Meeting called to order at 4:05 pm by Chair.

Larry Poppler the city engineering and inspections director provided a summary presentation of the

planning for the 150 Street and MN Highway 13 upgrade project. The project is scheduled for the
summer of 2015 and will include a walking/biking trail that extends along the area of the improved
right of way. The effort is jointly funded and managed by the MN DOT, the City of Savage as well as
the City of Prior Lake. The portion of the highway being improved extends from about Oakland Beach

to about 200 yards south of 150 Street.
The CSAC discussed the need for extending the walking/biking trail from Boudins area all the way to
Main Street. The walking/biking trail extension would alleviate resident concerns that surfaced in
surveys of safety related issues in surveys conducted last fall. Recent injury accidents prompted many
of the responses and raised concern for the safety of pedestrians and bikers along the highway. The
CSAC agreed to pursue extending the trail along Highway 13 as a joint effort with the Parks Advisory
Committee. The CSAC will make our initial presentation of this proposal to the Parks Advisory
Committee at their May meeting. Funding of the project is not presently committed, but may be
possible via grants and/or state Legacy program funds.
It was moved by Linda Ringstad and second by Pat Dougherty to present this approach to the Parks
Advisory Committee at their May 2012 meeting. The motion was approved by unanimous vote.

The committee recommended that the 2 and 4 objectives be combined into an on going effort.
Next meeting we plan to continue to flesh out the CSAC objectives for the coming year. We discussed
options for improving attendance at the annual walk for awaremess of domestic violence. Attendance
at the annual event has been disappointing, even with the memorial for a Prior Lake resident
victimized by domestic violence which highlighted the event last year. The committee favors moving
the event to an established and well attended city event such as the Community Fest.
The committee discussed the process to add a student to the CSAC as participating member of the
committee. Linda Ringstad will prepare a petition for the principal of the high school for nomination of
a student. The individual will need to apply and participate in the interview process in accordance with
the committee bylaws.
