MINuTES
MARCH 9, 1992
The Parks Advisory Committee meeting was called to order by
Chairman Doug Berens at 7:05 P.M. on Monday, March 9, 1992.
Those present were Kathe Abrams, Tony Anderson, Doug Berens, Ron
Ceminsky, Pat Heaney, Art Schoot, Kathy Smith, and Bill Mangan,
Director of Parks and Recreation.
The minutes from February 10, 1992, were reviewed. Kathe Abrams
had one correction. On the second page, change Cub Scout to Boy
Scout and add Mike Nordmeyer's name to delineate which Troop.
KATHE ABRAMS MADE A MOTION TO APPROVE THE MINUTES WITH THE LISTED
CHANGES.
ART SCHOOT SECONDED THE MOTION FOR APPROVAL. MOTION CARRIED.
Doug Berens then called for the staff reports. Bill Mangan
summarized some of the survey results as administered by the
Parks Department and drafted by Art Schoot. He then turned the
meetin~ over to Schoot to cover the results in detail. Schoot
srnops1zed the results and went over some of the items.

Bill Man~an then reviewed the ~rogress of the trail project. The
cost est1mates are in the prel1minary stages and it appears that
the cost is about $20,000 over the budgeted amount of $75,000.
Mangan indicated that this can be recovered br delaying the leg
from C.R. 44 north to Hwy 13, and by staff d01ng more of the site
preparation and restoration. An additional expense that was
unknown was putting the concrete through driveways. This
resulted in an additional $7500 on the pro~ect. At this point,
the project is still a viable project for th1s summer.
Pat Heaney questioned the completion of the Lakefront trail
connecting the trail to C.R. 21. Mangan stated that that portion
is a priority even over Franklin Trail. The connection has to be
made from C.R. 21 to Lakefront Park so that people can have safe
access to the trails at Lakefront Park. The completion of that
portion will be a separate project due to the Franklin Trail
being concrete and the extension of Lakefront Trail being
asphalt. The committee agreed that that connection needs to be
made. Discussion followed on future development of trails and
methods of funding.
Doug Berens then introduced Item #4, Recommendation on the grant
application. Bill Mangan informed the committee that the City
had received a grant totalling $90,000 for the purchase of the
McDonald ~roperty. Of this amount, $70,000 was state LCMR
(Legislat1ve Commission on Minnesota Resources) funds and $20,000

lO) and that he would be attending that meeting to present the
parkland portion of the plat. The PAC agreed that the natural
areas and ponding areas need to be preserved and that the open
space, as negotiated, will be adequate to serve the park needs of
that new neighborhood. with the trail development and the park
development, this new subdivision will be a very attractive place
to live because of the amenities.
DOU~ Berens then established t~e next meeting date as Monday,
Apr11 13, 1992, at 7:00 P.M., 1n the Community Room at City Hall.
PAT HEANEY MADE A MOTION TO ADJOURN THE MEETING. MOTION WAS
SECONDED BY KATHY SMITH. MOTION CARRIED.
The meeting was adjourned at 9:20 P.M.
