The nine-member task force reviewed the 1996 ordinance and provided recommendations to Prior Lake and Spring Lake officials. It was discovered in group discussions that with changes to the ordinance, combined with a general lack of knowledge of the rules among boaters using the lakes, education should be an important part of this process. After the ordinance update was approved by Prior Lake and Spring Lake, an Education Task Force was created. Collectively this group, made up of various stakeholders, will determine the best ways of implementing this communications plan. GOAL Increase ordinance compliance and safety through education. Education should make people aware that the purpose of the ordinance is to promote the public’s use and enjoyment of the lakes as well as promote and protect the safety of users and shoreline property. OBJECTIVES Educate lake users and homeowners about ordinance update and help them realize this is for the good of all users and environment:  Make people aware there are changes to the ordinance  Two major changes in safety rules: towing & night time speed is now ½ hour after dusk  Spring Lake now has enforceable restrictions  Encourage Harmonization o Balance between the various uses of the lakes o Balance between all uses and shoreline property  Try to get Prior Lake Association to encourage compliance similar to snowmobile club. They could start and maintain a buoy program for residents. KEY MESSAGES Why is there an ordinance and how does it affect me? The ordinance is not just to penalize people. It helps keep people, property and the environment safe. Unlawful actions may damage the lake, shoreline property or put other users at risk of injury. Spring Lake has never had any regulations. Changes to the Water Surface Use Management Ordinance: There are several changes residents should look for in the updated ordinance:  Towing Restrictions. A. You can now tow in the 150’ no wake zone if you are landing a person on water skis, wakeboards, kneeboards, or barefoot by the most direct and safe route to open water or shore. B. No Towing within a marked slow no wake zone (ex: Wagon Bridge, Candy Cove)  Nigh time speed reduced to 20 mph ½ hour after sunset  New restrictions on Spring Lake  Unlawful use of the lake will hurt the shoreline AUDIENCES  Users of the lakes o Homeowners on the lakes o Public access patrons o Rental business patrons STRATEGIES AND TACTICS Educate and create awareness through:  Signs at boat launch. o Use pictograms for simplicity o Color coded signs o Work with DNR, they may even make them for us o Magnetic piece that could be changed out. Pictures of people boating. This would grab people attention to the sign. Also could be used for high water warning.  Reference Buoys  Advertising in SW Publications: PL American, Big Fish Life Style Magazine, Summer Fun, Boost Facebook  Newsletter story  Newspaper story – Scott Scene and PL American  Social media – Facebook + Twitter + link to website factsheet instead of ordinance + maybe YouTube video  Associations (Casey has Homeowners list)  Knotty Oar Marina, Charlies and bait shops. Put the banner in different locations throughout the summer Maintain good communication with partnering associations, groups, and businesses to ensure that awareness of the updated ordinance is being promoted. Meet with new Water Patrol Officer and bring him up to speed. Task force works on possible giveaways to purchase, flyer for spring, layout of laminated fishing map and ordinance. Compile a list of social media outlets to watch and make sure the updated ordinance is everywhere, complete, and correct. Work with associations and businesses to get the information on their social media and all communications with their customers and residents.
