Meeting of July 8, 1976
The Park and Open Space Commission of the City of Prior Lake held meeting
~6-12 at the City Council Chambers on July 8, 1976 at 7:45 P.M. Those
present were Boots Buckeye, Don Williams, Horst Graser, Charles Tooker,
Mike McGuire, Louie Jambois, Don Busse, Burl Houts, and Jan Harms. Absent
was Chuck Arnold.
The minutes of the previous meeting were approved as submitted.
The meeting, informal and a workshop began with Charles Tooker giving a
progress report on the comprehensive plan. Topographical maps of the
city were presented showing 20% + slopes and poor soil condition areas.
Charles reported that the next steps to take with these maps would be
overlays showing man-made and .public holdings, open space and a tentative
trail system. It was agreed that such a system of maps would be of great
interest to both POSC and the Planning Commission.
Mike McGuire introduced Louis Jambois. He will join the City staff on
August 1 as Park Director.
Roles of staff and commission were again discussed. Emphasis was made, that
in addition to having POSC members formulate ideas, objectives and goals,
that we should also be representatives of and present the wants of the
general public, also no orders or directives shall be made by any POSC
member. This responsibility lies with staff. Relationship between staff
and POSC members should be one of working with each other, rather than for.
A boat docking area at Sand Point Beach was discussed. Availability of such
a site is possible.
At 9:10 P.M. the meeting was adjourned. The next meeting will be on July
22, 1976 at 7:30 P.M.

PRIOR LAKE PARK AND OPEN SPACE COMMISSION MINUTES
July 22, 1976
The Park and Open Space Commission of the City of Prior Lake
held meeting #76-13 at the City Council Chambers on July 22,
1976 at 7:40 P.M. Present were Chuck Arnold, B. Buckeye,
Horst Graser, Bill Bissonett, Keith Thorkelson, and Dick Smith.
Absent: Don Williams.
The minutes of the orevious meeting were approved as submitted.
Correction was made in the agenda to include "Reports: I. Nature
and Wildlife - Charles Arnold."
G, eneral Discussion - Parks
Sand Point Beach - The City is in the process of adopting an
ordinance banning all animals from public beaches.
A grant check was recieved in the amount of $100,000 for the
acquisition of Sand Point Beach.
Lakefront Community Park - Monies allocated in the CIP for
backstops have been transferred to regrading, sodding and the
general improvement of ball diamond grounds. Said improvements
will commence August l, with P.L.A.Y donating the work. Prep-
arations are being taken to ready the hockey rinks.
Recommendation to have Graser contact Pete Patchin. RE: Harbor
Resort Park dedication fee.

A. Maintenance and Development - B. Buckeye
1. Parking lot entrance at Sand Point Beach needs grading.
2. Two trees on the point are dead and should be removed
as soon as possible, as the bay is dry and would allow
for easy access.

Park Commissioner - D. Williams - absent.
Park Planner - H. Graser - No report.

Motion by Buckeye to adjourn. Seconded by Arnold. Meeting
was adjourned at 8:35 P.M. Next meeting well be held August
26, 1~76 at 7:30 P.M. in the City Council Chambers (workshop).
