SUBJECT: Minutes from 74-3 Meeting
The Park Board held meeting 74-3 at the City Hall on April 16_,
1974 at A pl~ Members present were Devitt, Kalton, Patchin,
Williams. Guests -M. McGuire, C. Tooker, W. Stock, T. Watkins,
W. Gentz, R. Corwine, J. Rice, S. Brandt.
Katton called meeting to orde~ Minutes from 74-2 meeting was
approved.
Memorial Park
1. Park Reservation System
a. Policy for ball park
M/S/P - Ka~ton/Devitt: Prior Lake Jays have first choice
for use of baseball park. High School and P.L.A.Y have
second priority.
It was agreed that people who maintain the baseball park
should get first choice of use. Board~has requested
M. McGuire to obtain baseball schedules from P.L. Jays
(W. Gentz), High School (D. Busselman) and P.L.A.Y
(J. Rice) to be placed on an over-all~ park schedule for
1974 and reviewed for conflicts-
W. Gentz of P.L. Jays reviewing possible conflict of
park schedule with Babe Ruth Tournament on August 9
thru 11. ~
b. Policy for Picnic Shelters
It was agreed that the picnic shelters be reserved through
City Administrator. Application forms are available at
City Hall. It is the responsibility of the'reserving
party to post reservation form at picnic shelter during
the early morning of the day scheduled-
2. Spring Cleanup
a. Picnic area and rest rooms
Campfire girls are to paint park tables and
rest rooms on April 27.
b. Ball Park
The board will accept expenses on park repair
and infield-fill that may be required. Costs
in the past have been around $40.00.
c. Paint grandstand and fence
The cost of paintihg (1-coat) grandstand and fence
was between $900.00 and $925.00. Two estimates
received (Thorsfeld~ and Johnson). It was
recommended that W. Gentz receive estimate from
W. Brown.
M/S/P - Kalton/Devitt: We paint grandstand and'
fence contingent upon written approval (by bonded
inspector) of structural soundness of grandstand-
M. McGuire to have sturcture examined.
Boudins Manor Park
1. Acquisition of extra lot
No appraisal has been received.

M. McGuire to have grader level off park area property.
Hiring of Summer Help
No Discussion
Lake Front Park
1. Fence around Kop Property
M/S/P - Williams/Devitt: To have wooven wire fencing'"
with 2 strands of barbed-wire across top installed'
around Kop property boarding park area by time option
is secured. M. McGuire to pursue. Costs in excess
'of $2DOD.DO should be cleared through park board-
' Any reuseable fencing material on the property should
be salvaged.
W. Stock to place approval of cost for fencing on next
council agenda.
2. Land acquisition
a. Closing on Kop, Whitney, and Boesser.
Options are to be exercised on the above pro-
perties in June, 1974.
b. Receipt of Grant Funds
City received $47,50D.DD in grant funds.
c. Negotiations 1) Pearson - no appraisal received
2) Watzl - Mayor Stock and M. McGuire to meet
with Watzl~s on April 17, 1974.
d. Road to Watzl~s owned by. Hannen
M/S/P - Williams/Kalton - city of PP~or Lake
purchase 780E of RSL 22 from Oliver Hannen.
W. Stock to place approval of purchase on next
council agenda.
3. Development Plan
a. Recreational needs of P.L.A.Y
J. Rice and R. Corwine presented recreational
facility needs of P.L.A.Y. Their immediate
needs are hockey rinks. Future requirements
forl baseball fields.
Park Board recommended that P.L.A.Y initiate
a meeting where members of the School Board and
Park Board be invited to review future recreational
facility plans.
b. Location of ball fields, hockey rinks, etc
No discussion since there is nothing firm in the
area of recreational facilities.
c. Cambridge Road - Kortsch Dr. access problem
Concern express for public safety by using
Cambridge Road/Kortsch Dr for access to the park.
Tooker to review possibility of access to area
off West Avenue.
d. Beach Parking area
No vehicle access to beach area except for
service vehicles. Discussed the possibility
of canoe renta~ or storage on site.
e. Snowmobile trai~
M/S/P - Wi]~iams/Devitt: To have city attorney
write up 'ordinance to ban trail bikes and limit
snowmobile traffic and accesses through park.
Snowmobi]e traffic should be dependent on the
amount of snow fall and temperature.
f. Capita~ Costs
Patchin reviewed capita~ improvement program
for parks.
g. Operating Costs
Devitt to obtain sample figures from city of
Bloomington-
h. Corps. of Engineers "
Kalton reviewed use of Corps. of Engineers for
development of park properties. Ka]ton to re-
spond to'Corp, that we are several months away
before we can use them.
i, Park Signs
M. McGuire to come up with design and costs for
erecting a large sign with eEAKEFRO~NT COMMUNITY
PARKe on it facing Highway 13. It~,~'.was also re-
commended that sma]]er but similar type signs
be made available for placement at the sm~]]er
parks.
j. Park Plans
Tooker was requested to review the possibility
of a central road leading into the park area and
present at next park board meeting (5/14/74).
Tooker was also asked to update the original pro-
posal (accesses on parks edges) w~th the fo]lowing
being considered: {1) access from West Avenue
instead of Cambridge/Kortsch Drive, (2~ movement
of baseball fie]ds/tennis courts to area designated
as winter sports, (3) consider hockey rink facilities
etc ·
Next meeting is Tuesday, May 14, 1974, at the City Hail at 8PM.

SUBJECT: Operating Costs - Action item from 74-3 minutes

I met with Lyle Rude of the Bloomington Maintenance Department
on Wednesday, May 7 to discuss operating cost estimates for
Lakefront Community Park. Some of the things discussed were:
1. Trails - Nothing special done to trails. Keep trails as
natural as possible. About the width of a rake handle.
Bloomington tried putting down wood chips, but with 10
miles of trails, it was impossible to keep up. Must
spray for poison ivy and remove overhanging branches.
Remove dead tress. Approximately $100.00 per tree.
2. Nature Center - Bridges are constantly need of repair and
paint.
3. Tennis Courts - Must be resurfaced every 8 years at a cost
of $1500.00 per court. There are usually 3 or 4 courts with-
in the cyclone fencing. Nets replaced every 5 years.
4. Hockey Rinks - Minimum of $1500.00 a year to maintain a
hockey rink. They have had no success putting rinks on
lakes. Seems like ice never sets up right. Rinks should not
be placed on infield area of ball fields because the slope of the
infield doesn't aid flooding, All there rinks are collapse-
able.
'5. Beach - 6-7 people for a week in the summer time to get
facilities and area cleaned-up. Must replace sand every
year on beach, Approximately 100 ton, Recommend usage
of floating dock saves installation time and costs
each year.
6. Ball Fields - $150.00 per field per year for infiei~ main-
tenance. Grass cutting not included in $15D.D0, Mowing
done by large city mowers.
7. Garbage Removal - Had eAblee sanitation pickup. They had
50 barrels picked up 3 times a week at 70cents a barrel
(150 barrels X 70cents : $105/week}, Now have there own
cruncher and do their own pickup.
8. Parking Lot Maintenance - Did not have any estimates for
patching and resealing each year,

9. Bloomington has 2 people constantly cleaning park area.
One works 7am to 2pm. The other from 2pm to 9pm.
10. Did NOT discuss special equipment such as for hockey
rinks, tractor type lawn mowers, tractor and drag for
ball fields, park pickup type trucks, etc.
11. Lyle estimated yearly costs {ball park figures) at $15,000
to $18,000. This does not include any equipment purchases.
