Committee reviewed this item with
input from the property owners within
Candy Cove Trail. Candy Cove does
get a lot of traffic and parking during a
number of events (football, tennis,
lacrosse, dance, softball, etc). On
street parkng is needed for these
events and the street was built wider
for this purpose. Committee felt
speeding was an issue but traffic
volumes is within range for a
residential street. Committee will
continue to monitor the area.

TH 13 to Fairlawn Shores (and
use larger signs).

Verify with police
department for
enforcement issues.
No additional signs are needed and
area towards TH 13 is an enforcement
issue.
Update 6/10/16: Spoke to Mr. Shafer.
There was a misunderstanding
regarding the request. He would like
the Committee to review No Parking
signs on lake side of Fish Point Road.
He feels additional signage is needed
for enforcement. Currently No
Parking This Side are installed but
there may be some areas where
additional signs may be needed. This
should be reviewed by Police and
Public Works to ensure enforceability
of signs.

Requesting crosswalk at Kwik

Credit River Road off 170th
Street and turning from Fish
Point heading East. Also add
speed limit on westbound prior
to entering residential area?

area east of Markley Lake Drive.

bound lane and 45 mph for west

regarding designation of street
section (would not meet urban
district classification). Will need
to request speed study be
performed by Mn/DOT to post
per 85th percentile speeds.

Committee directed staff to discuss

Requesting "Deaf Child" sign.
Son had meningitis and lost
hearing.
6/1/2016 Request denied
Will need to revise TSAC
policy to address these
type of signs.
Committee reviewed the MMUTCD
regarding these types of signs. The
manual discourages installation of
these signs as studies have shown
these signs to be ineffective. They
also provide a false sense of security.
Update 6/10/16: Staff spoke to Ms
Spaulding regarding the Committee's
recommendation. Suggested that she
obtain either a sign she can install on
private property or the neon child
signs that she can place out on the
boulevard area and remove once the
child is not playing outdoors.
Explained to her that signs that stay
out 24/7 become the landscape and
drivers will ignore these signs.
Review traffic calming
recommendations of the
Stemmer Ridge Road Work
Group
6/1/2016 Provided recommendation
The Committee reviewed the options,
exhibits, and tables that were also
reviewed by the Stemmer Ridge Road
Workgroup. After review and
discusion, the Committee
recommended a phased approach to
implementation of the traffic calming
items discussed. They recommend
installation of the display signs and
striping first. Recommend ongoing
monitoring and evaluate bumpouts if
needed. They did not recommend
installing bumpouts at this time or
installation of the median. Additional
information is available in agenda
report written by City Engineer for
worksession on June 13, 2016.

Review Green Hts Trail parking
and traffic related to Charlies
Port on Prior. I live on Willow
Ln SW. I am wondering, what
is the plan to control traffic this
summer around Charlie's?
Cars are parked on both
streets - Dunkirk and Ramsey.
You can't even drive up/down
those streets. It is only going to
get worse. There seems to be
no traffic control.

(hydrant side) of Spring Avenue.

Committee reviewed the area as well
as traffic study. Speed study shows
85th percentile in the mid-20 mph and
traffic volumes in the 650 AADT prior
to Charlies. Although the Committee
sees there are isues, this area is a
tough area for parking. This area is
also up for reconstruction and staff
could evaluate ways to help with
parking as well as pedestrian
movements. Owner of Charlies was in
attendance at the meeting. He did
discuss use of shuttle for larger
events.

Intersection of CR 21 and
Adelmann St. Large trucks are
not able to make turn from CR
21 onto Adelmann without
driving over curb or
encroaching onto other lanes
on Adelmann. Adelmann
currently has dedicated left and
right turn lanes.

turn lanes
Committee had concern regarding the
stacking of cars if there was just one
lane versus dedicated turn lanes. PW
Director has experienced waits for turn
movements and had concerns if
vehicles turning right had to wait for
left turn movements.

Committee recommends that the
centerline striping be put back per
what was existing. Feels this section
should match Northwood striping (has
centerline strip) and also feels it is a
safety issue as the lanes are narrowed
due to shoulder striping. Striping the
centerline will help delineation of travel
lanes. Studies are inconclusive as to
whether striping helps with traffic
calming.

Request review of speed limit
signs heading west on County
Road 21 from West Avenue to
Quincy Avenue. 35 MPH to 30
MPH(advisory sign?) to 35
MPH.

Committee feels this is an education
issue, as 30 MPH is an advisory sign,
not a speed limit sign. Requestee was
in attendance at the meeting. County
will evaluate curve advisory sign to
see if it is necessary.
