SUBJECT: Minutes from 74-8 Meeting
The Park Board held meeting 74-8 at the City Hall on September 17,
1974, at 8:00 PM. Members present were: Devitt, Kalton, Patchin,
Williams. Guests: C. Tooker, W. Sullivan, Diane Mathison,
Dorothy Nord, Robert Horn, George Borgerding, Dave Weaver, Dene
Boyd, Dan Burnham, Bonnie Peterson, Marcie Williams, Betty Brum-
field, Leonard Angermeier, Janet Blaine, Mike Babcock, Skip Reebie,
John Staupe, Bob Singewald, Denny Keating.
A. Community Park Improvement Priorities
1. M/S/P Patchin/Kalton - that recreational skating at old
gravel wash be the number i priority and rough grading
of recreation area {ball fields, tennis courts, hockey
rinks) and access to it as priority number 2.
2. M/S/P Williams/Devitt - C. Tooker to. get together with
H. Israelson {City Engineer) to layout recreation area
and establish grade stakes.
3. Other discussion -
Priority on swimming beach area will not be established
until more information on purchase of Watzl Property
is available. Grant monies for improvements should be
limited to $40,000 or $50,000.
4. Borgerding and Horn, from local school board, were pre-
sent to ask for the removal of the annual $250.00 fee
that school District 719 pays for use of the Memorial
Baseball Park.
M/S/P Devitt/Williams - that the annual fee of $250.00
for use of the Memorial Baseball Park by school District
719 be dropped.
Patchin to inform City Council. Borgerding assured the
Park Board that the school District 71q Maintenance
personnel will continue to maintain the field during
high school baseball seasons.
5. M/S/P Kalton/Patchin - W. Sullivan to order trees from
the DNR or County Soil Conservation office and welcome
the cooperation of the area youth to plant trees in
the spring.
6. Policy Statement -
Local adult supervised groups can use the park over night
with prior reservation at City Hall.

B. BoudinCs Manor Park Plan
C. Tooker presented Boudin~s Manor Park development plan to
attendees. Representatives from this area wanted:
1. Minimize the small children activity area and concentrate
on a multi-purpose use field for older children. Re-
place swings and climbing ladders with shuffle board,
volleyball, basketball, and tennis courts.
2. Eliminate shelter from proposed plan.
3. Skating rink with warming house and flood lights installed
on existing poles.
M/S/P Williams/Devitt - Start rough grading of this area
immediately {if legally possible}. The legality situation
relates to Savage wanting to retain all public park land
within property recently annexed to Prior Lake.
D. Williams to present grading of this site to City Council
for their approval on Monday, September 23.
C, Willows Park Plan
C. Tooker presented Willows Park development plan to attendees.
Representatives from area wanted:
1. Park to remain where it is currently at {not sold because
it is small and has bad terrain),
2. Eliminate shelter from proposed plan.
3. Area graded this year so it could be used for winter
sliding. Right now area is too dangerous because of
exposed tree stumps, etc.
4. Area kept clean and mowed.
5. Some things for small children on south west corner of
Park.
6. Tennis courts on east side om~ top of hill.
7, A skating area at north end {low area) of park.
D. Williams to present dumping problem at Willows Park to.
City Council at September 23 meeting and have corrective
action taken.
D. Snowmobile Trails
B. Singewald and D. Keating representing local snowmobile
clubs, presented the trail system currently being used by
snowmobilers. Park Board members wanted trail system to be
kept in the low areas so the hillside and ridge areas do
not get chewed-up.

Singewald and Keating to re-review trail system, after receiving
park board input, and present at next meeting {October 8, 1974}.
D. Williams to review what kind of support we will receive
from the Police Department in patroling park area for snow-
mobile offenders.
M/S/P Patchin/Williams - W. Sullivan to acquire sufficient
number of no snowmobiling signs for posting within Lakefront
Community Park.
M/S/P Patchin/Kalton - W. Sullivan to acquire and install snow
fence on strategic hills in Lakefront Community Park to pre-
vent motorized bikes from chewing-up the hills and ridge
areas.
W. Sullivan to come up with cost estimate for installing re-
flective informational signs in Lakefront Community Park for
snowmobilers.
E. Other Business
1. D. Williams indicated that the people in the Boudin~s Manor
area were not happy with the possibility of public lake
access being considered for t~eir area.
2. P. Devitt stated following problems at Memorial Park:
--new seating benches for baseball park are warping.
--posts along east side of baseball field should be
trimmed even with the fence.
--alot of garbage along northeast side of baseball
park entrance.
--childrens equipment in the park should be fixed.
--roof from baseball concession stand laying along
side of hill.
---water fountain in baseball park was broke and water
was leaking on the ground. Fountain should be fixed
and turned off.
3. W. Sullivan reviewed costs for installing chain link fence
and backstop at Memorial Baseball Park.
Next meeting is Tuesday, October 8, 1974, in the City Hall
Council chambers at 8:00 PM.
