The Common Council of the City of Prior Lake met in regular session on Monday,
June 9 1986 at 7:30 p.m. in the City "Council Chambers. Present were Mayor
Andren Councilaenbers Busse, Fitzgerald, Scott, White, City Manager McGuire,
City Engineer Anderson, City Planner Craser, Assistant City Manager/sconosic
Development Director Unmacht, Police Chief Powell, Intern Garross and City
Attorney Messel.-

motion passed uu:aninausly.
fte nut on the agenda, was a public hearing for a personal service license
application.` Mayor Andren called the public hearing to order at 7 :33 p.m. and
read for the record the public notice as it appeared in the Prior Lake American
on May 26, -1986. assistant City Manager Unmacht presented, the application of
!h.• SLSan Cieslowski for a personal service masseuse license. Mr. Umacht
Mated' that Police Chief Powel l � m ducted the investigation and Ms. Cieslan k i .'
has met all the requirements as set forth in the City Code. Mr. Utmacht stated
further, that this is the first application the City has received for this type
of'. license and fees Mould have to be established.
ft. Cieslowski was present and addressed the Council stating that the profession
was now referred to as. massage therapy rather then masseuse. There was
discussion by the Council and the applicant responded to their questions.

Becsuse the City Code stipulates that a license shall not be approved by the
Council prior to the next regular meeting fallowing the' hearing, it was the
consensus of`the Council to continue the public hearing.

The Council did indicate that it would not be necessary for the applicant to
attend the June 16, 1986 meeting.
Because it was not 8:00 p.m. the time of the next scheduled item, the Council
mavedto items #7 on the agenda,`and reviewed the bids received for Project 86 -11,
Street Overlay, and Project 86 -12, Cates Street. City Engineer Anderson
reviewed the five bids received on May 29, 1"986 for the street improvement
projects and after analysing the bids, Staff was recommending awarding the
contract to the low bidder, Preferred Paving, Inc.

A ten minute recess was then called:
Mayor Andren called the meeting back to order at 8.00 p.m.
Rife next item on the agenda was to continue discussion of S.A.C. Credits', for
Priordale Ma11/Cbttage Cleaners. City Manager McGuire indicated that di;;
was tabled at the May 5, '1986`meeting to allow the two parties to reach as
agreement regarding. the S.A.C. credits.
Mr. Farrington's attorney addressed the Council indicating that the two, parties
had`some communication but that an agreement had not been reached. The ,,attorney
furS:her stated that if appcoximrntely 45 credits were not allowed t , 'transfer
with Cottage Cleaners, Mr. Farrington would be out of business because these
coarges are so expensive.
Mr. Mail Bodenmen of the Priordale Hall was present and stated hewnted the
credits to stay with t1w Mall and would be willing to split the ,difference of
,the credits after a new business is located in the, space which could be another,,

laundromat.
Several merchants from Priordale Mall addressed the Council expressing their,,

desire to keep a laundromat in that location because they felt it brought them
business as Well.
Discussion by the Council followed. It was the consensus of the 0ouncil'that it
would be best for the two parties to cane to an agreement.

There was further discussion by the Council regarding the amount of time given
to reach an agreement.

The next its on the agenda Was to review the preliminary plat of Raspberry
Ridge. Greg Roplachke representing the developer, Walsh Realty, presented the
. preliminary plat - consisting of 93 lot for single family dwellings on 62 acres
located northeast of the intersection of Lord's Street and County Road 21. Mr
Mopiacbke promoted an alternate street plan, as requested by the Planning
Commission, which left the location of Lord's Street as it currently exists.
The plat was planned for development in four phases and photographs of the types
of hors thet> would be built,were presented.

rezoning any part of thi C-1 area, concern for the size and type of homes on
MAitou Road, and - whether it was appropriate to approve the preliminary plat

presented a petition signed by residents of Mmnitcu Road and Martinson Island
area rqp ting that the C-1 Conservation area ``remain as conservation as it
>.r adheres to the Ooapcebensive Plan of Prior Lake. The petition will become part
of the perrnt reocrds in the Office of the City Manager.
