May 8, 2014 Meeting Minutes

Meeting called to order at 4:03 pm by Pat.
Approval of Agenda: Motion by Pat; 2nd by Woody. Approval Unanimous.

Old business:
Committee tabled discussion of the 2014 CSAC Objectives.
Discussion the issues and recommendations for individual objectives consumed the meeting time. Woody
made notes and will provide all members with a new version for discussion at the June 2014 meeting.
New business:
PLPD Officer Maureen O’Heir discussed her experiences as school liaison officer for the PLS ISD 719.
Maureen attends a regular ‘table top’ meeting with school officials and public safety personnel. Discuss
school issues to prepare local support groups for situations as may arise; helps to discuss issues early to
avoid becoming major problems. Also provides an opportunity to review policies.
Elementary students get internet training (‘digital footprint’). Middle school (8th grade) gets IPads.
Several boys were charged with criminal sexual contact. Initially consensual, but got out of control
involving other girls. Second Step program in grades 6 thru 8; involves parents to reinforce proper
behavior. DARE is still operating at Jr High.
Gang members have been painting real guns with orange tips to appear to be airsoft guns. Drugs and
alcohol use are still a problem in the schools. Theft is also an issue with cell phones.
New Prague has introduced a very secure school visitor system (RAPTOR). Savage PD provides a model
neighborhood policing approach using full time crime prevention officer.
Action: Frank Boyles has requested that CSAC focus on specific safety issues surfaced in resident survey.
Randy mentioned at close of the meeting that the PLPD staffing level is lower than staff of surrounding
cities police forces.
Meeting adjourned at 5:35 PM.
