Mayor Stock i. e called the meeting to order. der. Mayor Stock asked everyone to please rise for the pledge of ai'iegiance, u The minutes of August 9, 1982 were reviewed. 1 ` Motion b Watkins to a { Y approve minutes of August 9,,, 1982 as presented, seconded by Busse and upon a vote taken it was duly passed. Mayor Stock called the Revenue Bonds for the Prior Lake First Nat lona Bank Public Hearing to order. The published_ notice was read_ Councilman Schweich asked to'be excused from the Council table for this item.Y. Y't fi l l,� , � Mayor Stock asked Finance Director Teschner to report on his findings and to comment of,.the issuance of the bonds.' ' Finance Director Teschner stated that the a pp;ication submitted. by the proposed Prior Lake First National Bank is very similar to the one passed. a few:.years ago by the Council regarding: the, Prior Lake -State Bank. :Prior Lake First National �; Bank does not have a historical record therefore, they >' , are- unable to submit -a certified annual audit. Primary and the.State General Eiectio`ns_ Mayor Stock read the list ` of,Judges that were recommended. Motion by Watkins to appoint the names that Mayor Stock read and made part ., ” of.the,redord� for Ward' #1 as Elections Judges <for the'State and the 1,' State General Elections for 1982, seconded by`Thorkelson and upon a voter taken it was duly passed. Notion by Watkins to'ap'point the names that Mayor, Stock read and made, part J of the record for Ward #2 as Election Juduges for the State Primary and the State General Elections and also to appoint Ralph Teschner as` Election 'Clerk, seconded by Busse and upon sa`avote take6iL,1 , was d u l y passed. City Planner Graser, asked .that thl::s be done in the form of - a letter and that a copy be kept on . f. i 1 Mayor Stock directed City Planner Graser to work with Mr. Hill and the School District _ Staff trn.d'raft;a final copy.of the letter re ard the acceptance. 9 9 parking arrangement Al The next Item then was to schedule a public hearing to-consider Revenue Bonds for the Prior Lake Ice Arena. Mayor Stock asked City Manager McGuire to review the Y request. A 'Ci.ty Manager M^_Gutre stated that the request is'to call, -a publlc'hearing to consider.the s6f'e'of $375,000 :`00' worth of Bonds.td% construct an ice Arena. ; ,Two actions are necessary.,', A T,o,waIve the $500,000.00 minimum requirement within t- our resolution,•.79 -25 -and 2) Call -the public hearing itself. ; r � Motion by Watkins to approve the waiving of the $500;000.00 minimum requirement necessary within resolution 79 -25, seconded by Thorkelson. Mayor .Stock asked that,City Planner Graser mark the' that are posted as "Exhibit A A, Site Flan" dated August 16, 1982 for the record. Mayor Stock then ` . asked that "the representative for the Prior Lake ice Arena comment. . Mr.'Jim Hill had comments for -1-he Council and Staff. 0 There ° were comments by Council and Staff for Mr. Hill. j , , Council was concerned with the flow of`traffir`on „Fish Point Road.' Mr. Hill;stated;that.he would check into the scheduling, functions between the School a and the,Hockey Association so that there would not be any congestion ate the facl.lity. Motion by Watkins to adopt the resolut calling hearing" and :public hearir and. to 3 a schedule a public hearing to 'consider the sale of Revenue Bonds for the Prlor Lake ice Arena for September 13, 1982 at 8:00 PM contingent that all necessary information is presented to staff, seconded by Thorkelson and '6 upon vote taken it was duly passed. The next item on the agenda was to review the Cooperative Agreement Acquisition of the Former RR Right of Way. City Manager McGuire reviewed the letter -that was received from Ery Prenevost. a Motion by Watkins to adopt the agreement contingent on the City Attorney's approval of the agreement, seconded by Busse and upon a vote taken it was R duly passed. s s. Month of July -as presented, "seconded by Thorkelson and upon a vote taken it was duly ' passed. ° Motion by Watkins';to approve the Dog Catchers Report for the Month of J41y as presented, seconded by Busse and upon a'vote taken -!it was duly passed. Mayor,�� ock asked if the Council had anything else they would like to comment C1ty. Manage r,McGuire stated that he had'met with Bob Greggory from the Milwaukee'Railroad today and that he would be reporting on the outcome of the meeting 'n.two weeks: Counci Schwelch stated that he had received a letter,,from -a, B.X. Jacobs. He asked if Mayor'Stock, -woul read the letter 'for t66'record. Mayor Stock read the letter. The letter was regarding the ".Prior Lake E Exchange". Mayor Stock asked that the letter be g i ven to Po I. i ce,, Chief Powell.
