PARKS ADVISORY COMMITTEE
MEETING
OCTOBER l2, 1992
The Parks Advisory Committee meeting was called to order by
Chairman, Doug Berens at 7:20 p.m. on Monday, October 12, 1992.
Members present were Kathe Abrams, Doug Berens, Ron Ceminsky, Art
Schoot, Kathy Smith, and Bill Mangan, Director of Parks and
Recreation. Pat Heaney was absent.
ART SCHOOT MADE A MOTION TO ACCEPT THE MINUTES FROM THE SEPTEMBER
14, 1992 MEETING. KATHY SMITH SECONDED THE MOTION. MOTION
CARRIED.
Doug Berens asked for staff reports from Bill Mangan. Bill
updated the Committee on the trail construction. Work has been
delayed due to last weeks rain: however, trails in Oakland Beach
and Fish Point Park are ready to be blacktopped. The Franklin
Trail project will be complete after two retaining walls are
finished.
Kathe Abrams noted that Wind Song has blacktopped alon~ the
tennis court side for biking & walking. She was wondering 1f the
section between Wind Song Circle and Lord's Street could also be
blacktopped to adjoin the two areas as County Road 21 is so
dangerous for bikers and walkers. She indicated that people have
asked her if this is possible and that they would be willing to
pay to have this done: or even to put in a temporary path.
Bill Mangan said that he would talk to Brad Larson, the County
Engineer and also talk to Wind Song about an easement to see if
some kind of package could be put together.
Bill then updated the Committee on the project at Lakefront Park.
As of January, 1993, the City needs to comply with the American
Disabilities Act to get an access road to Watzl's Point less than
7% slope since Lakefront & Watzl's all involve State and Federal
funding. Lakefront also is in need of more parking. The Parks
Department was able to create a parking lot by removing the clay
by the warming house and then using the clay to build the access
road: had to remove a few small trees but will be replanting to
restore the tree line. Parking capacity will be for 120 cars.
There will be two (2) handicapped parking stalls at Watzl's
Point.
Doug Berens then asked for New Business.
Bill Mangan informed the Committee that the Shakopee Prior Lake
Hockey Association has requested good outdoor ice at Lakefront
Park as they do not have a facility to use this year. The
Association would like the City to update our rinks by using
cloth nets instead of the chain link, and install swinging hinged
gates. If the City purchases the cloth goals nets, the Hockey
Association will be responsible for putting them indoors each
night to protect against vandalism or will replace the nets if
they are vandalized.

There was some discussion regarding the new community center
the Mdewakkanton sioux Community is building. At present,
project proposes a 4 l/2 million dollar facility with an
arena (no spectator seating at this time) for Phase I.
facility could cost up to 11 million at completion.
Ron Ceminsky asked what percentage of the budget is allocated
maintaining rinks.
Bill Mangan said that his budget is to employee four people from
December through February 15th who do the cleaning, plowing and
dropping of water. Approximately 15% out of the $400,000
operating budget is used for rink maintenance and snow removal.
This is less than other cities because we only have 12 rinks. We
are under the average with hockey/skating facilities.

Bill Man~an indicated that Tony Anderson was presented an
Appreciat10n certificate at the last council meeting for his
service on the Parks Advisory Committee.
At this point the direction of the Parks Advisory Committee was
discussed. Two people that interviewed for the Planning
Commission have expressed an interest to serve on the Parks
Advisory Committee. They will be contacted and the City will
advertise for new members. By-laws state that the committee has
7-1l members and at this time, we are under the minimum. The
Council has appointed the current members to two year terms
effective July 1, 1992 and will go to July, 1994. Members can
continue on this committee for two consecutive terms each being a
two ~ear term. Effective with this these new terms, the adhoc
comm1ttee is no longer and this committee will continue as an
ongoing committee.
Doug Berens asked when advertising was going to be done for new
members and how many members will be added to the Committee.
Bill Mangan needs to receive the names of the people that applied
for the Planning Commission from Dave Unmacht and then will put
an ad into the newspaper. The number of new members added will
be determined by the number of applicants, and the
qualifications. This will be determined by the Mayor, the acting
City Manager, Chairman, Doug Berens, and Bill Mangan. The
committee felt that seven (7) members is a good number for this
committee.
Kathe Abrams indicated that she will need to resign from the
Parks Advisory Committee due to family commitments. Bill Mangan
requested that she submit her resignation in writing which can be
presented to the Council.
Bill Mangan informed the Committee that the Windjammer's
Community Band will no longer be together due to the lack of
members, and the poor representation at practices and concerts.
There was some discussion as to what could be done to keep the
band going.

At this time, City Manager, Dave Unmacht joined the meetin9 and
discussed his resignation. He will be taking on the posit~on as
Deputy County Administrator for Dakota County located in
Hastings, MN. He also told the Committee that he has enjoyed
working with this Committee and glad that he as in on the ground
level. Felt the Committee had accomplished a lot in a very short
period of time, and that they should be proud of that. The city
anticipates 100-150 applicants for the City Manager position
which will probably be filled in January, 1993.
The McDonald grant status was on the agenda under Old Business.
Ron ceminsky asked why this grant approval has taken so long.
Bill Mangan indicated that because the gift is over $100,000, the
National Park Service requested to review the appraisal.
There was some discussion.
The next scheduled meeting will be Monday, November 9, 1992.
KATHE ABRAMS MADE A MOTION TO ADJOURN THE MEETING. RON CEMINSKY
SECONDED THE MOTION. MOTION CARRIED.
The meeting was adjourned at 8:55 p.m.
