(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLDYER PARKS ADVISORY COMMITTEE MEETING SEPTEMBER 14, 1992 The Parks Advisory Committee meeting was called to order by Chairman, Doug Berens at 7:15 p.m. on Monday, September l4, 1992. Members present were Kathe Abrams, Doug Berens, Ron Ceminsky, Pat Heaney, Art Schoot, and Kathy Smith. Tony Anderson was absent. ART SCHOOT MADE A MOTION TO ACCEPT THE MINUTES FROM THE AUGUST 10, 1992 MEETING. KATHY SMITH SECONDED THE MOTION. MOTION CARRIED. Bill Mangan acknowledged that Kathe Abram's name was left off the Fall Parks & Recreation Program by mistake and apologized for that. The Fall registration went well. Felt that the participation numbers will be up some. There was a 15% increase in our summer programs from last year. Indicated that he has asked for Fiona Keel's job to be a full time position to accommodate the future rush we anticipate. Bill updated the Committee on the building activity in Prior Lake. Staff is presently in the process of reviewing plats for several subdivisions; Woodridge Estates (l70 lots - $100-$l50,000 homes), Carriage Hills addition (225 lots), The wilds (not finalized yet but approximately 1000 lots), and Sienna corporation (153 acres across from the High School a~proximately 400 lots). October l5th is the deadline for the C1t~ to be able to bond for 1993 construction projects; needs to be 1nto the County by October 30th. Any pendin~ projects must be bonded for, or contractor will have to wa1t another year or provide their own financing. Bill Mangan reviewed the status on the Community Center as of three weeks ago. It sounds like the Mdewakkanton sioux Community plans to scale the project back and provide the Center for the reservation, their employees, and limited community activities. Bill heard that it will be a four million dollar facility with quite a few amenities and an ice arena. The arena will be made available for home ice for Prior Lake, Shakopee and Savage. He also heard that they are looking into purchasing the Lone pine Golf course, and l200 acres north of the old casino to put into trust for possible future expansion. There was some discussion. Bill Mangan stated the Parks Advisory Committee members terms expire in October. The City Council will be meeting on september 21st to review terms and policies of the various committees. This would be effect1ve when the ~olicy is passed. Bill indicated that the Committee can cons 1st of 7-11 members and that he has six people that have expressed an interest in being on the Parks Advisory Committee. Bill Mangan then reviewed the Capital Improvement Programs for 1993-1997. These are things that have been recommended. The following was covered: CIP-11 - Copier Upgrade & Replacement Used by Planning, Engineering, and Parks area. CIP-33 - Commercial 36" Trim Mower (This replaces an existing 20" mower) Cost: $2,500.00 - 1993 Property Tax CIP-34 - 48" Snowblower for Toro Cost: $3,000.00 - 1993 Property Tax CIP-35 - Welder for Parks Maintenance Shop Cost: $3,000.00 - 1993 Property Tax CIP-36 - Grainwood Crossing Park Development Cost: $25,000.00 - 1993 Fund Balance Discussion: This would be the minimal establishing turf & restroom. plan; At this point in the meeting, Kathe Abrams requested that the Committee move on to Old Business as she and Kathy Smith would need to leave the meeting early. Bill Mangan indicated that everything for the McDonald Grant has been approved from the Historical Society. There is a ~roblem with the National Park Service. They need add1tional documentation for Federal guidelines but hoping to have this on the Council Agenda for the September 21st meeting, as the tentative clos1ng date is september 24, 1992. Kathy Smith asked if this is something we should be worried about. Bill Mangan said that the grant funding has been committed and there is no reason to worry. Bill Mangan complete. Bill Mangan thought that the reason for the service vehicles is that they are planning to put an overlay over Highway 13. The reconstruction has been postponed until the late 1990's. CIP-37 CIP-38 CIP-39 Neighborhood Park Development other/ca~ital Park (1993 through 1997) Park Ded1cation funds from building permits Discussion: Prospective projects for 1993 Brooksville Hills Park, Island View Park, Ridge Park and Sunset Hills Park. Memorial Park Restrooms $50,000 - other/Capital Park Discussion: possible funding from VFW as a gift. Would include men's and women's restrooms, storage area and possible concession stand underneath grandstand, or move existing concession stand to outside the grandstand. include Raspberry Lion's Park $125,000 - Grant/Contributions Discussion: Youth athletic complex in location to be determined. with the help of Frank Muelken, looking at 25 acres of which 7 acres is wetland. A proposal has been made, on behalf of the Lion's, but the Court needs to decide what is good for the estate that Frank Muelken is the administrator. At this point, there was some group discussion regarding the need for youth athletic fields. Kathy Smith stated that there is a strong need for regulation size soccer fields: and recommended that this be something to acknowledge when expanding our athletic fields. RON CEMINSKY SECONDED THE MOTION. MOTION CARRIED. Doug Berens then asked Bill Mangan to address the letter received from Tony Anderson. Bill read the letter he received from Tony on September 9, 1992 stating that he would not be able to serve on the Parks Advisory Committee if the meeting day continued on the second Monday of each month because of responsibilities with the VFW. .,..,.... ....., .-....... --t'.,. ,.--..- .."" ,.._,.-_... .. ..-... '"'"""---",,-'._~-'''*'-~,,-- Parks Advisory Committee Minutes - September 14, 1992 - Page 5 There was some discussion regarding the meeting date and also that Tony is not currently a resident of Prior Lake which is a requirement for being on the committee. It was the general concensus to leave the date as is and accept Tony's resignation. Bill will be advertising for new members. Art Schoot asked what the percentage of non-resident registrations were for the fall programs. He was also wondering how people are informed of our programs. Bill Mangan said that the Prior Lake American circulates about 6000 (A cost of about $900). If the sewer & water billing addresses were used, the circulation would be about 3500. It is currently being circulated to those people in the area with the Prior Lake address. Ron Ceminsky asked if it would be more beneficial to use the school mailing list. It was suggested that the brochure be incorporated in the Wavelength newsletter. Discussion followed regarding the distribution area and the cost incurred. The next meeting date will be Monday, October 12, 1992. PAT HEANEY MADE A MOTION TO ADJOURN THE MEETING. SECONDED THE MOTION. MOTION CARRIED.
