(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPlDYER PARKS ADVISORY COMMITTEE MINUTES AUGUST 10, 1992 The Parks Advisory Committee meeting was called to order by Vice-chairman, Pat Heaney at 7:13 p.m. on Monday, August 10, 1992. Members present were Ron Ceminsky, Pat Heaney, Art Schoot, Kathy Smith, and Bill Mangan, Director of Parks & Recreation. Members absent were Kathe Abrams, Tony Anderson, and Doug Berens. ART SCHOOT MADE A MOTION TO APPROVE THE MINUTES FROM THE JUNE 8, 1992 MEETING. RON CEMINSKY SECONDED THE MOTION. MOTION CARRIED. Pat Heaney called for the staff reports. Bill Mangan highlighted his trip to Atlanta, Georgia where he indicated that he found it interesting that there were no city parks, trails or sidewalks. Everything seemed to be more county governed rather than city. The fall brochure will be out in the Prior Lake American on August 3lst with registration be~inning on Wednesday, September 9th. We are offering more fam1ly type activities and a variety of different programs. Bill than gave the latest update on the community center and indicated that no decision had been made yet. Dave Unmacht & Larry Anderson met with the architect a couple of weeks ago. The Indian Board will make a decision within the next 30 da~s whether of not they will scale the project down from the orig1nal plan and keep it mainly for the use of their employees rather than for the community, as originally proposed. Bill Mangan updated the committee on the new golf course, The Wilds, a 580 acre ~roject. The developer is from Wayzata, with the support and back1ng from some unnamed investors, and Tom Weiskopf and Ja~ Morrish from Arizona are the designers of the course. Bill rev1ewed the project on a site map of the l8 hole course starting with fl at the clubhouse location and the 90lf practice facility where golf lessons are planned to be prov1ded to the youth of Prior Lake at no charge. Three (3) year plarer privilege passes, allowing 40 rounds a golf per year, are be1ng sold at $12,800. 180 out of the 250 passes were sold by July 21st. Corporate memberships (one day corporate events) are being sold at $l20,000 for a ten year period. As of July 2lst, approximately 18 of the 25 corporate memberships available were sold. The charge for golf will be $70.00 per round and eventually increased to $110.00 per round. The biggest obstacle at this point is that the project is outside the M.U.S.A. line. Sewer & water will be need to be put in. The Met Council has 30 days to respond and 60 days to make a decision. The development must stay under lOOO units, otherwise, this would trigger an environmental impact statement. 8.7 acres (including lakeshore) will be dedicated as parkland plus an additional 3.5 acres for hiking paths that will tie into the community wide trail system. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. This w1ll include cluster homes, town homes, multi-family, and corporate villas. These all are planned to be done in redwood and field stone. Tennis courts will be located near the clubhouse. This will be a great tax base for the City of Prior Lake. There was some discussion about our tax base. Pat Heaney raised some questions regarding development within the city and the school system. Bill Mangan indicated that everything in Prior Lake that has been platted has been developed. The homes in Savage that are within the Prior Lake School district do not help the tax situation. With the development of better homes, such as being presently developed in Prior Lake, and with The Wilds proposal, will help both the district and the city. Discussion from the group proceeded. The first item of New Business was to discuss the possibility of changing the meeting date of the Parks Advisory meetings. Kathe Abrams had expressed that she had conflicts on Monday evenings. After some discussion, it was the general concensus that Monday evenings still worked best for the majority of the members schedules. The second item of discussion under New Business was the final bid proposal for the sidewalk on Franklin Trail. Kathy Smith asked why the sidewalk has been installed on the opposite side of the street from the original proposal and extending to Highway 13 when she thought it had been decided to stop the sidewalk at the Super Value entrance. Bill Man~an stated that there were two reasons for this. The first be1n9 that the alternate bid from County Road 44 to Highway 13 came 1n well below the engineers estimates. Therefore, this was an engineers recommendation. The second reason being that the Park Nicollet Clinic and the Metropolitan Bank was not interested in giving the city an easement for a sidewalk. The Council approved it. At this point, the bulk of the sidewalk on Franklin Trail is in. Art Schoot asked if we have received any comments from the residents along Franklin Trail. Parks Advisory Committee Minutes - August lO, 1992 - Page 3 The next item of New Business was to discuss the letter from City Mana~er, Dave Unmacht, concernin9 the Parks Advisory Committee apPo1ntment terms. This comm1ttee's terms will all expire in October, 1992. Bill Mangan urged the committee to send a written res~onse to Dave Unmacht as to what their feelings were to lim1ting terms and/or not limitin~ terms in order for him to make recommendations to the City Counc1l. There was some discussion from the group. Bill Mangan indicated that the very minimum term would be two (2) years and off-setting could be a three (3) year term. First item for discussion under Old Business was the McDonald ~rant status. The appeal that was made to the historical society 1n regards to the reconnaisance level survey has not yet been decided upon. Once this is approved, final grant approval will be given from the state. Pat Heaney asked Bill to clarify what reconnaisance level meant. Bill Mangan indicated that this meant that the Minnesota Historical Society sends out a list of l5 contractors that will do a reconnaisance historical survey on the property to determine if there's any historical significance. The cost of this would be between S2,000-3,500. He appealed this because the railroad trestle was all filled in by the railroad and the lot had been a residential, sin~le-family home built in 1965, burned down, roads excavated and f111 brought back in 1980: therefore felt there is no historical value and did not want to spend the money for a contractor to say the same. Art Schoot asked about the preliminary plans that were shown and discussed some from an earlier Parks Advisory meeting. The Lakefront Day parade was nice. Parks Advisory Committee Minutes - August lO, 1992 - Page 4 Bill Mangan said that he is in the process of tryin~ to find 20 acres to purchase for youth athletics. The L10ns Club will donate $125,000. Pat Heaney stated that he felt that Lakefront Park would be the ideal location for all the soccer fields; solely for soccer usage. Bill said that this was not the priority, based upon the survey results, but this is something that could be recommended to the Council if we could get enough youth athletic fields in other locations. The next meeting date is set for Monday, September l4, 1992. KATHY SMITH MADE A MOTION TO ADJOURN THE MEETING. SECONDED THE MOTION.
