17 September 2015 Meeting Minutes
Attending: Pat Dougherty, Betsy Jader, Woody Spitzmueller, Linda Ringstad, PLPD Randy Hofstad,

Meeting called to order at 5:05 pm by Pat.
Approval of meeting Agenda: Meeting agenda tabled as meeting was focused on CSAC review of new
city event policy.
Approval of August CSAC Minutes: Committee did not review previous mg minutes
Randy distributed the updated version of the PL city event policy, including application, insurance
requirements and draft version of the new policy.
Summary of discussion at the CSAC meeting follows:
For many events now hosted by the city, there are significant staff costs that are not reimbursed. This is
not true in all cases. For example the Rotary reimburses all city costs at the annual Music Fest which it
conducts.
Lakefront Days, co-sponsored by the city, is an example of a large event where for most part city staff
costs are not recovered. Another example of a significant event for which staff costs are not recovered is
the weekly Farmer’s Market.
St Mike’s annual Spring Fest is conducted on private property, so no event permit would be required, but
they do get liquor license and pay full hourly rate for police presence during the beer tent hours.
Recommendation: Committee view is that the policy is needed so that the city might uniformly and
consistently address event applications. Further so that these events are conducted successfully with
appropriate cost recovery for city provided services.
Edits:
For Group I classifications consider adding recovery of staff and equipment costs from co-sponsoring
organization which profit from the event. Also add language to Group I to limit co-sponsored partners to
NP’s (suggested by Ed Speiker).
For Group II remove specific NP’s noted (as list is not complete) and replace with “service groups.”

Ed Speiker, PL Chamber of Commerce Chair: Ed suggested the Group I policy be amended to limit the
classification to Non Profit partners only.
Karla Haugen; stated she and her vendors at Farmer’s Market all carry liability insurance; and further
asked that the current arrangement be grandfathered. Angie stated this would be a matter for the council to
consider.
Bruce Sutter: PL Soccer Club – asked is the policy under consideration is new. He was advised that the
policy under consideration is new.
