Traffic Safety Committee
February 16th, 2005
3:15 pm
Issues:
1. Review past year issues
No Parking Signs-Candy Cove Trail, Green Heights/Captain Jack’s area, Willows
Beach area, Tower Street, Grainwood Circle
Speeding Issues-150th Street, Toronto Avenue, Commerce Avenue, Simpkins Circle and Appaloosa Trail – Mak will put a copy of the informational
letter in the next agenda packet for review
Signal requests-Fish Point Road (several) – Signal is in County CIP for year 2012. City is working on CIP currently and will determine funding
issues.
Speed Hump requests-Red Oaks Road
Misc. sign requests (deaf child, children at play, etc.)
Police is setting up a system to track their time spent on shifts. Trying to “be
more visible”. With new system will be able to tell residents that we have been out there x number of times or that we need to add it to the list.
2. Traffic Control Video (approx.
15 min.)
Suggestion was to run the tape on local cable channel for residents.
3. Island View Homeowners Assoc.
Feels pedestrian safety is at risk. High vehicle speeds and failing
to yield to pedestrians. Wants City to create a safer neighborhood crossing.
Crosswalk violations are hard to enforce. Police will increase enforcement along Fremont. In the
past, the speed display has been used and it has been vandalized several times in the area. The ideal situation would be to educate the drivers and pedestrians of the crosswalk/pedestrian
rules. In the next few years,
there will be alternative traffic routes (north-south collector roads) that will alleviate some of the cut-through traffic.
4. Fairway Heights Court Area
Resident requesting stop
signs at the intersections of Fairway Heights Road and Jeffers Pass and at Fairway Heights Road and Fox Tail Trail.
Completed site visit and doesn’t appear that the traffic volumes
warrant the need for stop signs. We were not able to get traffic counts because of the snow fall, but will do the counts in the spring.
5. “Jake Braking” sign requests
Request
was for CR 44 and Memorial Park. The appropriate sign would be to post “vehicle noise laws enforced”. Unfortunately, the police do not have the means to enforce the noise ordinance,
so the sign would be ineffective. TSC decided not to install these signs as a City policy (consistent with the policies of Scott County and MnDOT).
Other Business/Handouts:
Wilds
Parkway (Bryan)-The old striping layout is showing through causing confusion. The City is aware of this and will be milling off the old striping in the spring.
