Devitt, Secretary UBJ: Minutes from 75-1 Meeting The Park Board held a meeting 75-1 at the City Hall on January 14, 1975 at 8:00 PM. Members present were; Devitt, Kalton, Patchin and Williams. Guests were; H. Israelson, W. Sullivan and M. McGuire. I. Lakefront Park A. Skating Area - No activity by the VFW. Sullivan to have pond in Gravel Washer area cleared off for skating. B. Bounda~Signs - Cost estimates for Park boundary signs were received from Donnell and Lyle Sign Companies. M/S/P Williams/Devitt - W. Sullivan to order 50 single post signs for installation along Park boundaries where necessary. The wording on the sign must be general enough~"to be used on any of the City Parks. C. Extension of Snowmobile .Trails - M/S/P Kalton/Williams - To extend the snowmobile trail system identified and approved at the 74-11 meeting westward from Kortsch/Cambridge drive parking area to west avenue & northward to the Red Oaks sTR~from where it curves around the Marsh area and heads towards Prior Lake. W. Sullivan to order additional snowmobile signs for these extensions to be installed next year. D. Final Grading Plans - H. Isre~lson presented final grading plans for Lakefront Community Park. Cost estimates for grading, excavating, paving and seeding the required~areas i~s ~87,542.00. See attachment. The road accessing the Park off Red Oaks~'~ETis to be relocated west- ward, towards the lake, to prevent the removal of some trees. Williams proposed an alternate plan of having the silty material, around the pond in the Gravel Wash area, relocated to the playing areas~'~ if it has to be moved to make the pond acceptable as a swimming area' This plan allows a place to store the material removed from the pond and should reduce the excavation costs. M/S/P Kalton/Williams - To complete the excavation, grading and seed- ing of Lot number 1, Lot number 3 and the playing fields in 1975. Costs not to exceed $40,000.00. M/S/P Kalton/Williams - Israelson to prepare grading specifications for letting of bids in late February. It will include the seeding of the Willows and Boudens Parks. Israelson to contact Barr Engineering to obtain their latest input on the pond site in the Gravel Wash area before putting together the bid package. Israelso~n to have bid package prepared by the February 4th board meeting. E. Gravel Washer Area - Barr Engineering not present. No discussion. F. The objectives of the stUdy wouldi~be to determine the feasibility of the pond for swimming, and should swimming be found not feasible, to provide recommendations as to what type of use the pond is best sui.ted. ~* We proposed to undertake the work in phases. '.I~ the first phase, we would c~llect information from the Department of Health and other regulatory agencies concerning the current requirements and design criteria related to development of swimming beaches. In the interest of economics, we would identify any obvious factors which would prevent development of a beach in the pond. Phase I would include a field review of the site and a letter recommending additional steps. We would plan on meeting with you to explain our conclusions and recommendations. We' estimate that the cost for performing Phase I would be about $1,000 based on our current fee schedule, a copy of which is attached. The work related to Phase I could be completed within 90 days after you authorize us to proceed. After Phase I has been completed, the advisability of proceeding with additional work could be determined by you. If, after completion of Phase I, it still appears -feasible to develop a swimming beach in the pond, considerable additional information will be necessary concerning the tributary watershed, ground water, and information relating to the pond itself. Therefore, Phase II would involve considerably more time and cost, but it would provide the'detailed information necessary to fully identify the suitability of the pond for a swimming beach or for other uses. Phase II would include the development of a hYdrologic budget for the pond, the installation of several soil borings and ground water observation wells in the vicinity of the pond, and an analysis of soils. The quality of water in the pond and ground water would be analyzed, and data would be collected concerning · Mr. Peter Patchin, Chairman January 28, 1975 ~ Page 2 sediments and aquatic vegetation. The findings of Phase II would be summarized into a report recommending suitable uses for the community park pond. We estimate the cost for completing Phase II of the study to bE about $6,000 utilizing the enclosed fee schedule. Phase II could be completed within six months after notification to proceed. Assuming that a suitable location for the swimming beach would be identified either following Phase I or Phase II, a third phase would include our providing specific recommendations and plans for construction of a swimming beach at the location selected. Since the amount of work necessary for design of the beach and facilities would vary according to the location selected, we would prefer to submit a separate proposal fOr Phase III following this determination. We request your review and comments concerning the proposed scope and objectives outlined above. We would appreciate your letting us know if we are responding in the form you desired, and we would be pleased to meet with you again to discuss details of this proposal or any modifications you desire.
