Devitt -Secretary SUBJECT: Minutes from 7~-10 Meeting The Park Board held meeting 7~-10 at the City Hall on October 50, 197~ at 8:00 PM. Members present were: Devitt, Kalton, Patchin, Williams. Guests: W. Sullivan, M. McGuire, Norbert Borka, Allen Borchardt, Eugene Simpkins, Mr. & Mrs. Dan Dahlgren, Charles Arnold, Jim Ingvalson, C. Tooker.~ I. Park Financial Reporb~ - M. McGuire distributed and reviewed memo on the financial status of the Park Funds as of October 1, 197~. Sub- sequent statuses are to contain a more detailed breakdown of the expenditures. II. Lake Front Park - l. Suitability of recently erected sign - the sign was originally erected in the wrong spot. It has been relocated to the proper position. W. Sullivan to obtain cost estimates for ill~.minating park sign and report back at the November 12th meeting. 2. Location of skating rink in gravel washer area - M/S/P Kalton/Williams - a skating rink be built and maintained in the gravel washer area. (The board has delegated the building and maintenance of the rink t° the' Prior Lake VFW organization upon Norbert Borka' s request).. No lighting will be provided. Office building can be used as a warming house if it can be relocated closer to the skating area. Norbert Borka has port'able pump that can be inserted into the lake to flood the area. It was agreed that someone must be available to supervise the area when the warming house is open. Norbert Borka is going to check on the moveability of the office build ~ ~. M/S/P Williams/Devitt - W. Sullivan was authorized to contact local contractor to level area for parking and warming house plus widening the entrance to the gravel Wash area. M/S/P Williams/Kalton - VFW t© have use of the office building as a warming house in the gravel wash area for two years (if the facility is ntilized). Relocation of Snowmobile Trail - M/S/P Patchin/Williams - to. remove trail along park property just north of KOP property line and relocate it so it runs south of the KOP property through the gravel washer area. W. Sullivan to present cost of marking snowmobile trails at the November 12th meeting. 7~-10 Meeting P. R. Devitt November ~, 197~ Page Two Tree Planting Preparation - Twenty thousand trees (soft m~aple, black walnut, green ash, caragana) have been ordered. W. Sullivan to order some ever- greens (Norway Pine, etc,). C. Tooker to provide W. Sullivan with a conceptual plan of the kinds of trees that should be planted and where. W. Sullivan to contact Gounty Conservation Department or U of Minnesota for assistance in implementing detailed planting plan for the spring of 1975. VFW volunteered to assist with the planting of trees in the spring as a community service project. 5. Grading plan for recreational area - C. Tooker and the City Engineer to provide grading plan for area this fall. Bids for grading of area will be let in the spring of 1975. Ball park costs for grading is estimated to be $10,000.00. 6. Acquisition of Watzl Land - A certified letter has been sent to the property owners re- questing their presence at a November 9th meeting to review purchase of the beach area. 7. Other - M/S/P Patchin/Williams - W. Sullivan to make the necessary expenditures in placing snow fence~along ski tow area to prevent snowmobiles from using it. C. Tooker to present plan for installation of flag pole within the park area. Park Board has received and accepted an offer from VFW to erect flag in the park. Installation of the flag will be done in the spring of 1975. W. S~!livan to send a letter of thanks to the VFW for the con- tribution of the flag and other assistance in the park. III. Boudins Manor Park ,, , 1. Legality of ownership - Park land is now ours. 2. Site grading - C. Tooker presented final development plans and grading specifications for the Boudins Park. M/SIP Williams/Kalton- Accept BoUdins Park development plan and grading specifications as presented by C. Tooker. W. Sullivan to obtain bids~ and pursue grad~g of park immediately if costs are within $2,000.00 to $3,000.00. 7~-10 Meeting P. R. Devitt Page Three Skating rink for the winter - The grading of the area should be all that is required to prepare area for skating. Other - City crew to move warming house located on pond near Methodist Church to the Boudins Park. IV. Willow's Park Plan 1. Cleanup of area for winter activities - should be completed by December 1, 197~. That's when the sewer and water contractor is to be done. 2. Other - C. Tooker presented final development plans and grading specifications for the Willow's Park. M/S/P Kalton/Devitt - to accept grading plans presented by C. Tooker for the Willow's area. M/S/P Williams/Devitt - City Administration to contact contractors to obtain bids for grading of Willow's park .according to the provided grading specifications and if costs are reasonable to pursue grading of area this fall. (The sewer and water contractor should be contacted on bids since they have got to do some grading in the area). ~ V. Memorial Par.~ 1. Ball Park Fence - City Maintenance crew has not had time to erect fence. Repair of playground equipment - completed. Modification Costs for Restrooms - 1. Williams to report back at the November 12th meeting on the costs to install concrete slab roof on restrooms. M/S/P Devitt/Williams - to have doors on restrooms modified to open outward instead of inward to help reduce vandalism. City Administration is authorized to expend money to get doors modified. Williams wants to be present when doors are modified so he can provide inputs on how it should be done. VI. Other Business 1. North Shore Oaks - E. Simpkins provided park area plats to W. Sullivan · Next meeting is Tuesday, November 15 at the City Hall Council Chambers at 8:oo PM. ~ Sec ret ary
