MINUTES
JUNE 8, 1992
The Parks Advisory Committee meeting was called to order by
Chairman, Doug Berens, on Monday, June 8, 1992 at 7:13 p.m.
Members present were Kathe Abrams, Tony Anderson, Doug Berens,
Art Schoot, and Bill Man~an, Director or Parks and Recreation.
Members absent were Ron Cem1nsky, Pat Heaney, and Kathy Smith.
The minutes from the meetings on April 13, 1992 and May 11, 1992
were reviewed.
TONY ANDERSON MADE A MOTION TO APPROVE THE MINUTES FROM THE APRIL
13, 1992 MEETING. ART SCHOOT SECONDED THE MOTION. MOTION
CARRIED.
KATHE ABRAMS MADE A MOTION TO APPROVE THE MINUTES FROM THE MAY
11, 1992. TONY ANDERSON SECONDED THE MOTION. MOTION CARRIED.
Doug Berens called for the staff reports. Bill Mangan reported
that summer registration was very successful. $10,300.00 revenue
was received from registrations the first two days of
re9istration. A non-resident fee has been implemented; however
pr1ces have not been raised much from previous years. He noted
that there have been a few complaints about the non-resident
fee.
Kathe Abrams asked what the employment requirements are for
leaders, lifeguards, etc.
Bill Mangan indicated that the requirements for playground
leaders are that they are post high school, are in elementary
education, early childhood development, or parks and recreation.
The exception being Senior high graduates with recommendations
from teachers. Lifeguards must have basic lifesaving
certification; preferably WSI for teaching, and also CPR. There
are 14 employees at Sand Point & Watzl's, ten summer playground
leaders, one plarground director, one tot lot supervisor, one
arts & crafts spec1alist and one sports specialist.
Art Schoot asked how the summer programs are funded.
Bill Mangan stated that the leadership staff salaries are part of
the Parks & Recreation budget. Supplies used are part of the
registration fees.
The American Legion will have six out-of-town teams here at the
end of June to play a tournament at Lakefront and Memorial.
Teams from Boone, Iowa will be here the 4th of July week-end for
a tournament. Lakefront Days is Saturday, August 1 and will be
held in front of city Hall this year. A three-ring circus,
sponsored by the Prior Lake Chamber of Commerce, will be at
Lakefront Park the second Saturday in September.

Bill Mangan then ~resented the development proposal for the new
golf course ind1cating that a developer has purchased 480 acres
from Jack Oakes and Bob Jeffers, located on cty Road 82 & Oakes
Drive, an area near the Sioux Community and surrounding Mystic
Lake. The Radisson Corporation has given them a commitment to
put up a 155 unit hotel. There are plans for a 200 acre public
golf course including a professional clubhouse, designed by Tom
Weiskopf and expect to have the Pro or Sr. Pro tournament in
three (3) years. It will include approximately 400 homes in the
price range of $l50,000 for townhouses up to 1 1/2 million for
private homes. Intentions are to start development this Fall;
however, approval still needs to be received from the Met
Council.
Doug Berens then asked for New Business. Bill Mangan indicated
that he is not in the position, at present, to take on a project
such as the one Ed Dressen addressed at the May meeting. He felt
that if anyone on the board is interested in heading this it was
suggested that they talk to Bill and proceed from there; however,
felt there are other avenues and options to look at.
Development of Carriage Hills will begin as soon as they receive
the grading permits. They ho~e to have a preview of ten (10)
homes by mid-August. The homes w1ll range in price from $115,000
to $185,000. The configuration of the parkland remains the same;
however, Bill Mangan indicated that some parkland has been gained
and felt the park system will be excellent.
Kathe Abrams voiced a concern about the off-street parking.
Bill Mangan said that there will be room for 8-10 cars at the
park area and there will be side street parking.
Bill Mangan informed the Committee that he has just had his
second meeting with the architect from the Mdewakanton sioux.
The sioux Community would like to build a 7 l/2 million dollar
community center off of County Road 42 and McKenna Road North.
Their intention is to give something back to the communities of
Shakopee, Prior Lake, and Sava~e. This structure will include an
ice arena, an indoor swimm1ng pool with the chutes, ladders &
slides, 2 full size gymnasiums, 6-8 racquetball courts, full
weight room, two large aerobics rooms, four outdoor tennis courts
and two softball fields. The land where this building will be
built is already in Indian Trust, and the project and budget has
been approved by the Tribal Council and they anticipate to start
construction in August, 1992.
There will be no meeting rooms at the community center: however,
an administrative building will be built on the reservation that
will have classrooms and meeting rooms available for public use.

This community center would be operated by the sioux community
but the Parks & Recreation Department would work with them with
the programing in offering American Red Cross Swimming Lessons,
volleyball, youth basketball, basketball, fitness program, wei~ht
lifting, aerobics classes, etc. P.L.A.Y. could utilize gymnas1um
space.
Biking, hiking and walking trails are in the future plans along
County Road 21 and County Road 42.

Bill Mangan asked those present on the Committee if they had
received a letter from Dave Unmacht in reference to Committee
terms. The terms of the members of the Parks Advisory Committee
are up in October, 1992, as it is presently an Adhoc Parks
Advisory Committee with a four year term. A two year term is
being looked at. The members are to contact Dave in reference to
this.
Some discussion followed.
The next meeting date is set for Monday, July 13, 1992.
