SECOND CONSIDERATION OF SAND POINT BEACH
ACCESS PLANS AND AGREEMENT

This item is on the agenda for the purpose of
discussion and re-consideration of the Sand
Point Beach Access plans and Agreement. The
City Council wanted staff to look into the
feasibility of an alternative access road for
Sand Point Beach.
Staff has researched an alternative
proposal for an access to Sand Point Beach
without using the DNR access. Engineering
staff has verified that an access may be
placed on the curve given an unobstructed
sight-line of 500 feet. In order to achieve
that location, the entrance road for Sand
Point Beach would be located 350 feet north of
the proposed public access entrance.
Costs incurred for relocating
that point are as follows:
Regrading of pond
Class V for road
Paving entrance road
Extending Storm Sewer

Depending on which alternative the Council
selects, there mayor may not be a budget
impact. If the Council wants to change the
entrance point for Sand Point Beach, the
estimated cost is $18,700. If the Council
decided to proceed with the new entrance, the
moner would have to be allocated from the 1989
Contlngency Fund. To date, approximately
$85,000 from the Contingency Fund remains to
be expended.

There are two alternatives to this proposal:
1. The Council can approve the plans and
agreement as submitted and direct staff to
monitor the congestion at the existing
access for one year to determine if another
entrance is preferable for Sand Point
Beach.
2. The Council can approve
agreement with changes

Staff would recommend alternative '1, to have
the plans and agreement approved and have
staff monitor the site for one year and bring
the study back to the Council for review.
Either alternative is acceptable, however, the
most important thing to staff is that the
project receive approval so the DNR can
proceed with their bid process. Also, please
note the map of Sand Point Beach Park
attached to your agenda.
A motion to approve Alternative #1 would be in
order. Actually, there should be a motion
approving the plan, with contingencies, and a
separate motion approving the Agreement, with
the changes.
