MINUTES OF THE LAKE ADVISORY COMMITTEE
December 16, 2003
I. CALL TO,ORDER
The Lake Advisory Committee (LAC) Meeting was called to order at 5:00
P.M. Members present: Dan O'Keefe, Harry Alcorn, Marv Mirsch, Brad
Beneke, and Donna Mankowski. Members absent: None
Others present: Nathan Oster, Communications Coordinator, Sue
McDermott, City Engineer, Larry Poppler; Assistant City Engineer, Sherry
Newtson, Leatrice Daniels

CONSIDER APPROVAL MEETING MINUTES
The minutes were approved as written,
III.
NEW BUSINESS
a, Meet with the Communications Coordinator - Nathan Oster
Oster asked what information the LAC has envisioned to be placed the
website or in the Wavelength,
i. Wavelength Articles
McDermott stated that the LAC should provide some input into
articles offered in the Wavelength. Examples of past Wavelength
articles were distributed. The deadline for submittal to the next
Wavelength publication is January 2, 2004, The winter access
article was discussed for the January Wavelength,
Alcorn mentioned that the recommended ice thickness also be
discussed in the Wavelength.
Mankowski stated that the no phosphorus fertilizers should be
discussed in the February Wavelength as a reminder for people in
the spring.

Alcorn asked if the meeting dates and times can be added to the
website.
McDermott mentioned that the schedule is placed on the website as
well as the meeting minutes,
Beneke stated that there is a need for ongoing education and
discussion of lake topics and the website could be used to
communicate with the public.
Alcorn added that the information regarding topics discussed in
2004 should be communicated.
Oster mentioned that the City is receiving feedback on the website
through e-mail.
Mirsch mentioned that the Comprehensive Lake Management Plan
2004 objectives could be added to the website,
Alcorn suggested that basic information and a way for feedback
could be set up now and we can then add to it
Mankowski suggested that the PLA, Watershed District, and LAC
websites be linked,

Oster stated that the LAC can have their own web page on the
City's website with possible links and e-mails for feedback. Possibly
using a LAC e-mail address that can be forwarded to LAC
members,
McDermott mentioned that the website ideas will need to be
approved by the City Manager, but that these changes can be tied
into the requirements of the National Pollution Discharge Elimination
System program,
Alcorn volunteered to work with Oster to develop the webpage,
b. Leatrice Daniels and Sheryl Newtson addressed the LAC with concerns
regarding their 15' x 27' boat covering for their pontoon at 14330 Rutgers
Street The City of Prior Lake Building Department regards the boat
cover as an accessory structure, which is in violation of City Code, The
ordinances do not address boat lift systems, Ms. Daniels and Ms.
Newtson feel the structure is no more that a boat lift and would like to
solicit the LAC's opinion on the matter,
Mirsch mentioned that impervious surface may be an issue with
this structure,

O'Keefe stated that the LAC members should view the structure
and try to discuss this topic at the next LAC meeting.

IV.
OLD BUSINESS
a, Review of the 2000 Comprehensive Lake Management Plan
McDer.mott mentioned that the goals and objectives have been completed
in the 2000 Comprehensive Lake Management Plan.
b. Hand out draft Sustainable Lakes Management Plan
McDermott handed out the draft Sustainable Lakes Management Plan.
McDermott mentioned that the LAC should consider adopting this plan
and working off the LAC portion of the Sustainable Lakes Management
Plan, .
V. ANNOUNCEMENTS
VI.
a. The LAC discussed the next meeting date as there is a conflict with
the City Council meeting. The LAC agreed to meet on January 14th at
5:00 pm.
Alcorn" made a motion to move all meeting times to 5:00 pm. Mirsch
seconded the motion, The LAC voted to move the meeting times to 5:00
pm.
ADJOURNMENT
MOTION BY O'KEEFE, SECONDED BY MIRSCH TO ADJOURN THE
MEETINGAT6:15 P.M.
