On Monday, July l, Mayor Stock and City Administrator, McGuire, met with William
Pearson, owner of the gravel washer site, for the purpose of negotiating
acquisition of the site. The city's offer was based upon the appraisal by Pelton
& ~

The results of the meeting were as follows:

The major area of dispute appears to be moving costs. Two additional moving cost
bids have been solicited .by Mike McGuire. The city's position is that we will pay
for-the moving of the washer plant, while Pearson wants a cash payment.
There appears to be no way we can acquire the property through negotiation for less
than $45,000.00 to $50,000.00. If we went into condemnation it would probably
cost us at least as much.
In addition, Pearson wants to acquire our old dump site which is next to his major
gravel pit on County Road #44. His offer is $4,000.00. Our appraisal in 1973'~was
$8,000.00. '~ ....
In summation, it appears that Pearson is going to be difficult to deal with, and
that the acquisition of this land is going to be a lot more expensive than originally
estimated. The site contains less than 4 acres above the water level of the pont[J
The Council has asked the Park Board for direction on 2 questions:
1. Is this site worth the expenditure, when related to our overall park
plan?
2. If acquisition is to proceed, should a process of condemnation be
followed? The compromise figures are not binding and our offer would
undoubtedly return to $37,846.00 in the event of condemnation.
We must come to a decision on this issue at our 7-16-74 meeting. Please be
prepared.
