Those present were Tony Anderson, Doug Berens, Pat Heaney, Art Schoot, Dan Wehrs, Kathy Smith, Fiona Keel, Program Specialist and Bill Mangan, Director of Parks and Recreation. Kathe Abrams, Mike Babcock, Ron Ceminsky, Bill Hansen were not present. The minutes from the April 17, 1991 meeting will be reviewed and approved at the July meeting. Members were given the Preliminary Report and Estimate of Cost Report for project No. 91-14 for Bikeway, Bridge, Lighting and Appurtenant work. Bill Mangan indicated that the Committee needs to make recommendations based upon the feasibility report and these recommendations will be taken to the Council on Monday, July 1 along with the method of funding (General Fund balance usage). Bill Mangan reviewed the Report as follows: I. The Engineering De~artment took the Parks Advisory Committee proposal from the Aprl1 meeting for Lakefront Park, the lighting of the trail and the loop in Lakefront Park, and Franklin Trail from County Road 44 south to Highway 13 and County Road 44 north to Highway 13 and broke the costs out to give the Committee an idea of what is happening. II. & III. The Engineering Department took the location of the project as listed on the maps and then did a description of the work. The description is broken into two areas; 1) Lakefront Park trails which would include the parks staff doing the cleaning & grubbing to get ready for the base; no surveying involved and, 2) Franklin Trail will include some survey work and easement costs in order to get an 8 foot trail in. Surveying work will be done by the Engineering staff. Bill Mangan indicated that cost estimates that were given in March and April for trails 8 feet wide with a 1 foot shoulder on each side were somewhere from $7.50 a lineal foot up to $12.00 a lineal foot depending upon where we went and how we did. According to a more recent preliminary cost estimate, the base on the asphalt for Lakefront Park and Franklin Trail would be $5.10 a lineal foot; approximately $2.50 under original estimate. Lakefront Park would take about two thousand ton of asphalt and contractor felt we may even get a better break once we included the Franklin Trail area. It looks like we're well within the framework of what was discussed. IV. The Length of the Project is approximately 11,000 lineal feet from County 21 and including Lakefront Park and approximately 6100 lineal feet in the Franklin Trail area. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230/ Fax (612) 447-4245 An Equal Opportunity/Affirmative Action Employer The brid~e included approximately a 205 lineal foot span which was cons1derably more than was anticipated and almost 3500 lineal feet of trail that would be lighted in Lakefront Park. These costs have been broken down in the report. Some discussion continued regarding the lighting. Discussion followed comparing asphalt and concrete. Bill indicated that a 5 foot concrete sidewalk and an 8 foot asphalt sidewalk are comparable in cost. Concrete lasts forever and asphalt needs sealcoating and restriping. Sealcoating would have to be done 2 years after the original project and 5-7 years thereafter. IV. Feasibility. Was discussed briefly. VI. Estimated Cost. The estimated costs were reviewed. The total estimated project cost for Lakefront which includes the bridge and lighting was $351,000 and the total estimated project cost for Franklin Trail is $96,000. Bill felt that the Committee should look at the top priority from the last meeting, that being Lakefront Park and Franklin Trail (from 44 to 13 and/or 44 to 21). Bill then reviewed the detailed breakdown of estimated costs. The estimates include a 10% contingency (cost overrun) and a 15% engineering fee. Our Engineering Dept. will be doing all the work (plans, designs, specifications & supervision). They charge back projects to cover their costs. Bill indicated that he will recommend that the 15% engineering fee be absorbed in-house as part of the administrative costs. Also, in Lakefront Park and along Franklin Trail there's an additional $31,000.00 in work in which approximately $20,000.00 could be done through the parks staff. The Committee felt that the money should be put into trails rather than lighting or the bridge. We are assured of $125,000 to $150,000 general fund balance. With this amount, trails in Lakefront Park and trails from Highway 13 South to Highway 13 along Franklin Trail could be done. It will take 30 days to prepare the plans and specs. If approval is given July 1st, plans will be started immediately and it will take until August 1st for the plans to be completed. The project would then be advertised and bidding would be done September 1st for construction prior to October 15th. The Committee were in agreement that they should recommend bidding the entire trail project rather than only parts of it. DAN WEHRS MADE A MOTION THAT THE PARKS ADVISORY COMMITTEE RECOMMEND TO THE CITY COUNCIL OF PRIOR LAKE THAT BIDS WILL BE LET OUT FOR THE BITUMINOUS SURFACED TRAILS AT LAKE FRONT PARK EXCLUDING THE BRIDGE AND LIGHTING AND THAT BIDS BE LET OUT FOR FRANKLIN TRAIL; THE BITUMINOUS SURFACED TRAIL FROM HIGHWAY 13 TO COUNTY ROAD 21, THE BITUMINOUS SURFACED TRAIL FROM COUNTY ROAD 21 TO COUNTY ROAD 44 AND THE BITUMINOUS SURFACED TRAIL FROM COUNTY ROAD 44 TO HIGHWAY 13. -- ..., ~ ._-~ .--..-.".... ...,.....---....- ..' 1ft TONY ANDERSON SECONDED THE MOTION. MOTION CARRIED. Bill indicated that the City Council will direct the Engineering staff to prepare plans and s~ecifications for Project 91-14. The Engineering staff will do thlS and present these to the City Council and recommend a bid date. Art Schoot asked if the Engineering staff could look at implementing a pedestrian bridge in Lakefront Park. Bill will investi9ate this and bring back cost estimates for an 8 foot wide pedestrlan bridge at the next meeting in July. Pat Heaney was wondering if a group such as the Lions Club could donate to the lighting of the trails. Art Schoot suggested that someone might like to donate to the bridge also if it came in at a reasonable cost. Pat Heaney indicated that he felt strongly about clearly stating our project through the newspaper indicated where Engineering & Parks staff have saved money; the benefit to the nursery, etc. Art Schoot felt that this might be a little premature and that we should wait until the trails are actually in. Bill Mangan felt that it would be better if this came from the Mayor and Councilor City Manager rather than the Parks Department. He indicated that the newspaper was invited on the Park Tour on Monday, June 17th but there was no representation from them. He received a lot of favorable recognition from the City Council regardin9 the work done at the parks but the paper is unaware of any of thlS. Bill discussed the "Meet in the Park" activities bein9 held on Saturday, June 22nd and Saturday, June 29th at the var10US parks. He indicated that he would like to see the Parks Advisory members represented from their parks. The Fire Department, Police Department (DARE program), Centennial Committee, and Parks & . Recreation committee will be represented for each one hour program. Flyers will be distributed to the neighborhood families through the Parks Summer Playground program. The District #4 Hershey Track & Field Meet will be held on Saturday, June 29th for 9-14 year olds at the Prior Lake Senior High Track. This Meet is being co-hosted by the Prior Lake and Shakopee Parks & Recreation Departments. Fiona Keel, Parks Program Specialist, reviewed the Summer Program with the Parks Advisory Committee members. She indicated that, at present, we have 220 kids enrolled in the summer playground pro~ram and the Tot Lot program is full. She reviewed the other actlvities offered such as The No Fail Fishing Trip, The Minnesota River Boat Trip, Tennis Lessons of which evening lessons are being offered this year. The Wave Pool trip and Skateville trip are being offered as late summer activities for the youth. Daycamp has been popular; The Red Camp (kids 6-8 years old) is full for both sessions and the Blue Camp (kids 9-12 years old) is filling up also. For the tots, a Visit to the Fire Station was offered and is now full. Bill informed the committee that new space is needed for the dance & tumbling program. He plans to make recommendations to the Council at the July 15th meeting. At present, the space previousl~ occupied by Tina's Treasures at Priordale Mall seems to be a l~kely spot. It was suggested that the Parks Advisory Committee have a parade entry in the Centennial Parade in August. Art Schoot suggested that something .be handed out such as "Tree City" stickers. Bill Mangan will be promotional material to the July meeting and ideas can be discussed by the Committee at that time. The Parks Advisory Committee met on June 19 to review the feasibility report and prepare their recommendation. The Parks Advisory Committee has been meeting for three months in order to plan for prioritized park improvements. The first priority of the Parks Advisory Committee (PAC) was to begin the trail segment connecting the high school to Highway 13 along C.R. 44. When staff found out that C.R. 44 was scheduled for reconstruction in 1993, the PAC then decided to wait on that segment until the road was reconstructed. The PAC then recommended a feasibility study for trails in Lake front Park for this year including a trail from C.R. 44 south to Highway 13. The Engineering plans and drawings were done "in house" to maximize dollars and the feasibility study was presented at the meeting of June 17. The City Council referred the feasibility study back to the PAC for their review. At their meeting of June 19, the PAC reviewed and discussed the following items from the feasibility study: 1. Trail construction, a bridge, and trail lighting costs of $351,000 for Lakefront Park. 2. Trail construction costs of $96,000 for Franklin Trail from Highway 13 south to Highway 13. The PAC discussed the breakdown of the figures as presented. The discussion focused on getting the greatest length of trails constructed rather than spending money on a bridge or trail lighting. As a result of this discussion, the following motion was passed as the PAC recommendation: THAT THE PARKS ADVISORY COMMITTEE RECOMMEND TO THE CITY COUNCIL OF PRIOR LAKE THAT PLANS AND SPECIFICATIONS BE PREPARED FOR PROJECT 91-14 EXCLUDING TRAIL LIGHTING AND BRIDGE CONSTRUCTION. THIS WOULD BE THE PAVING OF ASPHALT TRAILS FROM C.R. 21 TO LAKE FRONT PARK AND C.R. 39 FROM HIGHWAY 13 SOUTH TO HIGHWAY 13. THE MOTION PASSED 6-0. The Parks Department staff restoration and sodding which enough money to bring the project $150,000 budgeted amount. Staff then met to discuss financing of this project and several items were discussed: would would within do save the 1. How would the City finance the project; 2. What would the construction timeframe be; 3. What can city staff do "in-house" to bring the project within the dollars targeted; After considerable discussion, it is recommended by staff to break the project into two sections-I) Lakefront Park to be done in 1991, and 2) Franklin Trail to be done in 1992. The rational behind this decision is two-fold; First, with the recent budget constraints, staff feels more comfortable spreading the expenditures over two years. The money will come from the General Fund Balance and it would be prudent to be conservative at this time and do the project over two fiscal years, and; Second, Franklin Trail will require a considerable amount of survering and site preparation work in additlon to informational meetings that Staff would recommend conducting. The engineering staff can prepare the plans over the winter rather than rush the project this year and try to beat the frost. '.'....--i As a result of this discussion, staff would recommend that plans and specifications be prepared for the Lakefront Park trail segment yet this year and that the Franklin Trail plans and specifications be prepared during the winter months for construction in 1992. Both trail segments would be funded from the General Fund Balance at an estimated cost of $75,000 for each segment. This project in its entirety is be $150,000. The project would of the General Fund with $75,000 1991 and $75,000 allocated Lakefront Park would be completed Franklin Trail (from Highway 13 to would be constructed in 1992. estimated to be funded out allocated for for 1992. in 1991 and Highway 13) The General Fund Balance is currently $1,496,358. This expenditure of $150,000 would leave a balance (without any further adjustments) of $1,346,358 as of December 31, 1992. This balance will still be sufficient to meet our cash flow needs and provide a reserve fund for emergency purposes. Staff will discuss this further at the meeting. The alternatives are as follows: 1. Accept the Parks Advisory Committee recommendation and fund the project over two years as recommended by staff; 2. Accept the Parks recommendation and yet this year; 3. Table the project until an alternative funding source is identified; Advisory Committee do the entire project Staff would recommend Alternative #1, accept the recommendation of the Parks Advisory Committee and staff and proceed with the trail construction in Lakefront Park in 1991 and Franklin Trail in 1992. A motion is in order to direct staff to prepare plans and specifications for Project 91-14, construction of asphalt trails for Lakefront Park and Franklin Trail with the project to be funded from the General Fund with a transfer to the Park Dedication Fund in the amount of $75,000 in 1991 and $75,000 in 1992.
