Devitt, Secretary ....... ~UBJ: Minutes from 75-21 Meeting~ DATE: December 12, 1975 The Park Board held Meeting 75-21 at the City Hall on December 11, 1975 at 7:30 p.m. Members present; Arnold, Devitt, Patchin, Williams. Absent; Kalton. Guests were: Cheryl Buckeye, C. McKowen, Wayne Root, Ken Torborg, J. Mueller, L. Mueller, L. Schweic~, Don Zywicki - all of Green Oaks; Bob Bull (PLAY Hockey Assoc.), Mayor StOck, M. McGuire, Ho Graser and C. Tooker. Chairperson Patchin called meeting to order. Minutes from 75-20 Meeting were approved. Io Lake Front Park A. Improvement Planning 1. Extension of Cedar Fence - Graser reported 50 more feet of 3-rung fence is required to complete the fencing to the tree line. A strand of wooven wire has been tempor- arily installed. 2. Snowmobile Trail - Graser reported the signs have all been installed. 3. Hockey Rinks - Bob Bull representing PLAY Hockey Association was seeking additional space to erect hockey rinks. He was told there is electricity, water and rink area already identified in Lake Front Park for this purpose and he should plan on using it. He was going to re-address with PLAY executive committee to see if a portable rink could be purchased and installed this year. The Park Board mentioned there was a building in the Gravel Wash area that could be fixed-up and relocated to the activity area. II. Willows Park - No Discussion III. Boudins Manor Park A. Chain Link Fence- Tabled until Spring of 1976. B. Skating Rink - Area is not graded correctly to support a skating rink. Fill has been brought in to build up one end to prevent water from draining away. Regrading and more fill will probably be required next Spring. C. Lighting , M/S/P Patchin/Devitt - Graser to have new light in- stalled on current pole near Boudins Manor Park, for skating rink purposes. Estimated costs to Park Board is $2.50 per month to NSPo ~ pa~rk Board Minutes Page 2 December 12, 1975 IV. Green Oaks Park A. Public Hearing - Tooker made presentation of preliminary plans for Park. Pr-ivate property owners adjacent to the Park Identi- fied drainage problems since we added fill to the Park. Lawrence SchweicN identified how area was sloped for drainage prior to adding fill. It was also identified that the current ditch in the Park area could be dangerous to children and snow- mobilers. D. Zwicki - President of Green Oaks Assoc. reported that at last membership meeting, where 12 out of 22 households were represented, it was the concensus of the Green Oaks people to have the Park left as natural as possible. No swings, no ballfields, etc. Just seed it and plant some trees. A tree and/or fence type divider should be installed along the Park property abutting private property for aesthetic purposes. Graser to have fencing placed around ditch area of Park for protection of people. Graser to have Larry Anderson, City Engineer, to contact Lawrence Schweic~ to review drainage solutions for Park and private property owners. Lawrence Schweic~ is willing to donate a five to ten feet of his property to provide walkway into Park from 150th street. M/S/P Williams/Devitt - City Engineer to devise drainage plans for Green Oaks Park. Construction to begin no later than May 15, 1976. M/S/P Patchin/Williams - Co Tooker to proceed with Natural City Park for Green Oaks area. V. Memorial Park - No Discussion. VI. Other Business A. Park Grant - M. McGuire presented latest status on Park grants. B. Tree Removal by Private Parties - Private parties are allowed to remove cut down trees at their own expense and must clean up after themselves. C. Oakwood Road Property - Graser to check with Attorney Sullivan to see if we can legally go through a realator to sell this property. D. Sand Point - M/S/P Williams/Devitt - City should proceed with acquisition of Sand Point property. Graser to inform ~City Council.
