Highway 13, Planting Plan
September 11, 1975
Horst Graser made a preliminary inql~ry with P.L. Chandler at the
District Engineers Office in Golden Valley concerning the proposed
planting of Highway 13. At this time, funding appears to be out
of the question. However, if the community will prepare a plan~!ng
plan and a long range maintenance plan such a planting program could
be authorized at local expense. 'Tn general, they recommend short
needled conifers as long as they remain more than 30 feet from the
shoulder of the road.
Because of the lack of funds, it~ would appear that the Park Board
will either be requLred to rely on its own supply of trees from the
Lakefront Park nursery or the generosity of a citizens group which
may raise funds for larger nursery stock. In general, the smaller the
tree, the more maintenance that will be required until they are visible.
Therefore, I would suggest that the Lakefront Park nursery not be
utilized as a source butt that the alternative for larger trees be
explored.
As a first step someone from the staff should be designated as a
contact person with the Highway Department staff. This responsibility
should include the drafting of a complete list of plant materials
acceptable to' the Highway Department and securing a right of way map
including all of the land which potentially can be planted. During mthe'
winter, but before the end of this year, I will prepare a planting
plan to be used by the citizens group, in raising money to purchase
the trees. When this has been done, the trees could be ordered by the
staff and a planting day may be organized by the citizens group. If
this suggestion appears to be satisfatory I w~11 plan to work on the
planting plan early in Decenber.

DATE: September 15, 1975
The Park Board held meeting 75-16-at the City Hall on September 11,
1975 at 7:30 pm. Members present were; Arnold, Devitt, Patchin.
Absent; Kalton and Williams. Guests were; H. Graser.
Patchin called meeting to order. Minutes from 75-15 were approved.
I. Lake Front Park
A. Improvement and Planning -
1. Trail System - {a} Arnold reported committee was to
meet next week to review seasonal nature trails. Hopes
to have something to report by the September 25 meet-
ing. (b) No response on the walking system in the
activity area from VFW.
2. Fencing- {a) Gates for cedar fencing along Ridgeway
Road have yet to be installed. (b) Barb wire fence
along Red Oaks needs to be surveyed and erected.
3. Electric Power to Activity Area - Graser reported that
NSP has been contacted and will install cable late
this fall. Approximate costs will be $500.00.
4. Telephone Access - Graser to investigate costs to in-
stall telephone line in same trench as power cable. A
telephone may be a necessity for emergency situations
in this high activity area.
5. Controlled Burning - Directed Graser to establish a
date in October for the fire department to burn desig-
nated area of Park.
B. Other
1. Warming House - At the October 30, 1974 meeting it was
agreed that the VFW was to have use of the office
building as a warming house in the gravel wash area for
two years {if the facility is utilized). Graser to
send letter to VFW inquiring about their intentions on
the use of this building as a warming house for winter
skating. ~
II. Willows Park
A. Minor regp~ding and seeding - Graser reported seeding will
be completed when grounds dry a little.

VI. Other Business
A. Bicentennial Project- Tree Planting- Graser distributed memo
from Tooker on the Highway 13 planting plan. Graser to in-
form C of C that (1) the Park Board is willing to participate
in the planning and securing permission from the Highway De-
partment; (2) some citizens group would have to purchase the
trees because the ones in our nursery are not suited for this
effort and {3) considerable maintenance effort would be re-
quired by the City once the program was implemented.
Graser to provide C of C with the number of trees required,
sizes and costs for such a planting program.
B. Sale of Park Board Property - M/S/P Patchin/Arnold - Graser
to (1) have F. Wicker re-appraise the Park property in
Oakwood Hills area and (2) post FOR SALE signs with City
Administrators telephone number.
Graser to check with City Attorney to see if our plan of
making bids public for one month prior to acceptance can be
used in lieu of the sealed bid practice. The Park Board
would still have the authority to reject any and all bids.
C. Dead Tree Removal - Graser to have D. Johnston inspect the
dead tree near Arnolds' place for Dutch Elm and then have
it removed.

SUBJ: Minutes from 75-17 Meeting
DATE: September 29, 1975
The Park Board held meeting 75-17 at the City Hall on September 25, 1975
at 7:30 p.m. Members present were; Arnold, Devitt, Kalton, Patchin and
Williams. Guests were; H. Graser, M. McGuire.
Patchin called meeting to order. Mi.nutes from 75-16 meeting were approved.
Z. Lake Front Park
A. Improvement & Planning
1. Trail System - Arnold reported progress by John Miller and
Judy Kuechly.
M/S/P Arnold/Kalton - form a standing advisory group of 5
people {one of which is from the Park Board) called the
Lake Front Nature Development Committee.
M/S/P Williams/Kalton - Arnold to chair the Lake Front
Nature Development Committee {LFNDC}. It was the con-
sensus of the Board that {1) Judy Kuechly and John Miller
be part of the committee; {2) Patchin contact Louise
Anderson to see if she would be interested to be on the
committee and {3) Devitt to contact Bob Mattson to see if he
could be any assistance and in what areas he could best
serve our needs.
2. Condemnation Watzl's Point - Any decision on the Watzl property
will be delayed until after the anticipated federal grant
monies are received in October.
3. Dredging - Williams reported that Nodlund Construction was
willing to assist in re-establishing the low area near Arnold's
as duck habitat if they could have the fill free of charge.
M/S/P - Nodlund Construction to dredge low area by Arnold's
in exchange for the fill.
Arnold to identify what needs to be done to re-establish
area as duck habitat. Graser to inform city engineer of
our plans so he can inform Nodlund. It is important that
Nodlund initiate no actio, n until our plans have been finalized
4. Flagpole - Graser reported flag pole will be installed by
VFW this fall. The monument planned for the area by the VFW
will not be erected until next year.
Telephone Access - Graser reported telephone company will run
cable to the activity ar. ea free of charge.

Graser to contact telephone company about installing a second
line to the area.

6. Tree Trimming - Williams and I. Clemens Will be touring
Park on Saturday, September 27 to identify what trees
should be trimmed.
II. Willow's Park
A. Grading of Area - Graser to contact Bohnsack and Hennen to com-
plete grading of area and have wash outs filled. The area
should then be seeded with a fast growing red clover {or some-
thing similar} to reduce future wash outs.
B. Sign - The Willows Park sign has been completed and erected.
III. Boudins Manor Park
A. Grading of Area - Sewer and water activity should be completed
within a couple of weeks. The area will then be graded for
Winter Activities.
B. Lot 50 & East Half of 51 - No legal advice received from City
Attorney on wheather the city can sell this property or not.
IV. Green Oaks Park
A. Drainage Problem - M. McGuire and Williams to work out an agree-
ment with contractor and engineer to establish a drainage sys-
tem for area and report results at next meeting.
B. Development Plan - Tooker was told to complete a preliminary
development plan for the area.
V. Memorial Park
A. Merry-Go-Round - Williams to have welder complete job this week.
VI. Other Business
A. Martinson's Point Park Dedication -
M/S/P - Establish land dedication fee of $3500.00. This figure
is based on $70,000 land value times 5% = $3500.00.
B. Development Plans - Graser to distribute copies of the Boudins
and Willows Park development plans to all board members.
C. Controlled Burning of Lake Front - Fire dept. has been informed
and application to PCA states it will be between Oct. 22 and
Nov. 20, 1975.
D. Warming House - No response from VFW on their intentions.

E. Highway 13 Beautification - Graser to obtain list of accep-
table/recommended tr.ee types that can be ~planted along
State highways.
F. Oakwood Hills - Graser to recontact Wicker Knox to see if a
quick and dirty re-appraisal couldn't be done for around
$50.00.

for Dutch Elm. He also checked immediate area. All
findings negative.
