ant Recreation Director Mangan at `7:00 p.m. 1lne tour consisted of stops at the Cily
Pond Athletic: Cooplex, City Well Site, Memorial Park, Sand Point Neighborhood ywinties
Perk, and Lakefront Park with walking tours of the Maintenance Shops, Oakland
Beach 1leigbborhood Park aid Sand Point Beach. Questions were answered along
the way by Parks and Recreation Director Mangan. The tour concluded at 8x30
p.m. at City Hall.
7 e aamon Council of the City of Prior Lake met in a workshop session on
Ymby, July 28 1986 in the City Council Chambers. Present were Mayor Andren,
Cauncilaambers Fitagerald, Scott, 'White, City Manager MoQ:ire, City Planner
Grader, and Parks and ,,recreation Director Mangan. Qouncllweeber Busse was
abseeit.
N or Andrea called the meeting to order at 8 :40 p.m. and asked everyone to rise
for the pledge \of allegiance.

Qouncili■ber Fitagerald stated that the following items should be added to page
four of the minutes of July 14 regarding the extension of sewer and water to the
Shakopee Maawrkanton Sioux Cmwj nity:.
21. Curvent holdings of Shakopee Mdewskanton Sioux Caeo unity be defined.
22. Acquiaition of future larift by Shakopee Mdewskanton Sioux Oomsmity to
be done only with appca the City of Prior Lake.

24. Agrement as to maintenance of roa Rya if constructed and part of the
City of Prior Lake's maintenance .mtcutine.

The next item on the agenda was to continue discussion of the League of
Minnesota Cities Infrastructure Financing Program. City Mwwwr,; !Dire Imm of
informed the Council of a memo from the League stating that the financing Wim. reties
Program could not continue under its original structure because of a joint 7frastm- ;
statement issued by the chairman of the House !mays and Means Committee and the Flnncim
Chairman of Senate Finance Committee and the Treasury Department. The League is Page
a ing to restructure the program at this time. Discussion by the Council k
followed. it was the consensus of the Council to table this item indefinitely
until more information is received from the League. t
The next itse on the agenda was to discuss the timing of planning procedures.
City Planner Graser reviewed in detail an outline of the planning procedures
that are being followed for subdivisions, rezoning, Comprehensive Plan
amendments ents and the subdivision process when rezoning and Comprehensive Plan
a�eedaents are required. Mr. Gramer stated that the present subdivision
ordinance etauld probably be updated to reflect current submittal requirements,
definitions, engineering standards and requirements for notification of area Mmm
residents. Discussion followed by ambers of the audience, Staff and Council. PImmins
Staff was directed to determine if it is legal to approve the resorting of an
area contingent upon saemthing else happening and to provide Council With an
LVdate of what engineering standards are used and whey tbayy were chosen. The
question was raised regarding what can. be dowse between preliminary plat approval
cad final plat approval. Mr. Gramer pointed out that it was important to have
the foundations laid in a townbouseu development prior to final plat approval so
that an accurate survey can be completed before preparing the final plat and
Staff indicated that under the direction of the previous Council, they bed, in

for Council direction on that matter to a" if they should continue to issue

City Manager ,McGuire informed the Council that Mayor Andren, City Attorney

regaidinq drawing up agreements for the extension of sewer and water to the

retaining the services of Mr. Prelosnik at a rate of V5. per hour plus

Discussion followed. City Manager McGuire explained that the Shuakopee
N3Mkaatai
Siam Community is now requesting only sewer extension. He also
issdicatsd that the Council Mould be updated on. each of the meetings of the
attorneys.
Upon a vote taken, vjes by Andren, Fitzgerald, Scott, and White; Busse absent]
