In reviewing our file, I found two letters from you, both dated August 20, 2012 which were addressed to Robert Hutchins and included your cost estimates. However, the attachments to the identical letters which addressed costs had two different costs. When I took over the job from Henry Vloo (on vacation then) I spotted the letters but did not see the testing costs had been changed...since the first several pages were the same, I thought the back pages were too and moved on and set up our field testing program with the assumption that $3,382 was authorized for this project without knowing the costs had been lowered to $1,346. When we finished the job and I sent the report and noticed our billing was only $2,319, I thought we were good. So we have billed $973 more than the lowered fee noted in your second letter. �t��,� To move forward, so we do not have to write off all of t $973, c n we s lit the overage and consider this matter resolved? � � Let me know how you want to proceed. The total dollar amount is $2,319, which is $961 over the original proposal. Braun Intertec has stated that their final cost was based on the level of effort that was needed for the project as it was being constructed. This included more trips to the site and more staff time than was originally anticipated. If you could please contact the home owners association and request the additional funding we would greatly appreciate it. lf you have any questions or need additional information, please let me know. Their proposal was $1388.00. Also included was a price from Braun Engineering for their soils engineer to conduct soils observation analysis and testing. Their price is $1358.00. Todd Montreuil had stated he would hire a soils engineer to conduct soils observation analysis and testing for a lesser price. October 29, 2012 . Wall Review Date of initial construction of boulder retaining wall is unknown. Recent recommendations and observations indicated several deficiencies with the wall. It was determined that the wall should be reconstructed. Demolition of the wall began on October 9 2012. The reconstruction of the boulders, backfill, and soil fabric portion of the wall was completed on October 10 2012. w� � °� a � The wall is located approximately 150 feet to the east of the intersection of Village Lake Drive and Heritage Lane. The wall repair was approximately 25 feet in length and 8 feet in height. Upon arrival for inspection, the base layer had been placed and the backfill had been excavated to 2 feet from the back face of the boulders. Soil samples were taken from the backfill and examined. Braun determined the friction angle for the back fill to be no less than 27.5°, the bearing capacity to be at least 2000 psf and the in place soil density to be in a range of 111 pcf to 127pcf. Compaction tests were perFormed at various locations. High compaction results were noted throughout the wall reconstruction which matched or surpassed those in the specifications. �,. � - The design used a soil density of 110pcf for the retained soil. We noted the difference in soil density to the contractor and recommended soil correction to the backfill. At approximately 4 ft in height from the base additional soil was removed from the back of the excavation. The additional excavation amounted to 4 feet from the back face of the boulders. Structural fill was placed in all the excavated sections. Braun had tested the structural fill and iYs in place density ranged from 109pcf to 112pcf, matching requirements of the design provided. The provided plans and specifications prepared by M1P Associates plans were used for our soil test parameters and site inspections. Summary of Site Inspections and Material Observations and Tests Soil Evaluation and Testing Based on the design information provided, we were asked to verify the following soil parameters: 1. The wet unit weight of the retained soil. 2. The soil friction angle of the retained soil. 3. Assumed soil bearing capacity of 2000 pounds per square foot (psfl. During construction we were also asked to perform random soil compaction tests to verify a minimum soil compaction level of 95�'0 of the standard proctor density. Project BL-12-005823 October 24, 2012 Page 2 On October 1 and 2, 2012 we visited the site to perform initial soil testing. We obtained samples of the backfill soii that was in piace behind the boulder wall. We also perFormed nuclear density tests to obtain information regarding the inplace moist density of the backfill soil. The existing backfill soil types ranged from silty sand to clayey sand. Some sand was also found near the wall. The soil's moist density ranged from 111 pcf to 127 pcf and the moisture contents ranged from 11.596 (sand) to 199� (clayey sand). Based on the soil types found about 2 feet behind the backs of the boulders, it appeared a soil friction angle of 27.5 degrees could be achieved if the soils were properly compacted. These soil parameters were passed along to WSB and we understand the wall designer was informed of these in-situ soil parameters and reviewed his design against these values. The existing boulder wall section (that was to be rebuilt) was taken down prior to October 10, 2012. The soils exposed at the wall foundation elevation were visually evaluated on October 10, and the �xcavation bottom was evaluated using hand auger borings. The hand auger borings were drilled with a 11/2-inch- diameter hand auger. The borings were advanced in 2- to 4-(nch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms (shallower penetrations typically occurred where larger gravel, cobbles and boulders were present). The auger was then withdrawn from the borehole to obtain cuttings. The soils encountered in the borings were classified in general accordance with ASTM D 2488, "Description and Identification of Soils (Visual/Manual Procedures)." Estimates of soil consistency and density were �Iso evaluated based on resistance to penet�ation of the hand auger, and the turning resistance. The soils at the base of the excavation consisted of about a 6 to 12 inch layer of recently placed Class 5 aggregate over silty sand soils. Based on the effort required to advance the hand boring, the soils were judged to be dense to very dense. This soil sequence was judged suitable for support of the estimated 2,000 psf soil bearing pressure from the boulder walls. A copy of our Daily Report from that site visit is attached. As the boulder wall reconstruction was performed we periodically performed soil compaction tests in the wall backfill which consisted of imported sand. Seven tests were taken at various elevations and locations behind the wall. The test results are attached and indicate that all the tests met or exceeded the recommended soil compaction levels. We also noted that the width of the zone of sand backfill was increased in lateral thickness (behind the wall) from a thickness of about two feet at the wall base, to a thickness of about four feet at a height of four feet above the base and higher.
