J~( 2Q!)t HERITAGE PARKS ADVISORY COMMITTEE MINUTES APRIL 11, 1990 The April 11, 1990 Parks Advisory Committee meeting was called to order at 7:10 P.M. by Bill Man9an. Those present were Tony Anderson, Doug Berens, Kathy Smlth, Art Schoot, Bill Hanson, pat Heany, Kathy Abrams, Fiona Keel, Parks Program Specialist, Bill Mangan, Parks Director, and Dave Unmacht, city Manager. Those absent were Mike Babcock and Kate Greden. - Bill introduced Fiona Keel, our new Parks Program specialist and Nancy McGill, the new Parks Secretary. He updated the current status of the vandalism problem. the new irrigation system installed at Memorial Park has approximately 80 heads, of which 40 have already been destroyed. Estimated $1000.00 damage. Vandalism at the Ponds last Wednesday caused approximately $1500.00 damage. He has been getting quotes for security alarm systems. Would like to have this installed by June 1, 1990 and cost will be approximately $5000.00 to secure all buildings. The Prior Lake Comprehensive Plan has been revised and the draft is ready to go to the City Council for the first reviewal the second week in May. A cover page was added stating the philosophy of our department - "Mission Statement". On April 9th, the Parks Department broke ground for the grandstand at Memorial Park. Ribbon cutting ceremony is scheduled for 45 minutes before the first game at 4:15 P.M. Bill Hanson will check to see if game could be rescheduled for a 6:00 P.M. time to allow for more attendance, etc. Should give the VFW credit for the $45,000.00 project. Fiona Keel gave an update of the happenings in her department which includes the upcoming dance recital, the summer playground program and Tot Lot. Bill added that the dance program generates approximately $12,000.00 for the Parks Department. Art Schoot continued with New Business. He indicated that at the last meeting it was the general consensus of the committee to move at our own pace concerning the surve~. He indicated that at the last city council meeting that John Fltzgerald was hoping for a proposal soon from PAC as to what is needed regarding the Parks Department survey but Committee is not ready to make any recommendations. Pat Heaney asked how we could proceed - either by using a telephone surveyor a written survey. He felt that by asking 6 to 10 questions with a telephone survey we could get the necessary information needed. Bill Hanson agreed. The city Council is concerned with the creditability of the survey. Objectives to lnclude would be the following: 1. Current usage of Parks - separate according to 4 main parks and neighborhood parks. Focus on Lakefront Park. 2. What do you want to see in various Parks? 3. Quality of Parks? 4. Improve Facilities - How will it be paid for? Give different options (Bond Referendum, Franchise or monthly fee) . 5. Scott County Trail System - is public aware of this and should we connect with it? 6. Area location and Age range. Kathy Abrams suggested to use title to inform public of up and suggested this be done after survey and survey is in process. the newspaper with some catchy coming survey. Kathy Smith everyone on committee agrees to Next meeting date was set for Wednesday, April 25, 1990 at 7:00 P.M. in the Community Room at City Hall for the sole purpose of reviewing the rough draft of the survey. Committee will try to have draft of survey ready for the May 7, 1990 City Council meeting and after their approval to send to public shortly thereafter. Meeting adjourned at 9:20 P.M. Bill Mangan indicated that the Lakeville & Eden prairie surveys were given before a Park Bond Referendum. Felt that if a really comprehensive report was needed, would need outside survey company. At this time, Dave Unmacht expanded on councils perspective. He felt the Council was very sensitive to the mistake made and that they will be behind our committee, monitor it, but leave it up to the Committee and wait for our opinion. Discussion continued as to how Committee should proceed. Group felt they they didn't need a major survey but more than a telephone survey. Need some objectives, delegate one or two people to get it started, draft it, critic it, and look at a time frame of two to three months to get it out. Question was asked if positions will be filled on the Committee. Art Schoot said that Art Linker would be interested in being on committee: he could represent the citizen input. Bill Hanson agreed. Art Schoot suggested that we should make a list of objectives. Felt survey should have an opening statement from the mayor to give report more creditability but not to supersede the Parks Committee. Much discussion followed. Kathy Abrams said that she had checked on telephone surveys and found that they aren't effective. Use of media (cable TV), newspaper and written surveys are most effective. Also incorporate a word everyone can identify with such as "Safe" or "Safety". Bill Hanson suggested we should focus on Lakefront Park. Bill Mangan agreed that it should be listed separately on survey. Kathy Abrams felt we should address neighborhood parks; should we develop these parks or focus on community parks. Tony proposed that a committee should combine the three written survefs and bring back the proposals. Another issue discussed was how 1mprovements will be paid for a Bond Referendum, Franchise Fee or monthly payments. Make it non-threatening. Kathy Smith advised to be specific so public understands what cost will be. Kathy Abrams indicated that we need to market: how will we get survey out should it be included with water bill or Wavelength. Also, the cost of the survey shouldn't be much if done inhouse approximately $1,000.00.
