LAKES ADVISORY COMMITTEE MEETING MINUTES
May 21, 2013
CALL TO ORDER
The meeting was called to order at 4:00 pm. Present were LAC Vice-Chair Jasan, LAC members
Rech and Weninger, City Water Resources Engineer Young, Scott County Sheriff’s Department
Recreational Safety Deputy Todd Beck, and Prior Lake-Spring Lake Watershed District staff
member Emily Javens.
PRESENTATIONS
Scott County Sheriff’s Department: Program and Enforcement Update
Deputy Beck presented information on boating safety and enforcement on local lakes. He also
provided an activities report for the 2012 boating season. 2012 included 460 boating stops (about
400 of these on Prior Lake) including about 250 warnings and 100 citations on Prior Lake. There
has been an increase in reckless operation on the lakes. Deputy Beck also helped 27 boaters in
distress by providing a tow back to shore. The 4th of July holiday remains the busiest time on the
lake and heavy congestion is seen, especially in Candy Cove; this congestion could be dangerous
for swimmers some areas. LAC members asked questions about rock marking, safety equipment,
and boating trends.
Prior Lake-Spring Lake Watershed District Update
Emily Javens of the Prior Lake-Spring Lake Watershed District provided an update covering the
ongoing efforts of the watershed district.
Dive the Lake Update
LAC Vice-Chair Jasan provided an update on the annual Dive the Lake event hosted by the Prior
Lake Association.
OLD BUSINESS
LAC Mission Statement Taskforce
This agenda item was deferred to a future meeting . Chair Voll is the lead LAC member for this
taskforce.
Community Outreach Opportunities
Water Resources Engineer Young presented the agenda report. LAC member Weninger provided
an update on the activities of the Spring Lake Association. Presentation item only, no votes were
taken.
OTHER BUSINESS
There were no Other Business items brought before the LAC.
STAFF UPDATE
Programs and Project Updates
Water Resources Engineer Young presented the agenda report. Highlighted projects included the
CR12 wetland restoration, Welcome Avenue compensatory flood storage, and targeted
stormwater system repairs. Presentation item only, no votes were taken.

Subcommittee Reports (Civic Engagement & Communication)
This agenda item was deferred to a future meeting.

ADJOURNMENT
A motion to adjourn was made by Member Weninger and seconded by Vice-Chair Jasan. With
all in favor, the meeting adjourned at 6:05 pm.
