The Prior Lake Park Board will meet Tuesday, December 10, 197~

SUBJ: Minutes from 74-12 Meeting
The Park Board held meeting 74-12 at the City Hall on December 10, 1974
at 8:00 PM. Members present were; Devitt, Kalton, Patchin, and Williams.
Guests were; Mr. & Mrs. A. Stelner, W. Schmokel, Larry Mol~ather
Larry Daly of Barr Engineering, Mayor Stock, M. McGuire, W. Sullivan and
H. Israel son.
1. Lakefront Park
A. Skating Area
1. Warming House - The warming house has been moved off cement
slab and onto a portable wooden slab. Will be relocated to
appropriate position after ground is frozen.
2. Grading - Grading has been completed. W. Sullivan to have
cat tails & brush around skating area removed.
B. Snowmobile Trails - All posts have been installed. Only half the
signs have been received.
C. Old Ski Hill
1. Snowfence - Snowfence has been installed along the hill to pre-
vent snowmobiles from c~imbing it.
2. Water Main Problem - H. Israelso~ & Mayor Stock informed the
Park Board that placing the water'line through.the park was
$20,000.00 cheaper than alternate Plan B and $40,000.00 cheaper
than alternate Plan C. Israelson also stated that tMe terrain
would be restored to its original beauty and only three trees
would have to be removed to install water line.
M~S/P Kalton/Williams - Grant 20 ft. permanent and 15 ft. tem-
porary easement through Lakefront Park to install water line
from Watzl's Point to Point Beautiful.
D. Grading Plans by City Engineer - H. Israelson presented tentative
grading plans for Lakefront Park. Finalized plans are to be pre-
sented at the January 14th Park Board meeting.
Israelson indicated that bids could be l'et in February, grading done
by June and project completed (black dirt, seed, etc.) by August.
E. Gravel Washer Area
1. Possible Development as Beach - Lawrence Molsather and Larry
Daly of Barr Engineering Co. were present to listen to questions
the Park Board had on the potential of the gravel washer area
as a swimming beach, fishing hole, etc.
Barr Engineering will return a written proposal, of what they
think needs to be done, along with estimated costs to the Park
Board.

F. Chamber of Commerce Plans for Winter Festival - Chamber not present
- No discussion.
G. Other
1. Mr. & Mrs. Steiner were present to request a refund of $2,500.
for park property that was identified (defined) prior to the
land being annexed into Prior Lake from Eagle Creek. It was
the consensus of the Park Board that the City Council obtain
legal opinion from the City Attorney and report back to Mr.
Steiner.
2. W. Sullivan reported that 11,000 additional trees (Norway pines,
Ponderosa pines, White pines) have been ordered thru DNR.
2. Boudins Manor Park
A. Grading Project - Completed.
B. Skating Rink - W. Sullivan to have area lightly graded to remove
humps and spread some dirt fill to level off land for skating. This
is to be,~ done immediately.
M/S/P - Patchin/Devitt (Williams obstained, Kalton absent) - W.
Sullivan to have warming house near Methodist Church relocated to
Boudins Park. ~

The reason the Park Board allowed it~to be moved was {1) it was not
used last year in its present location '~nd (2) the hockey rink and
rink in the gravel wash area are close enough to service.the kids
that would have used it.
C. Other
1. The name on the sign to be erected in Boudin's Manor Park will be
Boudin's Park.
2. Posts are installed between the Haskins property and Park proper-
ty but fence can not be erected until the stretcher brackets are
received.
3. Willows Park
A. Grading Project- Completed.
B. Seeding of Site - Will be included in the bid let for seeding of
Lakefront Community Park.
C. Other
M/S/P Williams/Patchin (Kalton absent) - Approve change order to
Boudins and Willows Park grading subject to City Engineer and ad-
ministration specifications.

4. Memorial Park
A. Modifications to Restrooms
1. No updated information available on concrete slab roof.
2. Restroom doors not modified - No urgency until Spring.
3. W. Sullivan to have protective screening (heavy gauge wire) in-
stalled around windows to prevent future breakages.
B. Complaints about Backstop - It was the consensus of the Board
(Kalton absent) that no action be taken on the backstop until after
it has been tried next Spring/Summer.
5. Other Business
_
A. Land Acquisition - No further progress. Still far apart on our
offering price vs their asking price.
B. W. Sullivan to find out costs for 25-50 park signs~that would be
placed along the boundry of Lakefront Community Pa~k. Costs to be
presented at January 14th meeting.
C. "W. Sullivan to check into the costs for a Cushman Motorized Vehicle
that would be use~ for maintenance servicing within Lakefront
Community Park~.
D. Use of City Maintenance perSOnnel for Park activities was discussed.
It was the consensus of the Board (Kalton absent) that the park pro-
jects are of lower priority than most village maintenance problems
(water, sewer, etc,). M. McGuire to ensure that Park projects do
not impact the completion of more urgent city maintenance problems.
It was also felt that our community wasn't large enough to support
two separate maintenance departments (one for the city and one for
the park). A single maintenance department should be able to hand-
le both requirements as long as priorities are defined. Then if
priorities can not be met, we may have to increase the size of the
city maintenance crew.
M. McGuire to track manhours used by city maintenance personnel on
Park projects.
Next Meeting is Tuesday, January 14th at the City Hall Council Chambers at
8:00 PM.
