D. Snowmobile Trails - B. Singewald, representing local
snowmobile club, reviewed proposed snowmobile trails
in the park. The trail system is to be as follows:
{1} along park property, just north of KOP Property
line, to low lands and then onto lake.
{2) come off third avenue, across lake and up along
park property just west of KOP property until
it meets trail from {1) above.
(3) from Kortsch/Cambridge circle east along south
edge of park property (on lake} until it meets
up with trail {2) above.
M/S/P Kalton/Devitt - park board adopt the above
snowmobile trail proposal for a I year period of
time.
W. Sullivan to work with B. Singewald to obtain cost
estimates for marking the above trail system and
present at October 29 meeting.
Snow fence must be placed at strategic places along
bottom of hills coming off the lake.
Board considered placing ~peed limit on snowmobiles
in park area but decided to wait and see if it will
be necessary-
II. Petition from North Shore Oaks Neiqhborhood
Residence from the North Shore Oaks Neighborhood were
present to make a request for the development of a
parl~ in their area. See attached petition from
the local residents.
M/S/P Kalton/Williams - to have C. Tooker prepare a
park development plan for the North Shore Oaks area.
W. Sullivan to contact C. Tooker. Development plan
should include dedicated area and the proposed
dedicated area. E. Simpkins indicated that 6 to 12
months was a good time frame for dedication of other
half of property. Total a~ea is estimated to be
3 to 3 1,/2 acres.

III. Boudins Manor Par'k Plan
Legality of ownership not resolved. City Council
approved site grading to begin as soon as owne,~ship
is resolved. C. Tooker to present updated develop-
ment plan for the Boudins Manor Patak at the October
29 meeti
IV. Willows Park Plan
According to H. Israelson, the Willows Park area will
be graded prior to winter freeze so children can use
land for sliding without concern for safety.

V. Memorial Park
A. Clean up has been done except for some sheet metal
signs. ~epairs for playground equipment has been
identified but not completed. Still waiting on
portable welder. W. Sullivan has been directed to
(~} have sheet metal signs removedq £2} prepare
playground equipment for repair and when ready con-
tact Williams who will have someone complete the
welding for approximately ~25.00.
B. The backstop is up and the fence behind the bleachers
is ready for installation.
C. Other - Williams proposed to have {1) doors to bath-
room at park modified to open outward instead of
inward and {2) the wooden roof replaced with a 4
inch concrete slab. The above changes would help
reduce vandalism at this facility.
W. Sullivan to prepare cost estimates for the above
changes and present at the October 29 meeting.
VI. Other Business
A. Watzl Property - M. McGuire stated he had contacted
~ave Watz] who said that most of the parties involved
would not be back in town until October 23.

M/S/P Kalton/Williams - McGuire to make one more attemPt
to contact the parties involved after October 23, to
see if an agreement can be reached on purchase of pro-
perty. If the parties can not be reached or if an
agreed purchase price can not be arrived at to proceed
with condemnation proceedings against the five pieces
of property on Watzls~ Island.
McGuire to report progress at the October 29 meeting.
Next meeting is Tuesday, October 29, 1974 in the City Hall
Council Chambers at 8:00 PM.

The following signatures, by residents of Rorth Shore Oaks,
Route l, Shakopee, Minnesota, form a petition to the city of
2riot Lake, to develope existing dedicated park land.
1. As of October l, 1974, there are 29 families with 59
children from infant through high school living in the
development. Future plans of the North Shore Oaks area
show 80 homes total.
2. Regarding existing pond in dedicated park area
a. Pond is deep and mucky. For safety sake and for
development of a larger park area, it should be
filled in and leveled off. John Kalton, a member
of the park board, has viewed the park area and
stated "the pond is of no value for a nature park.
With existing houses and future development around
it, wild life would not breed with so much activity."
1. ~ ball field and football field in the s~r~mer
to be flooded for, ice skating in the winter°
2. That a multi-purpose blacktop area be provided for:
a. Volley ball
b. Basketball ~
c. Tennis court

a. Play ground equipment rustic in appearance.

3. The residents of North Shore Oaks request that our fair
share of the park fee charged on building permits be
dedicated to our park.
4. We request that future plats in North Shore Oaks not be
approved by the city council until additional park area
Is dedicated adjacent to present park site.
5- We request the city planner, Charles Tooker, come out
and look over existing and future dedicated park area.
6. We request the city to designate the pond area as a clean
land fill site, and that the development put excess fill
from future homes and roads into the pond area.
7. Residents of i~iorth Shore Oaks, when possible, will volun-
teer manual labor for clearing park area, sodding., seeding,
~tc.
