(612) 447-4230 / Fax (612) 447-4245 r; /' I ' ( (, CENSUS '90 o PARKS ADVISORY COMMITTEE MINUTES JANUARY 10, 1990 The January 10, 1990 Parks Advisory Committee meeting was called to order at 7:10 by Bill Mangan. Those present were Kathy Smith, Art Shoot, Doug Berens, Mike Babcock, Kathy Abrams, Bill Hansen and Pat Heaney, Parks Supervisor, Al Friedges, Parks Director, Bill Mangan and City Manager, Dave Unmacht. Bill Mangan reported on the opening of the ice rinks and warming house and introduced the new brochure to the Parks Advisory Committee members. Bill indicated to the members that the Winter and Spring registration is not as intense as the Summer and Fall, due to Summer Playgrounds and in the Fall, dance registration is heavy. Bill opened the floor for questions and comments. Mike Babcock indicated that the swimming indicated on the brochure for Willows Beach Parks is an error. Doug Berens suggested that we possibly consider putting a condensed map of park locations in the brochure. Al Friedges, Parks Supervisor, gave a handout to members on the Ice Rink Maintenance and went over the handout with the members. He indicated that the new skating rink at The Pond, Field #1 was inadvertently omitted. He also mentioned that he had recently learned of some helpful ways to "flood the rinks". One was to pack down the snow and flood over it. Al mentioned that during the time they make base, the staff takes turns working third shift (12:00 midnight to 8:30 a.m.). Bill asked for questions and comments. Kathy Smith inquired as to where we fill our tank trucks. Discussion on brown water followed by the members. Bill indicated that the hydrant going into Lakefront Park is a dead-end line. Pictures of an ice-shaver was passed around. The next item for discussion was the continuation of the Parks Comprehensive Plan. Bill noted that the Council Work Shop will be on February 2, 3 and 4 and that the Parks Advisory Committee 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 I Ph. (612) 4474230 I Fax (612) 447-4245 '/ o PARKS ADVISORY COMMITTEE MEETING - JANUARY 10, 1990 - PAGE TWO will need to meet again this month to try and wrap up their discussion on the Parks Comprehensive Plan. Dave Unmacht indicated at this time the importance for laying the ground work on the Comprehensive Plan and to set goals for future modification. This will be a base for which the council will in the future make modifications to the Parks Comprehensive Plan. Discussion on the Comprehensive Plan continued. Kathy Abrams suggested sending a survey to the city residents to see what they feel is important in the way of parks for the City of Prior Lake and what they would like to see happen in the park system in the future. Bill Mangan suggested that a sub-committee be created to draft the survey. Art Shoot inquired as to the possibility of future Nature Parks in Prior Lake. Bill noted that he would add Special Use Conservation Habitat or Environmental Parks in the Parks Comprehensive Plan. A discussion ensued as to the feasibility of using volunteers for future work in the park systems. Dave Unmacht suggested that this should at least be considered to see if it is a viable alternative. / ( Art Shoot suggested that improved access to the parks be added as a goal to the Parks Comprehensive Plan. Kathy Abrams wanted "safe" to be added to this suggestion. Mike Babcock was interested in knowing about the development of the park systems for "now" rather than for future use. He was concerned that we are spending too much money on buying new property and not taking the time to develop what we already have and could improve. He was particularly concerned with more development at Lakefront Park. Mike feels strongly that the bulk of the citizens of Prior Lake do not use or consider Sandpoint Park as being a part of Prior Lake. He feels that the mainstream of Prior Lake is around county Road 21 and that this area should be developed. He feels that once County Road 21 is opened up and goes directly to Cleary Lake Park, that the majority of the people will use that park and not utilize our City's parks. Dave Unmacht suggested that next summer, we take a survey at Sandpoint to see exactly where the people live that utilize that park. A discussion improvements.
