January 15, 2002
I. CALL TO ORDER
Chair Braddy called the Lake Advisory Committee (LAC) Meeting to order at 6:33 p.m.
Members present: Dale Braddy, Charles Gerlach, Lauren Huntington and Rick Warner.
Members absent: Shirley Gengler. Others present: Lani Leichty and Mary Mirsch.
II. CONSIDER APPROVAL OF NOVEMBER 20, 2001 MEETING MINUTES
Warner noted a correction should be made in the minutes to reflect that Vice -Chair
Gengler called the meeting to order.
MOTION BY WARNER, SECONDED BY HUNTINGTON TO APPROVE THE
NOVEMBER 20, 2001 MEETING MINUTES WITH THE CORRECTION. UPON A VOTE,
MOTION PASSED UNANIMOUSLY.
III. SHORELINE STABILIZATION FOLLOW -UP LETTER
The committee reviewed a draft letter which, when completed, will be mailed to residents
experiencing shoreline erosion as a follow -up to information sent to them in 2001.
Warner suggested adding links to the DNR web site on the letter.
Braddy suggested that wording be added to say, "The City would be pleased to help you
with preliminary planning."
Mirsch suggested that a DNR pamphlet titled "A Guide for Buying & Managing
Shoreland" be sent along with each letter.
MOTION BY HUNTINGTON, SECONDED BY WARNER TO APPROVE THE LETTER
WITH THE RECOMMENDED CHANGES. UPON A VOTE, MOTION PASSED
UNANIMOUSLY.
IV. CLMP IMPLEMENTATION SCHEDULE
The committee reviewed the implementation schedule to see what, if any, changes
should be made to it.
Warner suggested that Action Item (2-1a) be changed to an item that is reviewed on a
yearly basis with the Scott County Sheriff. This would involve reviewing tickets and
warnings that were issued to see if any additional educational or enforcement measures
are needed. Warner also thought it would be a good idea to place additional lake
information on the City's web site.
Mirsch recommended inquiring about placing a section in the Resident's Guide, which is
published each year by the Prior Lake American.
Braddy suggested getting the lake regulations on the City's cable TV show and making
sure the rules are posted at the lake accesses. He also suggested trying to have the
annual LAC Meeting with City Council, if possible, before ice -out occurs on the lake. The
meeting would allow both parties to discuss their views on lake related issues.
Gerlach agreed with the idea of having a meeting with City Council before ice -out,
especially if we continue to have a dry winter and the lake stays below the normal water
level.
Mirsch mentioned that he would bring a copy of the boat education programs to the next
LAC Meeting. He also suggested that Leichty ask the Parks Department not to mow so
close to the banks at Sand Point and Lakefront parks.
The committee decided to wait until they met with City Council to further discuss the
implementation schedule.
V. 2003 — 2007 WATER QUALITY CAPITAL IMPROVEMENT PROGRAM
The 2003 — 2007 water quality CIP was discussed next. Leichty had a list of lake bank
stabilization projects that had been identified in the Shoreland Erosion Study. The
committee asked if he would bring a map and photos of each area to the February LAC
Meeting so that members could prioritize the projects. Leichty said that should work,
depending on the CIP timetable.
VI. OLD BUSINESS
There was no old business.
VII. NEW BUSINESS
A) Braddy asked if the City has a plan to deal with low lake levels if the dry weather spell
continues into the summer. He mentioned that more buoys might be needed on the
lake to identify rock outcrops, that water quality will be an issue, and that fish kills
may be more common.
Warner said that he agreed that there would be safety issues if there is low water, but
what could the City do about the dilemma of a low lake elevation.
Mirsch said that the DNR will no longer allow pumping of ground water to replenish
low lake levels.
Gerlach agreed that if a dry spell continues, biomass would be concentrated, which
will cause a decrease in water quality and cause the water to smell.
Mirsch suggested that the residents should be educated about what will happen, the
problems associated with low water, if a dry spell occurs this year.
B) There was discussion about carp removal from Prior Lake and if this could be a future
project. Leichty said that the committee should talk to Paul Nelson, District
Administrator, who would be at the February LAC Meeting. The District has a carp
reduction project planned for Spring Lake in the near future.
C) Gerlach thought it would be interesting to see a study done that would evaluate the
economic impact high and low water elevations on Prior Lake has on local business.
D) Warner mentioned that March would be his last meeting as an LAC member.
VIII. ADJOURNMENT
The meeting adjourned at 8:00 p.m.
