda Ringstad and Janine Alcorn will initiate the effort to locate a student interested in participating
as a member of the committee.
Discussed the walking trail planned along MN Highway 13 in Prior Lake. This issue would possibly
involve other city committees: ie the Parks Advisory and Traffic Safety committees. The city borders
Hwy 13 on the east side from Prior Lake Rental to the south. On the west the city borders the entire
length of the highway all the way north to County Road 42. Woody will contact Al Friedges to invite
him to attend the meeting for an update on the planning for the trail along the highway. The MN State
Legacy funding would be a potential funding source.

The committee recommended that the 2 and 4 objectives be combined into an on going effort.
Randy mentioned that for enforcement of speeding in the city the PD uses an unmarked Dodge
Charger and also the motorcycle during warmer weather. The PD will print a number of door hangers
to be used to alert residents of garage doors found open during night patrols.
Next meeting we plan to split into 2 groups to flesh out the 2 new objectives
