Discussion of request for land acquisition of the
Bang property. The owners of the parcel (Jo Bang)
has asked staff if the City of Prior Lake would be
interested in purchasing her property for park land.

PARKS ADVISORY COMMITI'EE
MEETING
MAY 24, 1993
The Parks Advisory Committee meeting was called to order by Chairman, Doug
Berens, at 7:10 p.m. on Monday, May 24, 1993. Members present Doug Berens, Ron
Ceminsky, Sam Emond, Pat Heaney, Robert Rykken, Art Schoot, and Kathy Smith.
Staff members present were Bill Mangan, Director of Parks and Recreation, Bret
Woodson, Program Specialist, and Nancy McGill, Parks and Recreation Secretary.
Bill Mangan introduced Bret Woodson, our new Program Specialist, to the
committee members. He indicated that Fiona Keel has resigned as Program
Specialist effective May 24, 1993. She has plans to .pursue a teaching profession.
Bill then updated the committee on the Summer Program. The brochure will be in
the Prior Lake American on Saturday, May 29, 1993 with registration beginning on
Tuesday evening, June 8th from 6:30-8:30 p.m. and resuming again on Wednesday,
June 9th at 9:00 a.m. at City Hall. The summer program is our largest registration
of the year. We are still in need of at least five (5) park leaders.
At this time, Bill Mangan introduced a couple of students that were sitting in on the
meeting for a school project; Erin Prindle and J ermy Hoy.
On June 7, 1993, the Parks Advisory Committee and the City Council members will
have a joint bus tour beginning at 5:00 p.m. at City Hall and ending with a picnic
at at Memorial Park at 6:30 p.m. The tour will consist of the city community and
neighborhood parks used for the summer playground and tot lot programs, dance
studio, park maintenance shop, nursery and the greenhouse. This joint
meeting/park tour will serve as the June meeting unless members feel an additional
meeting needs to be held on June 14.
In addition to the above activity, Bill noted a few other dates that the members are
invited to and encouraged to attend. The Volunteer Appreciation picnic at
Memorial Park on Wednesday, June 2 at 6:00 and the Dedication Ceremony at Sand
Point Beach (Shelter #2) recognizing the Prior Lake Lion's Club contribution of
$100,000 on Monday, June 21 at 6:30. There will be an unveiling of a permanent
memorial (engraved granite monument). Refreshments will be served.
Sam Emond asked about the fishing pier. Mangan stated that funds were donated
by the Lion's Club in addition to the $100,000.

Bill Mangan indicated that he attended the March Lions Club membership dinner
at which time the Lions expressed an interest in funding the fishing pier at Sand
Point Beach. The 88 foot galvanized steel pier cost would be $16,500. The City had
$5,000 of unallocated funds originally intended for use towards trails to the
playground structure and possibly a small shelter. However, he told the Lion's Club
that this money could be used towards the pier. The Lion's proposed to split $11,500
with the City. Bill presented this proposal to the City Council on May 17 and they
unanimously accepted it. The pier should be completed by June 15. Bill expanded
on the dimensions of the pier and there was some discussion.
Sam Emond asked who was responsible for setting restrictions. Bill stated that a
permit is obtained from the DNR.
Ron Ceminsky asked the cost comparison between galvanized steel and wood. Wood
would cost approximately $12,000 plus labor to build it. Galvanized steel will last a
lot longer. .
Sam Emond raised a concern that parking might be at a premium with the addition
of the fishing pier. Bill stated that 26 trailers can be accommodated in the back
overflow trailer parking area and that there are about three weekends that the
overflow parking area is opened (between parking lot and buildings) to
accommodate more parking. He is not anticipating a real problem.
At this time, Doug Berens asked to review the minutes from the April 12, 1993
meeting.
Ron Ceminsky asked if a letter had ever been sent to Kathe Abrams regarding her
resignation.
Bill indicated that none had been sent yet but would take care of it.
SAM EMOND MADE A MOTION TO ACCEPT THE MINUTES FROM THE
APRn... 12, 1993 MEETING. RON CEMINSKY SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Bill Mangan introduced and welcomed the new Parks Advisory Committee
members, Sam Emond and Robert Rykken to the committee members. Each of the
new members told a little about themselves and why they were interested in the
Parks Advisory Committee.
Bill Mangan continued on with New Business; the review of the Cardinal Heights
plat; name changed to Cardinal Ridge. Sienna Corporation is the developer. The
parcel is 153 acres of which there will be 55 acres of open space (ponding easement,
parkland, woods area and open spaces). Fish Point Road will be a collector street
with a bikeway and a walkway on both sides. Driveways will not be located on this
collector street. There will be two 18 foot wide streets (one going north; one south),
a median - more like a parkway lined with trees & shrubbery. The developer had
intended to put in a sidewalk to connect with Fish Point Road; Mangan requested
that this be extended to Crossandra Street thereby giving residents a safe way to
get to the park without walking in the street. The Planning Commission supported

this concept and made it one of the plat requireme~ts.
Mangan continued on to explain that there will be 223 lots; a four-phase
development with Phase I (approx. 55 homes) to be ready for a home review in
August. Homes will range in price from $135,000-$200,000. The Planning
Commission accepted this plan with a 3-1 vote. It will now go to the Council for
approval on June 7.
There was some discussion.
Sam Emond was concerned about traffic congestion at the intersection of County
Road 44 and Crossandra. Mangan anticipates a traffic signal at this point as the
plat is fully developed. County Road 44 is scheduled to be widened in 1994.
At this time, Bill Mangan asked for a motion from the PAC on the gift from the
Lion's Club so a copy can be sent to the Lion's.
SAM EMOND MADE A MOTION TO ACCEPr THE DONATION FROM THE
LION'S CLUB FOR THE FISHING PIER AT SAND POINT BEACH AND THE
PARKS ADVISORY COMMITrEE WOULD LIKE TO EXPRESS THEIR
GRATITUDE FOR THIS GENEROUS DONATION. PAT HEANEY SECONDED
THE MOTION. MOTION CARRIED UNANIMOUSLY.
Kathy Smith questioned why the Council approved the allocation of funds for the
fishing pier before it had been discussed by the PAC. Bill Mangan agreed that the
normal procedure would be that the PAC would make the recommendation to the
Council first, and that this would have happened if the PAC had met on May 10; the
council meeting was on May 17.
The next item of business was the review of Woodridge Estates, Second Addition.
The second phase (54 lots) will include a neighborhood park. Each lot will be
assessed a $350.00 park dedication fee (used to offset the capital park fund). A trail
will be connected off of Toronto Avenue, along Mushtown Road, through the park
area and into the Pond.
Art Schoot asked if the Fire Department has any input into these developments.
Bill Mangan said that the Fire Department does review the street names, etc. so
that there will be no confusion as to the location of the address.
Robert Rykken asked if the ordinance had been changed whereby the house can
only occupy a certain percentage of the lot size.
Mangan indicated that the ordinance used to be 18% but the Planning Commission
and the Council approved 22% lot coverage.
Bob Emond asked how this would affect older lots in Prior Lake.
Mangan indicated that anything on a "lot of record" are usually unconditionally
granted variances.

The neighborhood park in Woodridge Estates, Second Addition, will be funded for
development in 1994. Trails will be graded and paved prior to houses being built.
Bill Mangan then reviewed the Carriage Hills, Second Addition plat. The
neighborhood park will be included in Phase 3, to be developed in Fall, 1993 or
Spring, 1994. There are 10 different contractors in this area, and the present plan
is to build homes in Phase 2 for the Fall, 1993 Home Preview and use the
neighborhood park location for parking. Therefore, the park area will be graded
and seeded by the developer before Fall, which will be a savings to the City.
He then reviewed the location of the trails. Fiilal approval for Carriage Hills,
Second Addition, will go to the Council on June 7.
There was some discussion on The Wilds project concerning parks and trails. He
reviewed the trail system as indicated on the map and general information of the
proposed plans. The two hundred acre golf course has been approved; however, the
housing development has not yet been approved. Some discussion followed.
Pat Heaney asked about the Sioux Community Center status. Bill Mangan
indicated that Shakopee did not support the paving of the McKenna Drive. The
Sioux community have decided to put this project on hold for awhile.
Shakopee has a 4.5 million dollar referendum for a new ice arena and community
center scheduled to be voted on in June.
There was some discussion regarding the community center.
Doug Berens asked for Old Business.
Mangan gave the highlights of the Spring Dance Recital which was held on May 1
and 2. The performance was excellent, and a great success. For the new members,
Mangan informed them that this is our largest park program with over 200
students enrolled in the program.
Mangan reviewed the Spring recreation activities. He noted that a few of the adult
trips were cancelled; overall, registration has been up over last year. The Summer
brochure will be in the Prior Lake American on Saturday, May 29th with
registration beginning on Tuesday, June 8 at 6:30 p.m.
Ron Ceminsky questioned when the stop light on Franklin Trail and County Road
21 was to be installed. Mangan stated that the bid was let last Fall and installation
was to be this Spring. There was some discussion concerning the dangers at this
intersection.
Kathy Smith asked when the grass was to be mowed at The Pond. She indicated
that it was very long a few weeks ago when soccer was being played there.
Ron Ceminsky said that he noticed that garbage was being mowed over and
suggested that something be attached so that garbage could be picked up.

Pat Heaney suggested that correspondence from the City should be printed back to
back to conserve paper. Mangan felt this certainly could be done, but indicated that
our paper is recyclable paper.
Sam Emond asked if he and Bob could receive a listing of the new members, etc.
Bill Mangan said he would check to see if the City Manager's office would be
handling this.
The next scheduled meeting will be July 12. The joint meeting/park tour with the
City Council on June 7 will serve as the June meeting.
