ES of the Proceedings of the Village Council of the Village of Prior Lake, in the County of Scott and F' State of Minnesota, including all accounts audited by said Council. '+ March 29th., 1971 The Common Council of the Village of Prior Lake met in special �seaion in the office Of the Vil lage Clerk, Monday ", March 29th. 197) at 7:, Y ti 30 P. M. Mayor Stock called the meeting to order. Present were Mayor Stock, Clerk Gents, and Councilmen Clemens and Busse. Absent were Councilmen Smith and Schommer. The purpose of the meeting was to meet with the Prior Lakes Police Cali m,1sslon, the members of the Police Federation; and Attorney Krass, to discuss the negotiating for police salaries and benefits for the year 1971, which contract has not as yet been accepted. After considerable discussion, Attorney Syllivansuggested a mediator be' appointed to help resolve this contract and all future contracts. The Police Commission and Federation agreed with his suggestion. Motion was made by Clemens, that a a ,� mecliator be appointed to negotiate al future police contracts and the 1971 contract with the 001 Ice Commission and one member of the Council The M Busse and u ( Mayor), .'seconded: Y upon a vote taken, the following voted in favor thereof: Councilmen Busse and Clemens, Mayor Stock abstained. Motion carried. Motion was made by Busse,;to adopt resolution 01, WHEREAS, The Council of=fhe Village,of Prior Lake has examined the traffic 'reports for the year (970, as submitted b Scots Canty Sheriff's Office,' The Minnesota Highway Patrol, and the !'tier Lake. �» Police Deportment, 'in regard to State Highway No. 13 from the north boundry of the ., village commencing at "Luther Drive" through the village, proceeding Southwest to the intersection of "County Road No. 23 ", and WHEREAS, The Council has reviewed and examiner! complaints from businessmen, civic organizatiofs, and individual residents of the community in regard to the safety of all pedestrians crossing said Highway, as well as the traffic control problems that exist on said section of Highway No. 13 and, WHEREAS, the Traffic Controls would indicate from said coniplair4s and reports, to be the most feasibl' method of resolving problems for, said highway when evaluating local and aroc idghway use requirements, existing and proposed land usl, and the opportunity afford maximum safety to order to avoid further personal injury . or even loss of human life, and WHEREAS, The Council has notes!' that the conclusions " thaf'can be drawn by said reports and complaints;' show -that sane type of traffic control s in order Immediately for said section of Htgira6y No 13 and WHEREAS; The Council" requests that the State Highway Department, District Noe ,5, should study and evaluate all aspects effecting sand section of Highway No 13 in regard to,,trafftc accidents , •te.; and that a traffic survey, If taken, should be to the morning or late afternoon hours , if the report is to °caintatn validity. The Council of th Village of Prior Lake further recommends that the Minnesota De i*ent of Highw o f :tr rCt. No. 5, seek funds immediately, - in: order to expedite a project` which wil I resolve the problems of said section of Highway No. 13 in the Village of Prior Lake, .Minnesota. Motion was seconded_by Clemens, and upon a vote #aken, it was duly poised.
