Present were Members Celski, Kallberg, Vice-Chair Streefland, Chair Weninger, and City Water Resources Engineer Young. OFFICER ELECTIONS: 3a. Chair of the Lakes Advisory Committee Chair Weninger opened nominations from the floor for the office of Chair of the Lakes Advisory Committee. Member Celski nominated Chair Weninger. Chair Weninger asked if there were any more nominations for Chair. There were no more nominations so Chair Weninger closed nominations. ALL THOSE IN FAVOR OF LIZ WENINGER FOR THE OFFICE OF CHAIR OF THE LAKES ADVISORY COMMITTEE SAY “AYE”. THOSE OPPOSED SAY “NO”. VOTE Celski Kallberg Shower Streefland Weninger Aye Nay Abstain Absent Liz Weninger was elected Chair of the Lakes Advisory Committee for a 1-year term. 3b. Vice-Chair of the Lakes Advisory Committee Chair Weninger opened nominations from the floor for the office of Vice-Chair of the Lakes Advisory Committee. Member Kallberg nominated Vice-Chair Streefland. Chair Weninger asked if there were any more nominations for Vice-Chair. There were no more nominations so Chair Weninger closed nominations. November 17, 2015 Lakes Advisory Committee Minutes 2 APPROVAL OF MINUTES: MOTION BY CELSKI, SECOND BY KALLBERG, TO APPROVE THE MINUTES OF THE MAY 19, 2015 LAKES ADVISORY COMMITTEE MEETING. VOTE Celski Kallberg Shower Streefland Weninger Aye Nay Abstain Absent The motion carried 4-0. HEARINGS: NONE OLD BUSINESS: 6a. Community Outreach Opportunities Young: Presented the staff report for the agenda item. Weninger: Volunteered to remain the liaison to the Spring Lake Association. Noted that Dan Shower is the Prior Lake Association liaison. Kallberg: Confirmed that he would remain the liaison the Prior Lake -Spring Lake Watershed District (PLSLWD) Citizen Advisory Committee (CAC). The CAC has been attempting to organize a joint CAC/LAC sponsored storm drain stenciling event; will inquire at a future CAC meeting. Would like to see the LAC purchase a canopy and a table for community and volunteer events. Streefland: Noted that he may be able to organize a group of Cub Scouts to help with storm drain stenciling. Young: Provided information on the City’s storm drain stenciling program. Groups often find this to be an excellent volunteer opportunity. Instructions and all materials are available from the City. Weninger: Would like to see a continued focus on activities such as Lakefront Days and the Neighborhood Park Parties. The LAC needs to come up with creative outreach ideas. Celski: Suggested providing a new game for kids to attract more visitors during events. Should be larger to attract attention. Plan for 2016 events early in season. Annual advisory committee report to the city council Young: Presented the staff report for the agenda item. Looking for approval of the items to be presented to the council. The meeting will be held on Monday, November 23, 2015, at 5:00 pm in the Parkview Community Room at City Hall. Kallberg: Will attend the meeting. Weninger: Volunteered to attend the meeting and present the information. MOTION BY KALLBERG, SECOND BY CELSKI, TO APPROVE THE PRESENTATION ITEMS FOR THE ANNUAL ADVISORY COMMITTEE REPORT AS WRITTEN. VOTE Celski Kallberg Shower Streefland Weninger Aye Nay Abstain Absent The motion carried 4-0. 7b. 2016 LAC draft meeting schedule Young: Presented the staff report for the agenda item. Weninger: Would like to see at least one meeting shown on the City’s cable channel. This would be to show the annual Sheriff’s Office update on safety and enforcement. Young: LAC meetings are no longer taped but it may be possible to record a separate show for the channel. Will investigate this with the City’s new communications coordinator. Presentation item only; no vote was taken. ANNOUNCEMENTS / CORRESPONDENCE Weninger: Requested an update on the flood study. Kallberg: Has no new information. Young: Provided an update on the ongoing Prior Lake Stormwater Management & Flood Mitigation Study. This is a joint project of the PLSLWD and the City of Prior Lake. The lead engineer for the study (Barr Engineering) has completed a model to simulate how the lake system reacts to different scenarios and return periods. Barr has updated a matrix of options to the Technical Advisory Committee (TAC) for the project (Young is a member of the TAC). All of the options will require significant resources and effort, underscoring the fact that there is rarely a simple or November 17, 2015 Lakes Advisory Committee Minutes 4 cheap solution to large-scale flooding or water quality issues. A final report and implementation plan will be prepared as a part of this project. Kallberg: Asked for a status update on the Water Surface Use Management (WSUM) task force. Young: The WSUM task force, made up of citizens representing various lake interest groups, held 7 meetings between August and October. No additional meetings are currently scheduled. The next step is for the task force members to approve an updated draft ordinance and provide updated information to the City Council and Spring Lake Township Board. Staff will be meeting with Todd Beck of the Scott County Sheriff’s Office to finalize recommendations relating to enforcement. Young: Encouraged LAC members to attend the upcoming Metro Summit for Lake and River Groups on December 1st in Hopkins. LAC members have attended this event in the past. Kallberg: Provided an update on the PLSLWD’s project to tag and track carp in Spring, Upper, and Lower Prior Lakes. A few carp in each lake will be captured, tagged , and released on a 3-year cycle. The tagged carp should help commercial fishing operations locate carp schools as well as indicating spawning areas. ADJOURNMENT: Weninger: If there is no objection, the meeting will now adjourn.
