Approval of meeting Agenda: (Amended) Motion by Gina; 2nd by Pat. Approval Unanimous. Approval of March CSAC Minutes: Motion by Kara, 2nd by Gina. Approval Unanimous. Committee discussed revised tobacco ordinance as directed by council. CSAC view is that best practice (BMP) would be to follow other local departments and offer training by PD for local merchants related to customer screening. However, at this time the staffing level of the department is tight and will not support assignment of an officer for this task. Committee view is that Prior Lake ordinance imposed should be consistent with surrounding communities. It was the CSAC opinion that the city should model updated ordinance on Burnsville and Lakeville ordinances. Motion: To adopt Burnsville/Lakeville Tobacco Ordinances as model for Prior Lake.by Gina; 2nd by Linda. Approval Unanimous. Discussed the city and township initiative relating the revised water use rules. Some significant and controversial use changes proposed. City and township are conducting meetings for resident and user input. Woody clarified that the proposed winter speed limit changes for vehicles on the lake do not apply to snowmobiles. New business: Randy updated the committee on new police chief selection. New chief is Mark Elliot, formerly Commander in Bloomington PD. Will assume chief’s job mid April; hopefully to attend May CSAC meeting. Meeting adjourned at 5:15 PM. Motion by Linda, 2nd by Gina. Unanimous approval.
