HomeMy WebLinkAbout07 26 2016 EDAC minutes 1 4646 Dakota Street SE Prior Lake, MN 55372 CITY OF PRIOR LAKE, MINNESOTA ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MEETING MINUTES – July 25, 2016 1. Call to Order The meeting was called to order at 7:33 a.m. in the Parkview Community Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Kim Prchal, Jim Mahoney, Stephanie Carroll and Marie Voreis. Members absent: Wade Larson, Bill Henry, Thane Tande, Luke Brazier, Trisha Rosenfeld, Chamber Liaison Sandi Fleck and EDA Liaison Michele Choudek. Staff present: Dan Rogness and Casey McCabe. 2. Approval of Meeting Minutes a. June 27, 2016 MOTION BY PRCHAL and SECOND BY VOREIS to approve the June 27, 2016 meeting minutes. Motion adopted unanimously. 3. Old Business a. EDAC Commercial Area Liaison Discussion EDAC Members: discussed recent Commercial Area Liaison visits. Mahoney: commented on the difficulty of contacting the business owner during visits opposed to employees. Mr. Mahoney said most businesses had no complaints other than one business commented about the desire for a mailbox instead of a PO box and another commented on the stoplight signal timing at the Main Avenue/Hwy 13 intersection. Voreis: offered to take assist Ms. Carroll with the Village Commerce / South Lake Village area since Ms. Byers has resigned from the EDAC and Mr. Mahoney had a good handle on the Gateway area. Erbaugh, Prchal and Voreis will schedule a time to discuss liaison visits. b. EDAC Social Media Strategies McCabe: stated he spoke with the City’s Communications Coordinator and there was not support to use city social media resources to promote individual businesses. Mr. McCabe added there was support to promote grand opening / ribbon cutting events, new businesses, developments which receive city assistance, etc.; however, the city is leery of promoting one business’ story over another. EDAC Members: discussed social media strategies and felt a discussion with the Chamber of Commerce first, followed by the Prior Lake American, may be most appropriate since both of these organizations provide business promotion. The discussion will focus on how can the EDAC assist in promotion of existing businesses. 4. New Business a. Prior Lake Business Pages McCabe: presented draft articles for the summer 2016 issue of the Prior Lake Business Pages e- newsletter. Proposed articles included:  Economic Gardening in Scott County  Prior Lake Business Mixer Action Item Update  Prior Lake Residential Building Activity  And links to: o Pizza Dough Maker Moving to Prior Lake o Livability: Scott County, MN Magazine o Mystic Lake Center o Lakefront Days, August 4, 5 & 6, 2016 Board Members: also suggested articles related to:  Open to Business, highlighting the new Business Development Manager and local statistics  EDAC Business Visit Summary Staff will finalize the Prior Lake Business Pages with a targeted circulation date in July 2016. b. Downtown Development Guide Update Rogness: presented the updated Downtown Development Guide map prepared by the EDA. Mr. Rogness explained that this map is an update to a 2000 plan approved by the City Council. The three plans reviewed by the committee included the original 2000 redevelopment plan, a plan showing what proposed projects had been completed and a plan showing what proposed projects could still be completed. Board Members: reviewed and provided initial comments on the plan, including potentially showing the commercial property along CH21 to the west of downtown. EDAC Members: should review the map and be prepared to provide comments at the August committee meeting. 5. Other Business a. EDA Meeting Update Rogness: provided an update of the July 18th EDA meeting related to the following items:  EDA 2016 Revenue & Expenditure Report (6/30/16)  EDAC Commercial Liaison Mid-Year Report  Downtown Development Guide Update – Draft #1  Preliminary 2017 EDA Budget – Draft #2  Versatile Vehicles TIF and Revolving Loan Fund Requests b. Staff Update None. c. Residential and Commercial Activity Update EDAC Members: reviewed the residential and commercial activity update as of June 30, 2016. d. Member Ideas/Recommendations Voreis: commented on the need for additional businesses on the lake. Carroll: commented on the need for streetlights along Hwy 13 near Versatile Vehicles. 6. Next Meeting Date. EDAC members recommended moving the meeting date from the 4th Monday to the 4th Thursday of every month to increase attendance. The meeting location will be moved back to the Wagon Bridge conference room. EDAC members directed staff to send an email to all members notifying them of the meeting date change to determine if there are any major conflicts. The next regular meeting of the EDAC will be on Thursday, August 25, 2016 at 7:30 a.m. . 7. Adjourn. MOTION BY PRCHAL and SECOND BY MAHONEY to adjourn the meeting. Motion adopted unanimously.
