Upon a vote taken, ayes by Andren, Busse, Fitzgerald,' Sett, and White, the
motion passed unanimously.
A five minute recess was then called.
Mayor %dren !galled the meeting back to order f t 9:00 p.m.
Next on the agenda was to discuss a building / plan review fee and a building
permit refund policy. Gary Staber,' Building Inspector, presented the Plan
Review Fee Policy and explained that the State Building Oode makes a plan review Plan Rm4
fee mandatory. The recommender] fees for the City are 50k of the building permit Flee
fee for one and two family dwellings and 6% of the building permit fee for all
other uses. Discussion by Council and Staff followed.
Gary Staber then presented the building permit refund polity as follows:
1. If construction activity has not started and if the permit has not been adldhw
processed, an 80% refund of permit fees should be considered. Pest Rcf.

2. If construction activity has not started and the permit has been
pcaa , red, a 50% refund of permit fees should be considered. Any plan
.review fees should be retained for services provided.
3. If construction activity has started, a refund should not be considered
because of potential liability problems. Also, the permit gives the
Building intipector the legal authority to pursue any required
corrective :ci on.

City Manager McGuire interviewed - -tmo candidates for the Planning Commission and
was recommending that Ms. Ma v Ellen Wells be appointed. Backgrounds of the
candidates were discussed by the Coiurcil.

City Manager McGuire then informed the Council that three candidates for the
Economic Development Committee were interviewed by Mayor Andren, So amic
Development: Director tmoacht and City !Manager McGuire. Tire committee
recommended the appointment of Mr. Darcy Running and Ms. Rachel VanDensoom ' bo
serve on the Committee. Discussion of the candidates followed.

Upon a vote taken, ayes by Andren. Busse, Fitzgerald, Scott, and White, the
motion passed unanimously.
City Attorney Ressel reported on the abandoned trailer at lareafsey's Oove. An
agreement had been reached in November. 1984 that this trailer be removed,
however, that did not `happen. Ooun directed City Attorney Ressel to pursue
it again.
City_ Hm ager McGuire reported on the Elmer Clark property at Pleasant ani
Lakeside indicating previous attempts have been )wade to clean up this area.
Council diraited City Attorney Ressel to pursue it again.
