The Common Council of the City of Prior Lake met in regular session an Monday,

llne minutes of the April 21, 1986 meeting and the invoices admduled for

questions regarding the invoices.

the motion passed unanimously.
The next item on the agenda was to consider a proposed restructuring_. of
do■wunioations Systems, Inc. Finance Director TeschRer, representing the Prior
Lake Cable Advisory Boardp informed the Council that CSI was proposing to
spinoff its cable subsidiaries into a separate corporation to be called North
American Clammmications Corporation. According to the City's cable franchise
ordinari�:e, this transfer of ownership requires the Written consent of the City,'
The Cable Advisory Board reviewed ail the information and presented four
alte`natives for the Council to consider. Discussion by the Council folla+ed.

The meeting was called bade to order at 8:44 p.
The next item on the agenda was to review the Shorel &nd Management Ordinance.
Buse - 'of the public hearing scheduled for 9: Olt p.m., Council did not discuss
the oidinenoe in detail. Intern Garross did give a brief summary of the OtAiniwe
ordinance and indicated that the Planning Casnission did approve the ordinance
subeequent to changes which she surmarized. Ms. Garross also presented the
C. with copies of a letter she received from the Department of Natural
Resources suggesting some changes. The Shoreland Management Ordinance will be
discussed in detail at a future meeting.

Mayor Andren called the Steffens Road `::cation to order at 9:00 p.m. and read
the public notice for the record as it appeared in the Prior Lake American °on
April 14 and 21, 1986. The tape recording Will be kept on file in the office of
the City !tanager as the official record of the public hearing.
City Planner Graserreviewed for the Council the previous activities that led to
this second public 1.:5ring. It was the consensus of the Council to consider the
road vacation request and the proposed Preliminary Plat for Willows 6th Addition
at the same time since one affected the other."

Greg Halling, engineer for the developer, presented the proposed Preliminary
Plat for the Willows 6th Addition indicating the changes.
Caaaents Were made by , members of the audience. Mary Bjorkland, attorney
representing the Willows H=evwners Association, indicated the Association still
opposed the plat because the lots did not have 100 foot street fzontage and
15,000 square feet. Concern was also expressed regarding the placement of the
driveway for Lot 24.
Discussion by the Council followed. It was the consensus that the developer Was
not meeting the stipulations as set forth by the Council previously of having
all lots with 100 foot frontage and a 50 foot dedicated right- of-wgy that was
not calculated in With the adjacent lot sizes.

Street Om`rley. , City Engineer Anderson reported to the Council. on the storm .

For the record, Councilmanber white explained his nay vote Was because he has
been opposed to the project from the beginning.
The next item on the agenda was to consider Right of Entry Agreements for Fanny
Griffith and Jim Scoggin. City Engineer Anderson explained the condemnation
hearings for these two parcels were continued and by signing the Right of Entry
Agreements and paying 754 of the appraisal amount, the City could commence
construction on the parcels. Copies of the agreements were given to the
Council for their review. The balance of the award would then be determined
through the oondw=tion process.
Question was raised from the audience regarding a conflict of interest for the
Mayor entering into the agreement for the Fanny Griffith parcel. Discussion by
the Council followed. Mayor Andren indicated she did not feUl it was a conflict
of interest, but if the Council did not Want her to sign the, agreement, she
Would not.
