CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE INSTALLATION OF NO PARKING SIGNS ON WILLOW BEACH STREET, CANDY COVE TRAIL, DUNKIRK AVENUE, DUTCH AVENUE
AND PERSHING STREET AND REMOVING SIGNS ALONG WILLOW BEACH STREET.
DISCUSSION:
History
Recently, the City has received a number of requests for “No Parking” signs in various
neighborhoods. The City Council established the Traffic Safety Committee (TSC) to review and act upon various traffic safety requests. This committee meets quarterly. At its September
meeting they reviewed eleven (11) issues. The purpose of this agenda item is to recommend to the Council various actions that would install and in some cases remove no parking signs
in three neighborhoods. Graphics are attached to clarify each TSC proposal.
Current Circumstances
Willow Beach Street
On June 7th, 2004, the Council approved resolution 04-102
that provided the installation of “No Parking Vehicles with Trailers” on the north and west side of Willow Beach Street and “No Parking” signs on the south and east sides, this was a
result of a petition by the neighborhood. After the signs were installed by city staff, a number of residents living along Willow Beach Street called to complain about the new parking
situation. Since the signs were installed, a number of homeowners had problems with cars parked in front of their mailboxes and did not receive mail, while others were impeded from
getting out of their driveway. The existing street is 22 feet wide and does not provide a safe width for parking on either side of the road. The TSC recommended that the “No Parking
with Trailer” signs authorized by resolution 04-102 be removed together with the “No Parking this block” signs. The TSC recommends that the Council authorize installation of “No Parking
Any Time” signs along Willow Beach Street from Willow Beach Trail to Bay Avenue. This recommendation is consistent with resolution 04-62 which establishes policies for the TSC (attached).
Captain Jack’s Area
On April 26th, the TSC met with Steve Sammis and Chris Rooney, owners of Captain Jack’s, to discuss the options they have researched for additional parking, including
both off-street and on-street options. At the May 17th Council meeting, the TSC and staff recommended that the current homeowners have a chance to respond to proposed on-street parking
changes to their neighborhood. To inform the residents impacted by these parking changes, staff mailed a letter dated August 4th, 2004 (see attached letter). The TSC recommends prohibiting
parking on one side where currently parking is allowed on both sides of these streets. Pershing and Dutch are 24 feet wide and Dunkirk is 22 feet wide. The TSC recommends allowing parking
on one side only to provide greater safety to the area because the narrow road widths do not permit parking on both sides. Staff received three phone calls on the signs and no one attended
the evening neighborhood meeting. Provided with only limited input, the TSC recommended the following changes: “No Parking Anytime” signs be installed along the west side of Dunkirk
Avenue, the south side of Pershing Street (from Dunkirk to Dutch) and on the east side of Dutch Avenue (from Pershing to Roanoke). No signs will be installed along Spring Avenue at
the request of the homeowners.
Candy Cove Trail
A request from a resident to post no parking on both sides of Candy Cove Trail was received by city staff. To provide an opportunity
for all residents to voice their opinion, staff sent a letter to all residents in the area asking for their input. Many phone calls were received and a list of responses was compiled
(see attached). The TSC reviewed the responses and felt that no parking on both sides was a hardship for the residents and was not consistent with resolution 04-62. The TSC recommends
“No Parking Anytime” signs along one side of Candy Cove Trail which will provide parking to guests, but will also provide greater safety to the area. The signs will be installed on
the lake side of road which has a greater number of driveways and all of the mailboxes. This action will not remove the existing “No Parking” signs that were installed by previous Council
action through resolution 00-49.

ISSUES:
The
TSC has solicited input from the residents in each of the affected neighborhoods. Site visits, resident responses and TSC standards were reviewed and applied. The TSC feels that the
recommended changes are both safer for the residents and provide the greatest benefit to them.
FISCAL IMPACT:
Budget Impact
The total cost of the signs and their installation/removal
is very minor and would be funded by the Street Operating Budget.
ALTERNATIVES:
The alternatives are as follows:
Approve Resolution 04-xx authorizing city crews to order
and install “No Parking Anytime” signs along Willow Beach Street, Dutch Avenue, Dunkirk Avenue, Pershing Street and Candy Cove Trail and to remove existing signs along Willow Beach Trail.

SIGNS ALONG WILLOW BEACH STREET.

WHEREAS,
The Traffic Safety Committee has received requests for parking changes in three
neighborhoods and has met to consider the various parking options and make a recommendation to the City Council; and
WHEREAS,
Staff will remove the existing “No Parking with
Trailers” signs and the “No Parking This Block” signs along Willow Beach Street; and
WHEREAS,
The homeowners in each area have had an opportunity to provide staff with input.
NOW
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
The recitals set forth above are incorporated herein.
City staff is directed to remove the existing “No
Parking Vehicles with Trailers” signs and “No Parking This Block” signs along Willow Beach Street.
City staff is directed to order and install “No Parking Anytime” signs along the north
and west sides of Willow Beach Street, the west side of Dunkirk Avenue, the south side of Pershing Street (from Dunkirk to Dutch), the east side of Dutch Avenue and along the lakeside
of Candy Cove Trail.
