FEBRUARY 7, 1991
Just a reminder that the Hennepin County Parks will be at our
next meeting on Wednesday, February 13th at 7:00 p.m. in the
Council Chambers of City Hall to make a presentation on the Scott
County Regional Trail corridor.
Don King, landscape architect for Hennepin Parks, will make a
presentation on the aC9uisition and development of this trail
from Cleary Lake to the Mlnnesota River.
This meeting should be a very informational one and I encourage
all of you to attend if at all possible. Please call to confirm
your attendance.

JUNE MEETINGS AND SCHEDULE
JUNE 12, 1991
Please note the followin9 times and dates for June re9arding
the Parks Advisory Commlttee schedule. I realize that thlS is a
very busy schedule, however, there is a lot of work that needs to
be completed in order to continue on certain deadlines.
MONDAY, JUNE 17, Joint PAC and City Council picnic and park
tour. There will be a picnic at Memorial Park
@ 5:00 P.M. This will be followed by a park
tour and then back to City Hall for the
Council meeting at 7:30. The Trail
Feasibility report will be presented to the
Council for the first time. This will be
referred back to the PAC for their
recommendations to be brought back to the
Council at their meeting on July 1st. I WOULD
LIKE TO HAVE ALL OF THE MEMBERS AT THIS
MEETING BECAUSE OF THE JOINT TOUR! If we
don't have a quorum, then it will be just a
City Council tour.
WEDNESDAY, JUNE 19 PAC meetin9 to make recommendations based on
the feasibllity report. This meeting is very
important as it will establish the work plan
for construction this year! WE NEED
EVERYONE'S INPUT! THIS IS WHAT WE HAVE BEEN
WORKING SO HARD ON!
SATURDAY, JUNE 22 First "MEET-IN-THE-PARK". Please see attached
flyer for locations and times.
SATURDAY, JUNE 29 Second "MEET-IN-THE-PARK". Check the flyer
for the locations and times.
While I realize that this is an aggressive schedule, we really
do need everyone to participate fully. For the "MEET-IN-THE-
PARK", perhaps you could plan on participating at least on that
day when your specific neighborhood is scheduled.

The meeting on Wednesday, June 19, is critical because we
will be establishing the work plan for this year for trail
construction. the feasibility report is broken down well enough
so that we will be able to separate out segments of the trail for
construction. BUT-we have to bring our recommendation back to
the Council on July 1 so that we can bid the construction for
1991! So your attendance is very necessary at this meeting.
For the joint Park Tour this Monday, June 17, it would be
extremely embarrassing to have a joint meeting and not have the
PAC there. This is an opportunity to share our ideas with the
City Council and generate support for our park system. As I
mentioned previously, if we can't get a quorum for the tour, then
it will become just a Council tour and a tremendous opportunity
will have been lost.
So there you have it! I really appreciate all of your hard
work to date but some very exciting times lie ahead! We need you
now more than ever before because now we start getting into what
we are all about---CREATING A PARK SYSTEM FOR THE CITY OF PRIOR
LAKE! I look forward to working with all of you and seeing you
at these coming events.

PAC MEETING TO CONDUCT A PUBLIC HEARING
August 20, 1991
Due to a whirlwind schedule to try to research a project that
recently came up, I inadvertentlr did not send out a letter of
explanation to you before a PubllC Hearing Notice came out in the
paper. I apologize to you for this, however please read this
memo carefully to get an understanding of what is going on.
On July 20, 1991, Horst Graser, City Planner, received a
letter of intent from Mr. William McDonald, owner of the 2 acre
parcel next to the Wagon Bridge. The letter of intent spelled
out an offer in which Mr. McDonald would be willing to sell the
property to the City of Prior Lake. Two years ago, Mr. McDonald
also offered the property to the City for $300,000 in which the
City Council promptly denied because of the lack of funds. with
this current letter of intent, Mr. McDonald is offering the
property to the City under the following terms:
$25,000 down payment
Contract for Deed @ 10% interest
$100,000 Gift to the City
Total sale price of $245,000
$120,000
for 10 years
I met with Dave Unmacht and Horst Graser to decide how we
would approach this latest offer. It was decided that I would
look into the availability of grant funds, Horst would look into
private funds, and we would meet to decide how to approach Mr.
McDonald.
I found out that there are grant funds available, however,
the deadline for applications is September 1. In this timeframe,
I have to get a Resolution passed by the Council to apply for the
funds and also conduct a Public Hearing to receive public input
as to whether the City should apply for a grant. I received this
information on Wednesday, August 14, after a meeting with the
State Department of Trade and Economic Development.
Dave was on vacation, so I met immediately with Kay
Schmudlach, Assistant City Manager, and we decided to put the
Resolution on the Council agenda for Monday, August 19; submit a
Public Hearing Notice to the paper for August 29 to have the PAC
conduct the Public Hearing; thus all of the requirements by the
State would be met to be able to apply for the grant. THIS DOES
NOT MEAN THAT WE HAVE TO PURCHASE THE PROPERTY---THAT DECISION

CAN BE MADE DEPENDING ON THE SUCCESS OF THE GRANT APPLICATION.
After those requirements were met, I immediately began the
process of filling out the application. There are land
appraisals that have to be completed, drawings need to be done,
plans completed, funding methods approved, etc. In all of this
chaos, I thought that I would see how the Council reacted Monday
evening and then either cancel the Public Hearing or inform the
PAC that we would have a meeting to conduct a Public Hearin~.
That is the reason for this memo---to inform you that the Counc11
passed the Resolution supporting the submittal of a grant
application.
Here is how the grant process works:
1. Prepare the grant application for submittal on August 30
(September 1 is a Sunday);
2. Inform Mr. McDonald that the City is seeking Grant Funds
to assist in the purchase;
3. If successful, the City of Prior Lake could receive 50%
of the grant application ($300,000 acquisition and
development) or $150,000 which would be applied to the
purchase of the property;
4. Mr. McDonald's contribution can be used by the City as an
"in-kind" contribution meaning that the City's cost of
acquiring and developing this property would be $50,000.
with the new bridge going in, that parcel of land is
invaluable to the Park System. It is the geographic center of
the community, it is located on a County Trail, and there is
historical significance to the property (Grainwood Crossing).
So that is the history of what has been happening in less
than a week---it has been a whirlwind pace. The Public Hearir.g
is scheduled for Thursday, August 29, at 7:00 P.M. in the Counc~l
Chambers. Please mark your calendars for this Special Meeting.
I do not anticipate a lot of people at this meeting. I would be
very surprised if anyone would show up which is normal for a
public hearing. Please remember that we are not conducting a
Public Hearing to purchase this property---the Hearing is to
receive public input for making an application to apply for grant
funding, and the Citr Council has already passed a Resolution
supporting the applicatlon.
I apologize for not getting this to you earlier. If you have
any questions or need clarification on any of this, please call
me at the office to have your questions answered.

RE: Update on the status of the McDonald property Grant
Application.
On August 29, 1991 the Parks Advisory Committee conducted a
public hearing on the acquisition and development of the
McDonald property for park purposes. Enclosed is a copy of the
minutes of the public hearing.
Based on the public hearing, a decision was made by staff to
remove the development of the William McDonald property from the
grant application. Most of the conversation at the public
hearing centered around the future use of the property if
accepted into the park s~stem. Various recommendations and input
were provided by the resldents. Based on citizen input, it is
premature to base a grant application on a future design.
The important point at this time is to retain flexibility for
acquisition through the grant process. Development of the
property can come over time when other decisions have been made.
According to Parks and Recreation Director, Bill Mangan, the
following time frame is relevant to the grant process:
1. State officials will conduct a site review with
City officials in October.
2.
By December 1, the

3. By February 1, 1992, the official notice of Award
of Funding is made.

It is important that both the Parks Advisory Committee and the
City Council continue to discuss the decision to include this
property in the municipal park system. I think it is important
that a recommendation from the PAC and a decision br the Council
be made prior to receipt of the grant award. A declsion should
be based on this property and its value to the future of the
communitr as opposed to the success or failure of the grant
applicatlon. Obviously, if a grant application is not successful
our decision, if we wanted to proceed, is subject to change.

RE: City Council Adoption of Resolution 91-37
On Tuesdar, se~tember 3, the City Council awarded the Lakefront
Park trall bld to Prior Lake Blacktop. The total base and
alternate bid was $69,690.25. As you can see from the attached
Resolution, the bids varied greatly. Because the total bid w~s
under $75,000.00 the City Council approved trail construction to
include all of Lakefront Park and from Lakefront Park to the old
maintenance garage (just past the Kop property).
The trail connection from the old maintenance garage to Dakota
Avenue was discussed as well. A decision was made to retain t~e
connection to C.R. 21 as a vital link in the trail syste$,
however, due to the potential for a downtown improvement proje~t
and the estimated cost of $14,000 for this connection, t~e
decision to implement this portion of the trail was delaye~.
Consideration will be given to implement this connection in
either the 1992 trail construction or during the downtown
improvement project.
Trail construction is estimated to begin within two weeks ending
by approximately October 1. with respect to the request of the
Kops to name part of the trail the "Kop Trail".....this w~s
taken under advisement and staff was instructed to do additional
research on this request.

CANCELLATION OF RIBBON CUTTING FOR TRAILS

After considerable discussion among staff, we have decided ~o
cancel the scheduled ribbon cutting for the new trails t
Lakefront Park. Due to the inclement weather, the fact that t e
trails have not been finished in terms of restoration, a d
earlier darkness, it would be prudent to have a ceremonial ribbpn
cutting in the spring to officially open the trails for public
use.

RESULTS OF INFORMATION MEETING WITH RESIDENTS
FRANKLIN TRAIL

On Thursday, October 24, Bruce Loney and myself met with the
residents who live along Franklin Trail concerning tr~il
development on Franklin Trail for 1992. There were 21 residents
who attended the meeting to voice their opinions regarding t~pe
of trail, which side, location of the trail, and relocating Bhe
trail.
The results of the meeting were three-fold:
1. The people were unanimous in not wantin~ an eight-foot wiqe,
asphalt trail running through their nelghborhood. There was
a lot of discussion about putting a sidewalk in with striping
on the street for bicycles. A strong majority of those in
attendance did not object to a 5' concrete sidewalk.
2. All of the residents requested that the trail be moved to
Highway 13 incorporating the wetlands east of Highway 13 as
the link from C.R. 39 north to C.R. 21. The reason for th~ir
request is that they feel we should be limitin~ traffic
throu~h their neighborhood as opposed to bringlng more
trafflC in via a trail system.
3. There was strong opposition to putting the trail on the east
side of C.R. 39. Most of the people in attendance lived on
the east side and they would prefer a trail to be on the west
side of C.R. 39 where most of the housing is rental.
As a result of this meeting, I will be following up on tnis
project with Bruce Loney and keeping three representatives of ~he
neighborhoods informed as to the process (PAC meetings and c~ty
Council meetings). My three contact people are:

Dave, I am confident that we can accomplish the task of
providing a safe link for hiking/biking based on the
Comprehensive Trail Plan that has been approved. The particulars
of that safe link can be worked out with the residents as to

location and type of trail. For now, the residents have been
informed of what we are trying to do and they have an
understandin~ of the proposed project when the~ see the surveyors
out there thls fall to start desi~ning the proJect.
I will remain in touch wlth the three contact people
regarding upcoming Parks Advisor~ Committee meetings that they
may want to attend as well as actlon taken by the PAC. In
addition, I will inform them of the recommended action of the PAC
to the City Council and when that might be on the Council agenda
for discussion.

Dave, the basis of my research was to determine the amount of
revenue that could be generated if the City of Prior Lake were to
institute non-resident fees for Parks and Recreation s~onsored
programs. There were several classifications of activitles that
this would include and they are listed as follows:
YOUTH ATHLETICS
DANCE PROGRAM
TINY TOT PROGRAM
YOUTH TRIPS
PICNIC RESERVATIONS
ADULT ATHLETICS
SUMMER PLAYGROUND
ADULT TRIPS
CRAFT CLASSES

I will lay this out so that each area can be analyzed for
better reference. I will make some assumptions based on
percentage of non-resident participants and also provide ranges
based on a conservative estimate and a liberal estimate. These
have to be assumptions since I don't have rosters in which to
verify residency. In addition, I have assumed a $5 non-resident
fee per individual per program.

Dave, of the communities that I contacted, all were in the
$5-$10 range for non-resident fees. The only exception was the
City of Shakopee which charges the adjacent townships on a
lump-sum basis annually based on registrants in their pr09rams.
Shakopee does, however, charge $5 non-resident fee for resldents
outside of the city and townships.

Dave, in addition to the non-resident fees as described
above, we also have in place a fee structure for use of fields
for tournaments. Any athletic facility that is used for
tournament play is charged $25 per field per day. A tournament
at the Pond, for example, using 6 fields on Saturday and 4 on
Sunday would be charged $250. This policy has been in effect
since 1980 and it generates approximately $1000 annually.
So, these are the rough numbers. I realize that initiating
this policy is going to create a lot of noise from the residents
of Spring Lake and Credit River. However, we both understand
that we are not in the business of providing facilities for those
townships at no cost.

This is a partial list of identified trail segments for the
next five years. Completion of the entire system is projected to
take 8-10 years with most of the trail being funded through a
referendum (if successful). I think it is important for you to
know what Scott County has planned in the future so that we can
piggy-back on their plans and install trails at the time the
county upgrades their county road system.
Please understand that the above mentioned schedule is always
subject to change contingent on availability of dollars for the
county to complete their work. If there is no county funds,
projects will be delayed until such time as they can complete
their projects.
