September 11, 2014 Meeting Minutes
Attending: Pat Dougherty, Linda Ringstad, Kara Steichen, Betsy Jader, Janine Alcorn, Gina Gertner,
Woody Spitzmueller, PLPD Randy Hofstad, Mike McGuire
Absent: None
Meeting called to order at 4:05 pm by Pat.
Approval of Agenda: Motion by Gina; 2nd by Betsy. Approval Unanimous.
Approval of August Minutes: Motion by Woody,2nd by Linda. Approval Unanimous
Committee discussion with Dave Unmacht who is leading the search committee for a new Prior Lake PD
Police Chief. Chief O’Rourke plans to retire by the end of the year. CSAC member comments:
1. Dave indicated that there have been on 2 police chiefs in the cities history.
2. Proposed schedule is to post the position by end of September for 30 days; start evaluations and
interviews during Oct/Nov; and hire a new chief by the end of January.
3. Dave was asked about a probation period; he indicated there is typically none imposed on the level
of employment.
4. Final decision to hire an applicant will be made by Frank Boyles, city manager.
5. Dave stated that there are no internal candidates. Lt Hofstad stated that he was not planning to
apply for the chief’s job.
6. Dave indicated committee members are welcome to contact him with other questions or concerns:

Our new student representative, Kara Steichen, introduced herself. She is a national honor society
member, on student council and choir. She works at Fongs in Prior Lake.
Old business:
Discussed updates for the committee objectives.
Linda updated the committee on plans for the statewide substance abuse program “Know the Truth” for
MN Teen Challenge. Committee members are invited to assist at the event conducted at the high school
during evening of 2 October.
New business:
Randy updated the committee on police department plans in support of the October TZD (Toward Zero
Death) campaign. Focus next month will by seat belt compliance during period 31 October to mid
December.
Meeting adjourned at 5:30 PM.
