The Common Council of the City of Prior Lake met in regular session on Pon-
day, June %2,,1980 at 7 :30 PM. Present were Mayor Stock, Councilmen Bissonet
Busse, Thorkelson,,Watkins, City Manager McGuire, City Planner Graser, Assis-
tant Engineer Raaen and City Attorney Sullivan.

Mayor Stock called the meeting to order. The minutes of May 27, 1980 were
reviewed.
The following is a correction to be made to the minutes of May 27, 1980:
Page 2, paragraph 16: upon the applicant being billed the actual cost
because of the revision, the $500,000 bond and the pro-
ject be classified as a medical office building, seconded by

1.952 PUMPER
'
fire Chief Bob Mertens was present to comment on the selling of the 1952
Chevrole pumper. This pumper has only been used a few times in the last

five years. There are two prospective buyers for the pumper.
Motion by Watkins to authorize the City Manager to advertise for bids for
the 1952 Chevrolet pumper as recommended by the Prior Lake Volunteer Fire

Department, °seconded by Bissonett and upon a vote taken it was duly passed.

SQUIRT TRUCK

Chief was directed to prepare the specifications on this new truck and sub -
mit it to the Counc for review.

City Planner Graser presented the request from Wesley Green for hardshell

approval of the Harbor PUD Phase II. The Phase 11 plan of 9 sin-

gle family lots. Outlot A is proposed to be a privet-,, roe&-/ The area has

Utility service arrangements. Park dedication fee is $589.60.
Motion by Watkins to approve the Harbor PUD Phase II hardshell contingent
upon the park dedication fee of ;$589.60 being paid, seconded by Busse and
upon a vote taken it was duly passed.
AMENDING'B3
The ordinance on amending B - zoning''was read by Mayor Stock. City Attorney

Sul Iivan made a few comments on the ordinance.

Motion by Watkins to adopt Ordinance Title 5, Chapter amending the City

Code "Land Use Regulations ", section - -3 -1, seconded by Thorkelson and upon
a vote taken it was duly passed.

HIGHWOOD HOUS
The sanitary sewer easement for the Highwood Family Housing project was

Bryce Huemoeller was' present for the land owners on both sides of the ease-
ment. He al 'so commented on the letter he received from Steve Harvey, Val -ley

Engineering.
Motion by Watkins that the City grant approval for the use of the city
utility easement contingent upon: l) the easement be identified and staked'
to the satisfaction of the City Engineer,

2) soil boring tests be taken to identify the type of soil, ground 'water,
etc..
3) pre- construction inspection be made with the City Engineer on the inspec-
tion crew and documentation such as photographs, etc. be made,
4) if construction 'is to proceed in the 10' easement and if there is an
open trench, sheeting is to be- used; otherwise, augering depending.on the
results of the soil tests,
5) augeri,ng is to be done in the area of trees`
6) compaction of the material placed in the trench to the City Engineer's

specif ications,
7) Mr. Zejd'1ik and the contractor provide the City with an insurance policy

HIGHWOOD HOUS Questions were•asked regarding cost to the home owners; the homeowners will ~'

Mayor ,Stock di rected the City Engineer, to review and explain the nine points
to the developer and contractor and recommendation of the Council is.that every-
one work together on this project.
DELTA'DENTAL City Manager McGuire requested Council approval for the renewal of 'the Delta yr,
Dental contract. The costr'wan4-�from $25.95 to $27.75 for the year.
Motion by Thorkelson,to ,app'roye the Delta Dental ;Insurance Plan contract for
one yearand that Staff proceed with analysis of the insurance program, seconded
by Busse and.upon a vote taken it was duly passed. `
14ALTVS PT. Council discussed the parcel of land by Watzl's Point owned by Norbert Trailer. ±.
N. TRAXLER This land will be conflicting when Watzl's Point is being used.
PROPERTY -
Motion by Bissonett to-authorize the City Attorney to proceed with negotiations
with the::,property owner of the tract of land by Watzi's Point and report back,
to the' Council in two weeks, seconded by Watkins and upon a vote taken it was
duly passed.
