A five. minute reoeRs Was then called. - Mayor Andren called the meeting back to order at 8:54 p.m. Mayor Andren stated that the next item on the agenda was the assessment hearing for Project 82 -3 North Shore Trunk Sewer and ►rater and because she was a property owner involved in this project she would be vacating the chair. Acting Mayor Scott then presided at the meeting. Acting Mayor Scott called the assessment hearing for Project 82 -3, North Shore Trust Sewer and Nntenmain to order at 8:55 p.m. and read for the record the notice of the public hearing as it appeared in the Prior Lake American on Proj. 82-3 September 1, 1986. The tape will be kept on file in the Office of the Cityiwth Manager as the official record of the public hearing. an ASSUMMMt Finance Director der reviewed the project 'cost_, summary stating that the Hmrft total cost of the „project is $2,416,.374 and the assesamrent rate is $124.42 per front foot. $2,097,429.88 or, 88% of the project is being assessed which includes connection fees. '$?92,344.i2 or 12% of the project (which - excludes Green Acres special levy) isto be paid by ad valorem tax. Mr. Teacher explained the City's assessment pol icy, showed samples of assessments and annual payments, informed the property owners of alternate methods of payment, and reviewed the fees for connection to the utility system. City Engineer Anderson reported.on the effect of not paving Beach Street. The,, rate would be reduced by $1.10 per foot if Beach Street was not paved and from a cost/benefit analysis, it would not appear to be in the best interest of the residents to not pave Beach Street. Mr. Anderson also reported on the rate of the acreage: charge. He explained that the reason for the acreage charge was to equalise the asse+eaeent between large and small parcels with _different frontages and to 'reflect trunk charges for sewer and eater facilities- to the neighborhoods. Um calculating the actual trunk charges within this project, the cost was less than $2,500 per acre, and, therefore, an increase in the cost was not reooammended. fte discussion was then opened to the audience. Comments were made and questions were answered by the Council and Staff regarding the project. mound MoCorkell read for the record a prepared letter regarding the project and appealsd the assmmant for his parcel #25 040 023 0. 4 Ka Dahlgren, 4979 Beach Street N.6., read for the record her letter opposing the .assessment on Parcel #25 926.,015 0, Parcel #25 926 015 1 and Parcel #25 028 002 0> because of removing all the trees abutting the lots and twitting a storm sever pond in that area.
