~ATE: November 14, 1975
The Park Board held Meeting 75-20 at the City Hall on November 13, 1975
at 7:30 p.m~ Members present; Arnold, Devitt, Patchin, Williams. Absent;
Kalton. Guests were; H. Graser, Mayor Stock, M. McGuire and Cheryl
Buckeye.
Chairp.erson Patchin called meeting to order. Minutes from 75-19 meeting
were approved.
I. Lake Front Park
A'. Improvement Planning -
1. Extension of Cedar Fence - Over 1000 ft. of 3 rung fence has
been purchased for $1050.00. Fence to arrive next week and
will be installed by the City crew.
2. Hockey Rink - Graser to have City crew form a dirt brim to
hold water on hockey site in the activity area. This is
being done in anticipation that PLAY will require it.
3. Gates - Gates to fence along Ridge Mont are not yet installed.
Graser to pursue. If gates not available this fall, a
temporary fence to prevent snowmobile access should be in-
stalled.
4.. Gravel Wash Signs - Graser to {a} have Pearson's Gravel Wash
signs removed and {b} have Pearson remove concrete ramp and
· ~bury it near entrance to Gravel Wash area.
5. Snowmobile Trail - Graser to work with R. Singewald to get
snowmobile trail established and erect whatever signs that
can be installed at this time.
II. Willows Park

A. Curb Stop - The raised areas on park property are for water ser-
· ~ vices. Graser to have L. Anderson see if water services can be
lowered so humps can be graded off.
B. Sign - Willows Park sign'has been installed.
III. Boudins Manor Park
A. Backstop - Removal - Graser to have backstop removed ASAP so
grading of entire area can be done.
B. Chain Link Fence - Any action on this item has been deferred until
next Spring.
C. Grading - Being accomplished now.

IV. Green Oaks Park
A. Notice in'Paper of Public Hearing - Graser will place article in
paper and letters have already been distributed to the affected
parties.
B. Drainage Problems - Graser to have L. Anderson review drainage
problems of private property owners (since we have added fill to
the park) and recommend the most feasible solution to these
problems.
V. Memorial Park - No Discussion.
VI. Other Business
Ao Signs - All park signs have been installed except Boudins.
Boudins will be erected after grading is completed.
B. Tree Removal - A limb off a dead tree on park property broke a
window at Arnold's residence. Graser to have dead tree removed
ASAP.

C. Oakwood Hills - School district no. 719 is interested in working
with the City on using this property for recreational require-
ments. Graser to meet with school board and see what type of an
agreement can be worked out.
Plan B - Mayor Stock informed the Park Board that under the new
type of City government the Park Board as defined by the Park
Ordinance can no longer exist. The council is still interested
in having such a group of people but it would act more as an
advisory group. We would advise or make recommendations to the
Council. The Council would make all decisions and approve all
expenditures. Meetings would probably be reduced to once a
month. Further information will be distributed by M. McGuire to
board members.
Eo Pacquner's Beach - M/S/P Devitt/Arnold - That we reject Mr.
Williams proposal and that we want all of the lakeshore area as
originally proposed.
